{"id":10502,"date":"2020-08-08T06:23:28","date_gmt":"2020-08-08T13:23:28","guid":{"rendered":"https:\/\/worldcampaign.net\/?p=10502"},"modified":"2020-08-08T06:23:28","modified_gmt":"2020-08-08T13:23:28","slug":"as-beirut-rescuers-search-for-survivors-un-warns-of-huge-needs-un-news","status":"publish","type":"post","link":"https:\/\/worldcampaign.net\/?p=10502","title":{"rendered":"&#8220;As Beirut rescuers search for survivors, UN warns of \u2018huge\u2019 needs&#8221;, UN News"},"content":{"rendered":"<p>Humanitarian Aid, Geneva, 7 August 2020<\/p>\n<p><em>Across Lebanon, \u201cthe needs are immediate, and they are huge\u201d in the aftermath of the explosion that destroyed Beirut city port, UN agencies said on Friday.<\/em><\/p>\n<p>Latest reports indicate at least 150 fatalities and thousands of wounded, but that figure is likely to rise, as rescuers search the port for survivors.<\/p>\n<p>World Health Organization (<a class=\"word-link\" title=\"World Health Organization\" href=\"http:\/\/www.who.int\/en\/\" target=\"_blank\">WHO<\/a>) Spokesperson Christian Lindmeier said that many people were still missing and that hospitals were overwhelmed.<\/p>\n<p>Three facilities are \u201cnon-functional\u201d and two more have been partially damaged, he told journalists via videoconference in Geneva, adding that the disaster took a total of hospital 500 beds out of action.<\/p>\n<div class=\"dnd-widget-wrapper context-un_news_default type-twitter atom-align-right\"><\/div>\n<h3>People still under rubble<\/h3>\n<p>\u201cThe immediate focus now is on the trauma care and the search and rescue of course still, that\u2019s very important, there\u2019s still people under the rubble and there\u2019s still people alive under the rubble from what we can see from the media reports; and that is the first priority now, and of course bringing in supplies, food, shelter also, medicines, medical equipment for trauma situations but for all the other diseases that cannot be treated now in hospitals\u201d, he informed the journalists.<\/p>\n<p>Amid concerns about the potentially harmful dust created by the explosion of some 2,750 tonnes of ammonium nitrate, the WHO spokesperson noted that the Lebanese health ministry had reported a decrease in toxicity level two hours after the blast.<\/p>\n<h3>Assisting the most vulnerable<\/h3>\n<p>The most pressing priority is to get assistance to the most vulnerable, including those requiring emergency medical help from hospitals already overwhelmed by <a class=\"word-link\" title=\"Coronavirus disease (COVID-19)\" href=\"https:\/\/www.un.org\/coronavirus\" target=\"_blank\">COVID-19<\/a> patients.<\/p>\n<p>This task has become even more challenging in that many shipping containers carrying personal protective equipment (PPE) needed for the pandemic response were lost in the blast.<\/p>\n<p>\u201cWhat we know so far is that 10 containers of PPE material that was procured by the ministry of public health have been destroyed\u201d, said UN Children\u2019s Fund (<a class=\"word-link\" title=\"United Nations Children\u2019s Fund\" href=\"https:\/\/www.unicef.org\/\" target=\"_blank\">UNICEF<\/a>) spokesperson Marixie Mercado. \u201cThese contained hundreds of thousands of masks, gloves, gowns, all critical for the response. We have already placed orders to replace some of this material and we have prioritised the delivery of pre-existing orders of PPE for Lebanon now\u201d.<\/p>\n<p>To ensure immediate ongoing help, WHO has appealed for $15 million.<\/p>\n<h3>No water or electricity<\/h3>\n<p>The homes of at least 80,000 children had been damaged in the blast, Ms. Mercado continued, noting that many houses were now without water or electricity.<\/p>\n<p>At the same time, COVID-19 cases have spiked, she added, with a record 255 infections registered on Thursday.<\/p>\n<p>To date, Lebanon has seen 70 COVID-19 deaths and 5,672 cases in total, while the areas around the blast site are among the most active clusters of transmission.<\/p>\n<p>\u201cIt is impossible for those affected to practise safe distancing and there is desperate need for masks, but for most people right now COVID is not top of mind\u201d, the UNICEF official said, in an appeal for an initial $8.25 million for the emergency response.<\/p>\n<div class=\"dnd-widget-wrapper context-un_news_full_width type-image\">\n<div class=\"dnd-atom-rendered\"><picture><source srcset=\"https:\/\/global.unitednations.entermediadb.net\/assets\/mediadb\/services\/module\/asset\/downloads\/preset\/Libraries\/Production+Library\/06-08-2020-OCHA-Beirut-03.jpg\/image300x180cropped.jpg\" media=\"(max-width : 480px)\" \/><source srcset=\"https:\/\/global.unitednations.entermediadb.net\/assets\/mediadb\/services\/module\/asset\/downloads\/preset\/Libraries\/Production+Library\/06-08-2020-OCHA-Beirut-03.jpg\/image770x420cropped.jpg\" media=\"(max-width : 768px)\" \/><img decoding=\"async\" class=\"img-responsive\" title=\"Neighbourhoods facing the port of Beirut were extensively damaged by the explosion.\" src=\"https:\/\/global.unitednations.entermediadb.net\/assets\/mediadb\/services\/module\/asset\/downloads\/preset\/Libraries\/Production+Library\/06-08-2020-OCHA-Beirut-03.jpg\/image1170x530cropped.jpg\" width=\"100%\" height=\"\" \/><\/picture>\n<div class=\"field-name-field-scald-photo-credit field field-name-scald-authors field-type-taxonomy-term-reference field-label-hidden\"><span class=\"un-news-full-width scald-credit\">\u00a9 UNOCHA<\/span><\/div>\n<div class=\"field-name-field-scald-photo-caption field field-name-field-title field-type-text field-label-hidden\"><span class=\"un-news-full-width scald-caption\">Neighbourhoods facing the port of Beirut were extensively damaged by the explosion.<\/span><\/div>\n<\/div>\n<\/div>\n<h3>Refugee victims likely<\/h3>\n<p>Also assisting in the response, the UN refugee agency, <a class=\"word-link\" title=\"UN High Commissioner for Refugees\" href=\"http:\/\/www.unhcr.org\/\" target=\"_blank\">UNHCR<\/a>, said it feared that several of the casualties \u201cmay also include refugees living in Beirut\u201d.<\/p>\n<p>In total, Lebanon hosts 1.5 million people displaced by conflict, many from neighbouring Syria.<br \/>\n\u201cSome of the areas severely affected by the powerful blast included neighbourhoods that hosted refugees\u201d, said UNHCR Spokesperson Charlie Yaxley.<\/p>\n<p>\u201cWe have received initial, yet unconfirmed reports of several deaths among refugees in Beirut. We work with the rescue teams and other humanitarian workers to help with identification and support to grieving families\u201d.<\/p>\n<p>Initial assessments indicate that hundreds of thousands of people have had their homes destroyed or damaged, creating a \u201cmassive\u201d need for shelter, the agency believes.<\/p>\n<p>\u201cUNHCR is making available its in-country stocks of shelter kits, plastic sheets, rub-halls, and tens of thousands of other core relief items including blankets and mattresses for immediate distribution and use\u201d, Mr. Yaxley said.<\/p>\n<p>In a bid to boost the UN\u2019s health response to COVID \u2013 and now to Tuesday\u2019s disaster \u2013 the Geneva-based agency has provided medical supplies and equipment, ventilators, and patient beds.<\/p>\n<p>\u201cA second phase is being expedited in light of the saturation of hospitals\u201d, said Mr. Yaxley. \u201cThis support will help decrease the pressure on the currently overwhelmed hospitals and allow more patients to be treated promptly\u201d .<\/p>\n<h3>Food security boost<\/h3>\n<p>In a related development, the World Food Programme (<a class=\"word-link\" title=\"World Food Programme\" href=\"http:\/\/www1.wfp.org\/\" target=\"_blank\">WFP<\/a>) announced that it will import wheat flour and grain to help boost food security across Lebanon as the country works to rebuild Beirut port, where huge cereal silos were destroyed.<br \/>\nAnnouncing the move on Friday, the UN agency said it is in \u201cclose\u201d discussions with authorities to coordinate the emergency response.<\/p>\n<p>Already providing cash and food programmes in Lebanon, WFP also offered to help with logistical and supply chain expertise.<\/p>\n<p>The move comes amid concerns that the explosion will worsen an already grim food security situation that has coincided with a profound financial crisis and the COVID-19 pandemic.<\/p>\n<h3>One-in-two fear hunger<\/h3>\n<p>A recent WFP survey found that food has become a major source of concern in Lebanon since the lockdown, with one-in-two people worried about not having enough to eat.<\/p>\n<p>To help some of the most vulnerable, the agency is allocating 5,000 food parcels for blast-affected families.<\/p>\n<p>Each food package is enough to feed a family of five for one month, with basic food items such as rice, chickpeas, tuna, salt and tomato paste.<\/p>\n<h3>From bad to worse<\/h3>\n<p>Highlighting the dire situation affecting Lebanon\u2019s people even before Tuesday\u2019s disaster, the UN human rights office (<a class=\"word-link\" title=\"Office of the UN High Commissioner for Human Rights\" href=\"http:\/\/www.ohchr.org\/EN\/pages\/home.aspx\" target=\"_blank\">OHCHR<\/a>) urged the international community \u201cto step up\u201d and help the country \u201cat their time of crisis\u201d.<\/p>\n<p>\u201cWith large swathes of the city unfit to live in, the country\u2019s principle port all but destroyed and the health system on its knees, the situation is dire\u201d, OHCHR Spokesperson Rupert Colville said.<\/p>\n<blockquote><p>With large swathes of the city unfit to live in, the country\u2019s principle port all but destroyed and the health system on its knee &#8212; <em>OHCHR<\/em><\/p><\/blockquote>\n<h3>Spiralling out of control<\/h3>\n<p>Just a month ago, High Commissioner for Human Rights Michelle Bachelet warned that amid a longstanding economic and political crisis and the effects of the COVID pandemic, Lebanon was \u201cfast spiralling out of control\u201d.<\/p>\n<p>She urged the Government and others to enact urgently needed reforms, Mr. Colville said, while also calling on the authorities to address needs, such as shelter, food, electricity, health and education.<\/p>\n<p>Any investigation into the disaster must be fast, impartial and thorough, the OHCHR spokesperson continued, and it should also satisfy the \u201canger\u201d of all those affected towards the Lebanese Government, he insisted, referring to the public mood during French President Emmanuel Macron\u2019s visit to the blast site on Thursday.<\/p>\n<p>Underscoring that the investigation must satisfy the public, he maintained: \u201cIt\u2019s important to be fast, it\u2019s equally important to be thorough, impartial and transparent \u2013 not necessarily international\u201d.<\/p>\n<p>Some elements have been \u201caired\u201d extensively, Mr. Colville continued, in reference to the apparent origins of the ammonium nitrate that exploded, \u201chow it got there\u201d and \u201cwhy it\u2019s been in that warehouse for seven years\u201d.<\/p>\n<p><a href=\"https:\/\/news.un.org\/en\/story\/2020\/08\/1069742\">UN News<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Humanitarian Aid, Geneva, 7 August 2020 Across Lebanon, \u201cthe needs are immediate, and they are huge\u201d in the aftermath of the explosion that destroyed Beirut city port, UN agencies said on Friday.
