Trailers in foreground have rear doors open, showing boxes stacked\" width=\"2000\" height=\"1333\" \/><\/picture><span class=\"dcr-l6t30p\"><span class=\"dcr-19x4pdv\">A humanitarian aid convoy waits to be inspected by customs officials at the Bab al-Hawa crossing from Turkey into Syria. <\/span>Photograph: Omar Haj Kadour\/AFP\/Getty Images<\/span><\/p>\n<p class=\"dcr-xry7m2\"><a href=\"https:\/\/www.theguardian.com\/global-development\/2022\/jun\/17\/closing-syria-aid-route-would-be-catastrophe-un-warned\">The last remaining UN humanitarian aid route into Syria<\/a> looks set to be shut down in a vote at the body\u2019s security council next month, another casualty of the collapse in relations between the west and <a href=\"https:\/\/www.theguardian.com\/world\/russia\" data-component=\"auto-linked-tag\" data-link-name=\"in body link\">Russia<\/a>.<\/p>\n<p class=\"dcr-xry7m2\">On 10 July the council is due to vote on whether to keep open the Bab al-Hawa crossing from <a href=\"https:\/\/www.theguardian.com\/world\/turkey\" data-component=\"auto-linked-tag\" data-link-name=\"in body link\">Turkey<\/a>, which helps service rebel-held Idlib.<\/p>\n<p class=\"dcr-xry7m2\">The number of permitted cross-border aid routes into <a href=\"https:\/\/www.theguardian.com\/world\/syria\" data-component=\"auto-linked-tag\" data-link-name=\"in body link\">Syria<\/a> was reduced from four to one in 2020, as Damascus and Moscow \u2013 the country\u2019s chief sponsor at the UN \u2013 try to assert Syria\u2019s sovereign right to control its borders and administer the flow of overseas aid.<\/p>\n<p class=\"dcr-xry7m2\">On Thursday, the heads of all the major UN agencies \u2013 including Martin Griffiths, the head of the UN humanitarian agency OCHA \u2013 issued a rare joint appeal to keep the border crossing open.<\/p>\n<p class=\"dcr-xry7m2\">\u201cFailure to renew the resolution will have dire humanitarian consequences. It will immediately disrupt the UN\u2019s lifesaving aid operation, plunging people in northwest Syria into deeper misery and threatening their access to the food, medical care, clean water, shelter, and protection from gender-based violence currently offered by UN-backed operations,\u201d <a href=\"https:\/\/reliefweb.int\/report\/syrian-arab-republic\/un-humanitarian-leaders-call-renewal-cross-border-aid-authorisation-north-west-syria\" data-link-name=\"in body link\">they said<\/a>.<\/p>\n<p class=\"dcr-xry7m2\"><a href=\"https:\/\/www.rescue-uk.org\/press-release\/32-ngo-leaders-are-calling-security-council-renew-resolution-which-authorises-un\" data-link-name=\"in body link\">Thirty-two NGO leaders have also called<\/a> for the crossing to be maintained for another 12 months, but the chances of success are slim. The crossing requires a UN resolution and a Russian commitment not to use its veto to block the measure.<\/p>\n<p class=\"dcr-xry7m2\">In a sign of the importance of the issue, foreign ministers from Ireland and Norway <a href=\"https:\/\/english.alaraby.co.uk\/news\/ireland-norway-turkey-want-un-extend-aid-syria\" data-link-name=\"in body link\">have visited the crossing<\/a>, as has the US ambassador to the UN, Linda Thomas-Greenfield.<\/p>\n<p class=\"dcr-xry7m2\">The NGOs claim that, in 2021, the Bab al-Hawa route allowed humanitarian aid to reach more than 2.4 million people a month in the north-west of the country. The likelihood of aid being delivered from Syrian-controlled territory to the rebel-held Idlib seems remote.<\/p>\n<p class=\"dcr-xry7m2\">More than 60% of people in the region have been displaced from previous battles elsewhere in Syria. About 1.7 million are estimated to be living in camps. Militant Islamist groups control parts of the territory, and it is in Syria\u2019s military interest to weaken the flow of aid.<\/p>\n<p class=\"dcr-xry7m2\">Mark Cutts, the UN\u2019s deputy regional humanitarian coordinator in Syria, said: \u201cIt would be a catastrophe if the resolution is not renewed. As a result, today more than 14.6 million Syrians are dependent on humanitarian aid to survive, including 4.1 million people living in the north-west,\u201d they said.<\/p>\n<p class=\"dcr-xry7m2\">It was a huge diplomatic battle in July 2020 to persuade Russia to keep open the Bab al-Hawa crossing. Russia and China vetoed a UN resolution that would have maintained two border crossing points from Turkey.<\/p>\n<p class=\"dcr-xry7m2\">The one-year mandate to keep the border crossing open was <a href=\"https:\/\/www.theguardian.com\/global-development\/2021\/jul\/09\/it-will-be-a-catastrophe-fate-of-syrias-last-aid-channel-rests-in-russias-hands\" data-link-name=\"in body link\">extended for a further year<\/a> on 9 July 2021, but since the Russian invasion of Ukraine in February, relations with the west are close to collapse. The Russian delegation have walked out of UN meetings in disgust at the criticism levelled at Moscow.<\/p>\n<p class=\"dcr-xry7m2\">There is as yet no sign that the invasion has diminished Russia\u2019s support for the Syrian president, Bashar al-Assad.
