It was an effort to refocus the spotlight on the incumbent after a week of Republican attacks<\/em>.<\/p>\n<p class=\"css-1smgwul e1wiw3jv0\"><a href=\"https:\/\/www.nytimes.com\/2020\/08\/31\/us\/politics\/biden-speech-trump.html?action=click&amp;module=Top%20Stories&amp;pgtype=Homepage\"><span class=\"css-1dv1kvn\">[Video here]<\/span><\/a><\/p>\n<div>\n<div class=\"css-n27z15\">\n<div class=\"css-mm3pwi\">\n<div class=\"css-1g7y0i5 e1drnplw0\">\n<p>\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.nytimes.com\/interactive\/2020\/us\/elections\/joe-biden.html\">Joseph R. Biden Jr.<\/a> on Monday issued a forceful rebuttal to <a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.nytimes.com\/interactive\/2020\/us\/elections\/donald-trump.html\">President Trump<\/a>\u2019s claim that the former vice president would preside over a nation overwhelmed by disorder and lawlessness, asserting that it was Mr. Trump who had made the country unsafe through his erratic and incendiary governing style.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"css-18e8msd\"><\/div>\n<section class=\"meteredContent css-1r7ky0e\">\n<div class=\"css-1fanzo5 StoryBodyCompanionColumn\">\n<div class=\"css-53u6y8\">\n<p class=\"css-158dogj evys1bk0\">Mr. Biden condemned the violence that has occasionally erupted amid largely peaceful protests over racial injustice, and noted that the chaos was occurring on the president\u2019s watch. He said Mr. Trump had made things worse by stoking division amid a national outcry over racism and police brutality.<\/p>\n<p class=\"css-158dogj evys1bk0\">\u201cDoes anyone believe there will be less violence in America if Donald Trump is re-elected?\u201d he said. \u201cWe need justice in America. We need safety in America. We\u2019re facing multiple crises \u2014 crises that, under Donald Trump, have kept multiplying.\u201d<\/p>\n<p class=\"css-158dogj evys1bk0\">Mr. Biden, the Democratic nominee for president, also pressed a broader argument that the president was endangering Americans with his response to the public health and economic challenges the country confronts.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\"><\/aside>\n<\/div>\n<div id=\"story-ad-1-wrapper\" class=\"css-2ninbb\">\n<div id=\"story-ad-1-slug\" class=\"css-l9onyx\">\n<p>The address was Mr. Biden\u2019s most prominent effort yet to deflect the criticism that Mr. Trump and Republicans leveled against him at their convention last week, when they distorted his record on crime and policing. And in a fusillade of tweets over the last 48 hours the president suggested Mr. Biden was tolerant of <a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/twitter.com\/realDonaldTrump\/status\/1300261079071830019\" target=\"_blank\" rel=\"noopener noreferrer\">\u201cAnarchists, Thugs &amp; Agitators.\u201d<\/a><\/p>\n<\/div>\n<\/div>\n<div class=\"css-1fanzo5 StoryBodyCompanionColumn\">\n<div class=\"css-53u6y8\">\n<p class=\"css-158dogj evys1bk0\">Speaking at the site of a converted steel mill in Pittsburgh with no audience, in a rare campaign appearance outside eastern Pennsylvania or his home state of Delaware, Mr. Biden rejected the suggestion that lawlessness would go unchecked under his leadership. \u201cAsk yourself: Do I look like a radical socialist with a soft spot for rioters?\u201d Mr. Biden, 77, said. \u201cReally? I want a safe America. Safe from Covid, safe from crime and looting, safe from racially motivated violence, safe from bad cops. Let me be crystal clear: safe from four more years of Donald Trump.\u201d<\/p>\n<p class=\"css-158dogj evys1bk0\">The former vice president sought to refocus the spotlight on Mr. Trump and make the election a referendum on the president\u2019s character and his stewardship of the pandemic. He cast Mr. Trump as a destabilizing force who had exacerbated the most urgent problems facing the nation, from the public health crisis, international affairs and unemployment to issues around police brutality, white supremacy and racism.<\/p>\n<p class=\"css-158dogj evys1bk0\">He repeatedly instructed voters to ignore Mr. Trump\u2019s attempts to transfer responsibility to Democrats for the problems unfolding under his administration. \u201cHe keeps telling us if he was president you\u2019d feel safe,\u201d Mr. Biden said. \u201cWell, he is president, whether he knows it or not.\u201d<\/p>\n<p class=\"css-158dogj evys1bk0\">The exchange between Mr. Biden and Mr. Trump over public safety, law enforcement and civil rights represents a significant, high-profile clash in an election that is now just nine weeks away. The issue is emerging as a test of whether Mr. Trump can shift voters\u2019 focus away from the coronavirus pandemic and persuade a small slice of undecided white voters to embrace him as a flawed but fierce defender of \u201claw and order<em class=\"css-2fg4z9 e1gzwzxm0\">,\u201d<\/em> or whether Mr. Biden can counter that appeal by assailing the president as a provocateur of racial division and social disorder.<\/p>\n<\/div>\n<\/div>\n<div class=\"css-1fanzo5 StoryBodyCompanionColumn\">\n<div class=\"css-53u6y8\">\n<p class=\"css-158dogj evys1bk0\">Mr. Biden took pains to differentiate between his support for peaceful protests and his opposition to acts of destruction. \u201cRioting is not protesting,\u201d he said. \u201cLooting is not protesting. Setting fires is not protesting. None of this is protesting. It\u2019s lawlessness, plain and simple. And those who do it should be prosecuted.\u201d<\/p>\n<\/div>\n<\/div>\n<div class=\"css-1fanzo5 StoryBodyCompanionColumn\">\n<div class=\"css-53u6y8\">\n<p class=\"css-158dogj evys1bk0\"><span class=\"css-59o34k\">President Trump has been wielding law-and-order arguments against the former vice president. In a speech in Pittsburgh, Mr. Biden tried to turn the story around.<\/span><\/p>\n<p class=\"css-158dogj evys1bk0\">He promised he would seek to \u201clower the temperature in this country,\u201d something he suggested Mr. Trump was unable to do. \u201cHe can\u2019t stop the violence because for years he\u2019s fomented it,\u201d Mr. Biden said.<\/p>\n<p class=\"css-158dogj evys1bk0\">At a briefing late Monday, Mr. Trump declined to condemn his supporters\u2019 use of paintballs and pepper spray against protesters in Portland, Ore., over the weekend. He used the bulk of his time at the podium to criticize Democrats and Mr. Biden, saying, \u201cfor months Joe Biden has repeated the monster lie that this is a peaceful protest,\u201d and falsely claiming that the former vice president blamed the police and law enforcement for the violence that was flaring.<\/p>\n<p class=\"css-158dogj evys1bk0\">Much of the Republican argument against Mr. Biden on \u201claw and order\u201d issues is rooted in false claims about <a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.nytimes.com\/2020\/06\/08\/us\/politics\/biden-defund-the-police.html\">his positions<\/a>. But some Democrats worry that Mr. Biden has not been public enough in laying out his own views. Concerned allies have been on the phone with Mr. Biden\u2019s team in recent days, urging him to get out more.<\/p>\n<p class=\"css-158dogj evys1bk0\">\u201cI\u2019m worried because I think Donald Trump cannot win the election based on what he has done as president,\u201d Ed Rendell, the former Pennsylvania governor, said Sunday. \u201cSo therefore he has to find some way to make his opposition the issue.\u201d<\/p>\n<p class=\"css-158dogj evys1bk0\">Representative Tim Ryan, Democrat of Ohio, was one of those allies who had hoped to see Mr. Biden address the issue head-on, and he expressed enthusiasm for Mr. Biden\u2019s approach on Monday. The speech, Mr. Ryan said, may soothe voters who like Mr. Biden but have been uneasy with the scenes of violence.<\/p>\n<p class=\"css-158dogj evys1bk0\">\u201cThat\u2019s what a lot of working-class people from these swing states absolutely needed to hear very clearly,\u201d Mr. Ryan said, going on to add, \u201cThose of us who are down-ballot, those of us who represent areas like I do, we needed this speech to happen.\u201d<\/p>\n<p class=\"css-158dogj evys1bk0\">Mr. Biden\u2019s visit to Pittsburgh, where he also delivered pizza to firefighters, was a departure from a schedule that has largely restricted him to campaigning from Delaware since the coronavirus shuttered the campaign trail in March. Advisers intensely debated whether he should visit Wisconsin on Monday, ultimately deciding against it, but discussions continue about a possible trip to the state. Last week a white Kenosha, Wis., police officer shot a Black man, Jacob Blake, multiple times, sparking outrage, protests and clashes that in some cases turned violent.<\/p>\n<p class=\"css-158dogj evys1bk0\">Mr. Trump <a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.nytimes.com\/2020\/08\/30\/us\/portland-shooting-protests.html?action=click&amp;module=Top%20Stories&amp;pgtype=Homepage\">is expected<\/a> to visit Kenosha on Tuesday, though a growing chorus of Wisconsin officials have urged him to reconsider amid a tense environment on the ground.<\/p>\n<p class=\"css-158dogj evys1bk0\">A white teenager who has expressed support for Mr. Trump <a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.nytimes.com\/2020\/08\/27\/us\/kyle-rittenhouse-kenosha.html\">was charged with homicide<\/a> after two demonstrators were shot to death in Kenosha last week. In Portland on Saturday, a man wearing a hat with the insignia of a right-wing group <a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.nytimes.com\/2020\/08\/30\/us\/portland-shooting-explained.html\">was shot and killed<\/a> as a caravan of Trump supporters drove around the city and at times clashed with counterprotesters. The episode prompted tweets from Mr. Trump seeking to pin the blame on the Democrats, part of a barrage of online communication by the president that <a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.nytimes.com\/2020\/08\/30\/us\/politics\/trump-protests-violence-coronavirus.html\">promoted fringe conspiracy theories<\/a>.<\/p>\n<p class=\"css-158dogj evys1bk0\">\u201cHe may believe mouthing the words \u2018law and order\u2019 makes him strong, but his failure to call on his own supporters to stop acting as an armed militia in this country shows how weak he is,\u201d Mr. Biden said.<\/p>\n<p class=\"css-158dogj evys1bk0\">Some local officials have been urging Mr. Biden to visit their states and press his case against the president.<\/p>\n<p class=\"css-158dogj evys1bk0\">Mahlon Mitchell, the president of the Professional Fire Fighters of Wisconsin, said he understood why Mr. Biden had not been traveling but said he would still like to see Mr. Biden meet with both first responders and the Blake family if the pandemic conditions allow. Mr. Biden and his running mate, Senator Kamala Harris, a former prosecutor have <a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.nytimes.com\/2020\/08\/27\/us\/politics\/biden-kamala-harris-speech-trump.html\">spoken with<\/a> the Blake family.<\/p>\n<p class=\"css-158dogj evys1bk0\">\u201cHim coming to Kenosha just to see what\u2019s happening, talking to first responders \u2014 my people \u2014 talking to the family, I know people would like it,\u201d Mr. Mitchell said. \u201cI would like it.\u201d<\/p>\n<p class=\"css-158dogj evys1bk0\">Other Democrats, including political activists, described a delicate balancing act Mr. Biden must manage as he condemns rioting but seeks to show support for peaceful protesters, who enjoy broad backing from the base of the Democratic Party.<\/p>\n<p class=\"css-158dogj evys1bk0\">\u201cHe\u2019s got to be measured because he can\u2019t look like he\u2019s falling into the same rhetoric of identifying the protesters as violent,\u201d said the Rev. Al Sharpton, the civil rights leader. \u201cAnd if he says a lot more, does he then alienate those of us that have been doing the nonviolent marching, that you\u2019re painting us all with a broad brush?\u201d<\/p>\n<p class=\"css-158dogj evys1bk0\">There is some <a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.nytimes.com\/2020\/08\/26\/us\/kenosha-wisconsin-trump.html\">early evidence<\/a> that the chaos has beenproblematic for Democrats among some voters who are most focused on protests.<\/p>\n<p class=\"css-158dogj evys1bk0\">Stephen Johnson, 44, a financial analyst from Kenosha who voted third-party in 2016, was leaning toward supporting Mr. Biden earlier in the campaign. But now he sees Democratic state and local leaders around the country as \u201cineffectual\u201d in responding to the unrest that has sometimes veered into rioting, he said, and has decided he will reluctantly support Mr. Trump.<\/p>\n<p class=\"css-158dogj evys1bk0\">\u201cI believe that Biden does not have the stomach to stand up to those that are openly advocating Marxism through terror,\u201d Mr. Johnson said. \u201cAnd I\u2019m sorry, I need someone who can.\u201d<\/p>\n<p class=\"css-158dogj evys1bk0\">In Michigan, the rioting that has rocked some cities across the nation has left Angela Daniels, 49, anxious and unsettled, too, though she is inclined toward the opposite political conclusion.<\/p>\n<p class=\"css-158dogj evys1bk0\">\u201cWe need stability and we don\u2019t have that right now,\u201d said Ms. Daniels, a psychotherapist from Southfield, a Detroit suburb. \u201cThat\u2019s why I tend to lean toward Biden.\u201d<\/p>\n<p class=\"css-158dogj evys1bk0\">As Mr. Trump increasingly uses the protests as a wedge issue, election analysts in both parties are taking a second look at a <a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/law.marquette.edu\/poll\/wp-content\/uploads\/2020\/08\/MLSP62ToplinesRV_html.html\" target=\"_blank\" rel=\"noopener noreferrer\">Marquette Law School poll<\/a> of Wisconsin voters that came out in August. The share of Wisconsin voters expressing support for the protest movement that arose after George Floyd\u2019s death dropped to 48 percent, from 61 percent in June.<\/p>\n<p class=\"css-158dogj evys1bk0\">Still, most Wisconsin voters said they didn\u2019t like Mr. Trump\u2019s handling of the protests. Fifty-eight percent disapproved, while just 32 percent approved, the poll showed. And Mr. Trump saw no improvement in his favorability rating after the Republican National Convention, according to an <a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.ipsos.com\/en-us\/news-polls\/abc-republican-national-convention-2020\" target=\"_blank\" rel=\"noopener noreferrer\">ABC News\/Ipsos poll<\/a>released on Sunday.<\/p>\n<p class=\"css-158dogj evys1bk0\">Mr. Biden, who for years fashioned himself as a \u201ctough on crime\u201d Democrat, won the Democratic primary as an unapologetic moderate, defeating his democratic socialist chief opponent, Bernie Sanders.
