she said.<\/p>\n<p class=\"_1HzXw\">While the strict border controls have kept the virus out, they have extracted a high toll.<\/p>\n<h2 class=\"_2O2Ne _2El7j _3XvRm _3qPMD _2rdcP _2Od9e _582YK _2eB4R _3Z8IO\" data-component=\"Heading\">Could the North\u00a0be facing another &#8216;Arduous March&#8217;?<\/h2>\n<p class=\"_1HzXw\">Despite years of sanctions, the North Korean economy still relies on trade, particularly with its key ally China. And it needs key inputs like fertiliser and fuel.<\/p>\n<p class=\"_1HzXw\">Without them, it cannot produce the food needed to feed its population. As a result,\u00a0the food supply, &#8220;will be in crisis in [the] near short term,&#8221;\u00a0Professor Dae-jin said.<\/p>\n<p class=\"_1HzXw\">Mr Kim has <a class=\"_2msBb vOtE5 _1wNLk _3i4V4\" href=\"https:\/\/www.abc.net.au\/news\/2021-06-18\/kim-jong-un-ready-for-talks-with-united-states\/100225096\" data-component=\"ContentLink\" data-uri=\"coremedia:\/\/article\/100225096\">acknowledged acute food shortages and described the situation as &#8220;tense&#8221;<\/a>. He has told his citizens to prepare for the &#8220;worst-ever outcome&#8221;.<\/p>\n<p class=\"_1HzXw\">A high and horrific bar was set for North Korea\u00a0during the &#8220;Arduous March&#8221;\u00a0period in the 1990s, when possibly millions of people starved\u00a0to death\u00a0during extreme famines.<\/p>\n<figure class=\"_2FoxC _3fXyV _19G7j _2rgXu\" weight loss of up to 20 kilograms<\/a>\u00a0as being a result of the nation&#8217;s food shortages.<\/p>\n<p class=\"_1HzXw\">&#8220;Our people&#8217;s hearts ached most when we saw [his] emaciated looks,&#8221; a North Korean man said on state television.<\/p>\n<p class=\"_1HzXw\">Analysts say it is\u00a0still unclear why Mr Kim&#8217;s waistline is shrinking, but it is clearly being used to paint him as a stressed leader, toiling away during tough times.<\/p>\n<p class=\"_1HzXw\">Professor Jung Dae-jin said North Korea wants to restore trade to save itself but does not feel it can safely do so.<\/p>\n<p class=\"_1HzXw\">&#8220;They are eager to reopen the cooperation with China but they are not comfortable to reopen because of the pandemic,&#8221; he said.<\/p>\n<figure class=\"_2FoxC COVID-19 is to vaccinate its people.<\/p>\n<p class=\"_1HzXw\">The predicament for the North Koreans is that with no hope of creating its own vaccine, it will need to open its borders to access the class=\"_1HzXw\">The Russian foreign minister said his country has offered Pyongyang vaccines on a number of occasions. But so far, they don&#8217;t appear to have taken up the offer.<\/p>\n<p class=\"_1HzXw\">In many ways, China is the obvious pathway for North Korea to access vaccines. It has\u00a0signed agreements to produce vaccines on behalf of AstraZeneca, Novavax and Sputnik and is in talks to produce the Pfizer and Moderna mRNA vaccines.<\/p>\n<p class=\"_1HzXw\">It also has five local vaccines currently being tested.<\/p>\n<p class=\"_1HzXw\">One of those in development is from eubiologics, which has just moved to stage 2\u00a0testing.
