World leaders will be closely watching how Biden plans to reshape U.S. foreign policy. Many quickly expressed a willingness to work with the President-elect and Vice-President-elect Kamala Harris to develop closer ties with the U.S., after four years of President Trump\u2019s <a href=\"https:\/\/time.com\/5406130\/we-reject-globalism-president-trump-took-america-first-to-the-united-nations\/\">\u201cAmerica First\u201d foreign policy approach<\/a>.<\/p>\n<p>The Associated Press called Pennsylvania for Biden at 11:25 a.m. ET Saturday, taking him to 290 Electoral College votes in the AP count. The announcement came after days of vote counting in several key battleground states.<\/p>\n<p><a href=\"https:\/\/time.com\/5907973\/donald-trump-loses-2020-election\/\">Trump\u2019s campaign<\/a> has yet to concede, and since Tuesday\u2019s election day, the President has repeated false claims of voter fraud and <a href=\"https:\/\/time.com\/5908505\/trump-lawsuits-biden-wins\/\">filed several lawsuits<\/a>attempting to halt vote-counting and disqualify ballots.<\/p>\n<p>In <a href=\"https:\/\/time.com\/5908983\/president-elect-joe-biden-vows-to-usher-in-a-time-to-heal-in-america\/\">his victory speech on Saturday night<\/a>, Biden referenced the international impact his election would likely have, as he seeks to change course from much of Trump\u2019s foreign policy agenda. \u201cTonight, the whole world is watching America,\u201d he said. \u201cI believe at our best America is a beacon for the globe.\u201d<\/p>\n<h2><strong>Australia<\/strong><\/h2>\n<p>Australia\u2019s Prime Minister, Scott Morrison, told Biden and Harris on Twitter that he looked forward to working with them as they \u201cface the world\u2019s many challenges together.\u201d<\/p>\n<p>Tensions between China and Australia have been rising in recent months over trade. <a href=\"https:\/\/global.chinadaily.com.cn\/a\/202011\/05\/WS5fa3e92ca31024ad0ba83601.html\" target=\"_blank\">Chinese state-run media<\/a> recently warned Australia that it would \u201cpay tremendously for its misjudgment\u201d if it continued to support the U.S. government\u2019s efforts to contain China.<\/p>\n<div id=\"ad-728x90_LL_td_1\" class=\"ad ad-container ad-wrapper type-728x90 instream-ad tablet-ad desktop-ad x2 tgx-processed\" data-tgxtargeting=\"%7B%7D\" data-tgxlazy=\"200\" data-dimensions=\"728x90\" data-tgxposition=\"2\" data-google-query-id=\"CMKy17_y8uwCFXMS-QAdB0cJcg\"><\/div>\n<div class=\"component embed-twitter js-embed-twitter social-embed\" data-embed-type=\"twitter\" data-embed-id=\"1325179691284668424\">\n<div class=\"twitter-tweet twitter-tweet-rendered\"><iframe loading=\"lazy\" id=\"twitter-widget-5\" class=\"\" title=\"Twitter Tweet\" src=\"https:\/\/platform.twitter.com\/embed\/index.html?dnt=false&amp;embedId=twitter-widget-5&amp;frame=false&amp;hideCard=false&amp;hideThread=false&amp;id=1325179691284668424&amp;lang=en&amp;origin=https%3A%2F%2Ftime.com%2F5908777%2Fjoe-biden-world-reaction%2F&amp;siteScreenName=TIME&amp;theme=light&amp;widgetsVersion=ed20a2b%3A1601588405575&amp;width=520px\" width=\"300\" height=\"150\" frameborder=\"0\" scrolling=\"no\" allowfullscreen=\"allowfullscreen\" data-tweet-id=\"1325179691284668424\" data-mce-fragment=\"1\"><\/iframe><\/div>\n<\/div>\n<h2>Canada<\/h2>\n<p>Canada\u2019s Prime Minister Justin Trudeau expressed congratulations to the Biden-Harris campaign Saturday. \u201cCanada and the United States enjoy an extraordinary relationship \u2013 one that is unique on the world stage,\u201d <a href=\"https:\/\/pm.gc.ca\/en\/news\/statements\/2020\/11\/07\/statement-prime-minister-canada-result-us-presidential-election\" target=\"_blank\">Trudeau wrote in a statement<\/a>. \u201cWe will further build on this foundation as we continue to keep our people safe and healthy from the impacts of the global COVID-19 pandemic, and work to advance peace and inclusion, economic prosperity, and climate action around the world.\u201d<\/p>\n<div class=\"component embed-twitter js-embed-twitter social-embed\" data-embed-type=\"twitter\" data-embed-id=\"1325121342568505346\">\n<div class=\"twitter-tweet twitter-tweet-rendered\"><iframe loading=\"lazy\" id=\"twitter-widget-10\" class=\"\" title=\"Twitter Tweet\" src=\"https:\/\/platform.twitter.com\/embed\/index.html?dnt=false&amp;embedId=twitter-widget-10&amp;frame=false&amp;hideCard=false&amp;hideThread=false&amp;id=1325121342568505346&amp;lang=en&amp;origin=https%3A%2F%2Ftime.com%2F5908777%2Fjoe-biden-world-reaction%2F&amp;siteScreenName=TIME&amp;theme=light&amp;widgetsVersion=ed20a2b%3A1601588405575&amp;width=520px\" width=\"300\" height=\"150\" frameborder=\"0\" scrolling=\"no\" allowfullscreen=\"allowfullscreen\" data-tweet-id=\"1325121342568505346\" data-mce-fragment=\"1\"><\/iframe><\/div>\n<\/div>\n<p>Trudeau and Trump <a href=\"https:\/\/www.bbc.co.uk\/news\/world-us-canada-53683569\" target=\"_blank\">have clashed over trade<\/a> and introduced tariffs on goods from each other\u2019s countries. It\u2019s expected that <a href=\"https:\/\/www.ctvnews.ca\/world\/america-votes\/trudeau-really-looking-forward-to-working-with-biden-harris-1.5179191\" target=\"_blank\">relations may improve<\/a> with a more ideologically aligned Biden government; Trudeau and Biden <a href=\"https:\/\/www.politico.com\/news\/2020\/11\/03\/biden-trudeau-canada-relationship-obama-433983\" target=\"_blank\">also had a positive relationship<\/a> during Biden\u2019s time as Vice-President in the Obama Administration.<\/p>\n<h2><strong>China<\/strong><\/h2>\n<p><a href=\"https:\/\/time.com\/5904705\/us-election-china-foreign-policy-trump-biden\/\">Chinese President Xi Jinping<\/a> didn\u2019t immediately comment on the news of Biden\u2019s victory (he did, however, issue remarks on Sunday on the construction of a railway in China).<\/p>\n<p>Under Trump\u2019s presidency, relations between the U.S. and China have reached their lowest point in decades, and experts are watching to see if a Biden presidency might cool tensions. Biden has railed against Trump\u2019s trade war, and he could roll back many of the tariffs the Trump administration implemented.<\/p>\n<p>Many internet users also watched the news with interest. The top trending topic on the Chinese microblogging site Weibo on Sunday afternoon in China was Biden\u2019s address to the nation, with around 800 million views.<\/p>\n<p>State mouthpiece the <em>Global Times <\/em>said in <a href=\"https:\/\/www.globaltimes.cn\/content\/1206038.shtml\" target=\"_blank\">an article published on Sunday<\/a> that a Biden presidency could \u201cusher in a \u2018buffering period\u2019 for already-tense China-US relations, and offer an opportunity for breakthroughs in resuming high-level communication and rebuilding mutual strategic trust between the two countries.\u201d<\/p>\n<h2>European Union<\/h2>\n<p>President of the European Commission Ursula von der Leyen congratulated Biden Saturday, saying that she \u201clook[s] forward to meeting him at the earliest possible opportunity.\u201d<\/p>\n<div class=\"component embed-twitter js-embed-twitter social-embed\" data-embed-type=\"twitter\" data-embed-id=\"1325136218544173059\">\n<div class=\"twitter-tweet twitter-tweet-rendered\"><iframe loading=\"lazy\" id=\"twitter-widget-12\" class=\"\" title=\"Twitter Tweet\" src=\"https:\/\/platform.twitter.com\/embed\/index.html?dnt=false&amp;embedId=twitter-widget-12&amp;frame=false&amp;hideCard=false&amp;hideThread=false&amp;id=1325136218544173059&amp;lang=en&amp;origin=https%3A%2F%2Ftime.com%2F5908777%2Fjoe-biden-world-reaction%2F&amp;siteScreenName=TIME&amp;theme=light&amp;widgetsVersion=ed20a2b%3A1601588405575&amp;width=520px\" width=\"300\" height=\"150\" frameborder=\"0\" scrolling=\"no\" allowfullscreen=\"allowfullscreen\" data-tweet-id=\"1325136218544173059\" data-mce-fragment=\"1\"><\/iframe><\/div>\n<\/div>\n<p>\u201cAs the world continues to change, and new challenges and opportunities appear, our renewed partnership will be of particular importance,\u201d von der Leyen <a href=\"https:\/\/twitter.com\/vonderleyen\/status\/1325137832080535552\/photo\/1\" target=\"_blank\">said in a statement<\/a>.<\/p>\n<h2><strong>Fiji<\/strong><\/h2>\n<p>Fiji\u2019s Prime Minister Frank Bainimarama was one of the first foreign leaders to reach out to Biden, sending him a message of congratulations on Friday\u2014before the election had been called in Biden\u2019s favor. Bainimarama\u2019s message focused on the role he hopes the U.S. will have in the fight against climate change. \u201cTogether we have a planet to save,\u201d he said on Twitter. \u201cNow, more than ever, we need the USA at the help of these multilateral efforts (and back in the #ParisAgreement \u2014 ASAP!). Trump had an especially testy relationship, with the President pressuring Germany to spend more on defense and <a href=\"https:\/\/www.newyorker.com\/magazine\/2018\/12\/24\/how-trump-made-war-on-angela-merkel-and-europe\" target=\"_blank\">accusing<\/a> the country of being \u201ctotally controlled by Russia.\u201d<\/p>\n<h2><b>India<\/b><\/h2>\n<p>Indian Prime Minister Narendra Modi congratulated both Biden and Harris on Twitter, noting his past relationship with Biden and Harris\u2019 connection target=\"_blank\">Ireland\u2019s Taoiseach Micheal Martin<\/a> congratulated Biden and Harris, saying the pair \u201cwill make a very formidable team\u201d and that Biden has been \u201ca true friend of this nation throughout his life.\u201d<\/p>\n<p>Referencing <a href=\"https:\/\/www.irishtimes.com\/news\/ireland\/irish-news\/what-are-joe-biden-s-irish-roots-1.4403488\" target=\"_blank\">Biden\u2019s Irish heritage<\/a>, Martin said he looked forward to welcoming the president \u201cback home when the circumstances allow.\u201d<\/p>\n<h2>Italy<\/h2>\n<p>Italy\u2019s Prime Minister Giuseppe Conte congratulated Biden, as well as the American people and institutions \u201cfor an outstanding turnout of democratic vitality,\u201d in a year that <a href=\"https:\/\/time.com\/5907062\/record-turnout-history\/\">saw more Americans vote in an election<\/a> than any other in U.S. history. \u201cThe U.S. can count on Italy as a solid ally and congratulations to President-elect, saying on Saturday that he can\u2019t congratulate a winner until all legal matters have been resolved.<\/p>\n<p>\u201cWith regard to the U.S. election, we are going to wait until all the legal matters have been resolved,\u201d <a class=\"c-link\" href=\"https:\/\/uk.reuters.com\/article\/usa-election-mexico-idUKL1N2HU00E\" target=\"_blank\" rel=\"noopener noreferrer\">Lopez Obrador said<\/a> at a televised news conference.<\/p>\n<p>This week the Trump campaign has launched <a class=\"c-link\" href=\"https:\/\/time.com\/5908505\/trump-lawsuits-biden-wins\/\" target=\"_blank\" rel=\"noopener noreferrer\">roughly a dozen new lawsuits<\/a>, most attempting to halt the vote-counting process or disqualify tranches of ballots.<\/p>\n<h2>NATO<\/h2>\n<p>NATO Secretary General Jens Stoltenberg \u201cwarmly welcome[d]\u201d the election of Joe Biden and Kamala Harris <a href=\"https:\/\/www.nato.int\/cps\/en\/natohq\/news_179319.htm\" target=\"_blank\">in a statement Saturday evening<\/a>. \u201cA strong NATO is good for North America and good for Europe,\u201d Stoltenberg said, adding that NATO\u2019s collective strength was needed to deal with challenges including a more assertive Russia, international terrorism, and a shift in the global balance of power with the rise of China.<\/p>\n<div class=\"component embed-twitter js-embed-twitter social-embed\" data-embed-type=\"twitter\" data-embed-id=\"1325140665940860936\">\n<div class=\"twitter-tweet
