Russian officials have vehemently denied the allegations. But Moscow has been open about building ties with the Taliban to forestall the growth of the Islamic State extremist group in Afghanistan and Central Asia.<\/p>\n<\/div>\n<\/section>\n<\/div>\n<div class=\"remainder-content\">\n<section>\n<div>\n<p class=\"font--body font-copy gray-darkest ma-0 pb-md \">Here\u2019s what Russian officials and others say about their interest in Afghanistan and their links to militants there.<\/p>\n<\/div>\n<div>\n<h3 class=\"font--subhead gray-darkest ma-0 pb-sm pt-lgmod\">How is Moscow reacting to reports it paid the Taliban to kill U.S. soldiers?<\/h3>\n<\/div>\n<div>\n<p class=\"font--body font-copy gray-darkest ma-0 pb-md \">Zamir Kabulov, President Vladimir Putin\u2019s envoy to Afghanistan, on Monday called the intelligence \u201can outright fake, that even Trump and his administration has denied.\u201d<\/p>\n<\/div>\n<div>\n<div>\n<p class=\"font--body font-copy gray-darkest ma-0 pb-md \">Kabulov, a former KGB agent who has played a role in Afghanistan since the Soviet war of the 1980s, said the aim of the intelligence reporting was to torpedo the planned 2021 withdrawal of U.S. forces from Afghanistan under the <a title=\"www.washingtonpost.com\" href=\"https:\/\/www.washingtonpost.com\/world\/asia_pacific\/afghanistan-us-taliban-peace-deal-signing\/2020\/02\/29\/b952fb04-5a67-11ea-8efd-0f904bdd8057_story.html?itid=lk_inline_manual_8\">February accord between Washington and the Taliban<\/a>.<\/p>\n<\/div>\n<div>\n<div>\n<p class=\"font--body font-copy gray-darkest ma-0 pb-md \">\u201cIt is clear that there are forces in the United States who do not want to leave Afghanistan, who want to justify their own failure,\u201d he said. \u201cThat\u2019s what this is all about.\u201d<\/p>\n<\/div>\n<div>\n<p class=\"font--body font-copy gray-darkest ma-0 pb-md \">The Russian Foreign Ministry <a href=\"https:\/\/www.facebook.com\/RusEmbUSA\/\">said<\/a> the intelligence was concocted by U.S. agents who \u201cdo not like that our and their diplomats have teamed up to facilitate the start of peace talks between Kabul and the Taliban.\u201d<\/p>\n<\/div>\n<div>\n<p class=\"\"><span class=\" font--body font-copy hide-for-print ma-0 pb-md db italic interstitial\" data-qa=\"interstitial-link-wrapper\"><a class=\"\" href=\"https:\/\/www.washingtonpost.com\/world\/asia_pacific\/afghanistan-us-taliban-peace-deal-signing\/2020\/02\/29\/b952fb04-5a67-11ea-8efd-0f904bdd8057_story.html?itid=lk_interstitial_manual_12\" data-qa=\"interstitial-link\">U.S. signs peace deal with Taliban agreeing to full withdrawal of American troops from Afghanistan<\/a><\/span><\/p>\n<\/div>\n<div>\n<h3 class=\"font--subhead gray-darkest ma-0 pb-sm pt-lgmod\">What are Russia\u2019s goals in Afghanistan?<\/h3>\n<\/div>\n<div>\n<p class=\"font--body font-copy gray-darkest ma-0 pb-md \">Putin\u2019s worldview is all about reviving Russia as a global power with clout in strategic regions such as the Middle East and North Africa.<\/p>\n<\/div>\n<div>\n<div>\n<p class=\"font--body font-copy gray-darkest ma-0 pb-md \">Moscow wants to see Afghanistan stabilized so the Islamic State cannot establish a foothold close to its southern flank.<\/p>\n<\/div>\n<div>\n<p class=\"font--body font-copy gray-darkest ma-0 pb-md \">Memories in Russia of the grinding 1980s war in Afghanistan, when the fight between the U.S.-backed mujahideen and the Soviet invaders cost the lives of at least 15,000 Russians, remain powerful.<\/p>\n<\/div>\n<div><\/div>\n<div>\n<p class=\"font--body font-copy gray-darkest ma-0 pb-md \">Russia took a back seat during the U.S.-led invasion that toppled the Taliban after the attacks of Sept. 11, 2001.<\/p>\n<\/div>\n<div>\n<p class=\"font--body font-copy gray-darkest ma-0 pb-md \">But Moscow was surprised when the Taliban seized the northern city of Kunduz from Afghan government forces in 2015. Alarm bells rang when some Afghan militias pledged allegiance to the Islamic State.<\/p>\n<\/div>\n<div>\n<p class=\"font--body font-copy gray-darkest ma-0 pb-md \">London-based security analyst Mark Galeotti says Russia sees Afghanistan as key to its security.<\/p>\n<\/div>\n<div>\n<div>\n<p class=\"font--body font-copy gray-darkest ma-0 pb-md \">\u201cWhat happens in Afghanistan matters to\u201d Russia, he said. \u201cObviously, everything from the massive flow of heroin \u2014 remember, Russia has the highest per capita consumption rate of heroin. (Jim Watson\/AFP\/Getty Images)<\/figcaption><\/figure>\n<\/div>\n<div>\n<h3 class=\"font--subhead gray-darkest ma-0 pb-sm pt-lgmod\">What\u2019s the relationship between Russia and the Taliban?<\/h3>\n<\/div>\n<div>\n<p class=\"font--body font-copy gray-darkest ma-0 pb-md \">U.S. officials have accused Russia in recent years of funneling small arms and financial support to the Taliban.<\/p>\n<\/div>\n<div><\/div>\n<div>\n<p class=\"font--body font-copy gray-darkest ma-0 pb-md \">\u201cWe know that Russia is attempting to undercut our military gains and years of military progress in Afghanistan and make partners question Afghanistan\u2019s stability,\u201d Gen. John Nicholson Jr. said in 2018 after stepping down as commander of U.S. and NATO forces in Afghanistan.<\/p>\n<\/div>\n<div>\n<div>\n<p class=\"font--body font-copy gray-darkest ma-0 pb-md \">Russia believes the Taliban will control large parts of Afghanistan going forward and has on multiple occasions invited its representatives and other senior Afghan figures to Moscow for talks to try to kindle a peace dialogue.<\/p>\n<\/div>\n<div>\n<p class=\"font--body font-copy gray-darkest ma-0 pb-md \">Kabulov said in 2015 that Russia had opened communication channels with the Taliban. \u201cThe Taliban\u2019s interests objectively coincide with ours,\u201d he said, noting that the Taliban did not recognize the Islamic State. \u201cThere is no doubt that the Islamic State is training militants from Russia in Afghanistan as part of its efforts to expand into Central Asia.\u201d<\/p>\n<\/div>\n<div><\/div>\n<div>\n<p class=\"font--body font-copy gray-darkest ma-0 pb-md \">In 2018, Kabulov <a href=\"https:\/\/tass.com\/politics\/1013287\">said<\/a> the Taliban was an indispensable player in Afghanistan, controlling more than half the country and building its own power structures. Putin <a href=\"https:\/\/www.reuters.com\/article\/us-russia-putin-afghanistan\/russias-putin-taliban-must-be-taken-into-account-at-afghan-peace-talks-idUSKCN1OJ1CQ\">said<\/a> any peace process had to take the group\u2019s interests into account.<\/p>\n<\/div>\n<div>\n<div>\n<p class=\"font--body font-copy gray-darkest ma-0 pb-md \">\u201cRussia wants to be a player in Afghanistan, and that means dealing with the Taliban,\u201d wrote Arkady Dubnov, an analyst with the Carnegie Moscow Center. \u201cPractically all the territory of Afghanistan, except for its large cities, is now controlled by the Taliban.\u201d<\/p>\n<\/div>\n<div>\n<p class=\"font--body font-copy gray-darkest ma-0 pb-md \">Still, it\u2019s a leap from fostering ties with the Taliban to paying bounties to kill U.S. soldiers. (Mikhail Klimentyev\/AFP\/Getty Images)<\/figcaption><\/figure>\n<\/div>\n<div>\n<h3 class=\"font--subhead gray-darkest ma-0 pb-sm pt-lgmod\">What do we know about the unit reported to have offered bounties?<\/h3>\n<\/div>\n<div>\n<p class=\"font--body font-copy gray-darkest ma-0 pb-md \">According to the New York Times, which first <a href=\"https:\/\/www.nytimes.com\/2020\/06\/26\/us\/politics\/russia-afghanistan-bounties.html\">reported<\/a> the revelations, Russian military intelligence (GRU) Unit 29155, which has been accused in assassinations on foreign territory, sabotage and at least one coup attempt, was behind the bounties.<\/p>\n<\/div>\n<div><\/div>\n<div>\n<div>\n<p class=\"font--body font-copy gray-darkest ma-0 pb-md \"><a href=\"https:\/\/www.bellingcat.com\/\">Bellingcat<\/a>, an online investigative team that has exposed Russian GRU operations, linked Unit 29155 with the 2018 assassination attempt on former Russian spy Sergei Skripal and his daughter Yulia using the nerve agent Novichok. It reported that Unit 29155 was behind two failed assassination attempts on arms dealer Emilian Gebrev and two other Bulgarians in 2015 and a thwarted coup in Montenegro in 2016.<\/p>\n<\/div>\n<div>\n<p class=\"font--body font-copy gray-darkest ma-0 pb-md \">In February, Bulgarian prosecutors charged three Russians in absentia in the poisoning of Gebrev.<\/p>\n<\/div>\n<div>\n<p class=\"font--body font-copy gray-darkest ma-0 pb-md \">Bellingcat <a href=\"https:\/\/www.bellingcat.com\/news\/uk-and-europe\/2019\/07\/06\/gru-globetrotters-2-the-spies-who-loved-switzerland\/\">reported<\/a> that one of the unit\u2019s operatives spent time in Switzerland shortly before the computer of a senior FIFA anti-doping official based in Zurich was compromised by GRU hackers.<\/p>\n<\/div>\n<div>\n<div>\n<p class=\"font--body font-copy gray-darkest ma-0 pb-md \"><a href=\"https:\/\/twitter.com\/andrewsweiss\/status\/1276695568346218501\">Some<\/a> have called Unit 29155 sloppy and reckless. But its commander, Maj. Gen. Andrei Aver\u00adyanov, was awarded the Hero of Russia medal, the country\u2019s highest military honor, in 2015. Two officers accused of traveling to Britain to carry out the Skripal attack are also Heroes of Russia.<\/p>\n<\/div>\n<div><\/div>\n<div>\n<p class=\"font--body font-copy gray-darkest ma-0 pb-md \">Putin spoke about the GRU at a 2018 ceremony to mark its centenary.
