With intensive-care units all but filled in some regions, Europe\u2019s largest economy faces its biggest test yet of the pandemic.<\/p>\n<p class=\"paywall\">Faced with a deteriorating situation, Chancellor\u00a0Angela Merkel\u00a0and regional leaders agreed Thursday to restrict access to restaurants, bars and public events for unvaccinated people in hard-hit areas \u2014\u00a0most of the country at this point. The country\u2019s health system is increasingly stretched even before people from the latest record surge in new infections reach hospitals. He also recommends limiting capacity at public events and\u00a0capping how many unvaccinated people can meet in private settings. And in Bavaria in the past week, two ICU patients were relocated to Italy amid a lack of resources.<\/p>\n<p>Across the country, Germany currently has about 31,700 ICU beds, including 9,400 emergency reserves. That\u2019s about 5,000 fewer than the same time last year, according to DIVI-Intensivregister. Germany on Thursday reported more than\u00a065,000 new cases, a record jump. Nearly 53,000 more were added in the 24 hours through Friday morning, pushing the seven-day incidence rate per 100,000 people to a fresh high.<\/p>\n<aside class=\"left-rail-newsletter\"><\/aside>\n<p>\u201cWe are running right now into a serious emergency,\u201d said Lothar Wieler, head of the Robert Koch Institute, the country\u2019s public health authority. \u201cWe will really have a terrible Christmas season if we don\u2019t turn things around.\u201d<\/p>\n<div id=\"desktop-in-article-2-R2T4DBT0G1KW01\" class=\"desktop-in-article page-ad display\" tabindex=\"-1\" data-position=\"desktop-in-article\" data-ad-placeholder=\"Advertisement\" data-ad-status=\"rendered\"><\/div>\n<p>His comments have taken on an increasingly desperate tone. On Wednesday, he noted recent mortality figures indicate that day\u2019s 52,000 new infections mean\u00a0400 more people are going to die in a matter of weeks. In the German state of Saxony, the spread is 30 times higher among people who haven\u2019t been fully immunized.<\/p>\n<p>Germany\u2019s latest steps include limiting\u00a0access to restaurants, bars and public events in areas with high hospitalization rates only for people who are vaccinated or have recovered from the disease. The country has immunized less than 70% of its population, fewer than many other European countries.<\/p>\n<blockquote>\n<h2>Germany\u2019s New Pandemic Plan<\/h2>\n<ul>\n<li>Setting hospitalization benchmark to trigger lockdown measures that\u00a0target\u00a0unvaccinated people<\/li>\n<li>Expanding vaccination campaigns with increased offerings, including\u00a0booster shots<\/li>\n<li>Mandatory option for working from home where possible<\/li>\n<li>Penalties for falsifying Covid vaccine certificates or test results<\/li>\n<\/ul>\n<\/blockquote>\n<p>Austria has imposed a form of lockdown on those who haven\u2019t been inoculated, and similar restrictions have also been introduced in the Czech Republic and Slovakia.<\/p>\n<div id=\"desktop-in-article-3-R2T4DBT0G1KW01\" class=\"desktop-in-article page-ad display\" tabindex=\"-1\" data-position=\"desktop-in-article\" data-ad-placeholder=\"Advertisement\" data-ad-status=\"rendered\"><\/div>\n<p>Figures in other countries, such as the U.K., show a similar trend between the vaccinated and the unvaccinated\u00a0when it comes to\u00a0Covid hospitalizations and deaths.
