There are many more challenges facing Lula this time around, including a closer vote (though he won by over 2 million votes) and polarization fed by Bolsonaro. replace him, election officials said, a rebuke to Mr. Bolsonaro\u2019s far-right movement and his divisive four years in office.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">The victory completes a stunning political revival for Mr. da Silva \u2014 <a class=\"css-yywogo\" title=\"\" href=\"https:\/\/www.nytimes.com\/2022\/09\/29\/world\/americas\/lula-bolsonaro-brazil-election.html\">from the presidency to prison and back<\/a> \u2014 that had once seemed unthinkable.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">It also ends Mr. Bolsonaro\u2019s turbulent time as the region\u2019s most powerful leader. For years, he attracted global attention for policies that<a class=\"css-yywogo\" title=\"\" href=\"https:\/\/www.nytimes.com\/2021\/11\/19\/world\/americas\/brazil-amazon-deforestation.html\"> accelerated the destruction<\/a> of the Amazon rainforest and<a class=\"css-yywogo\" title=\"\" href=\"https:\/\/www.nytimes.com\/2021\/10\/19\/world\/americas\/bolsonaro-covid-19-brazil.html\">exacerbated the pandemic<\/a>, which left nearly 700,000 dead in Brazil, while also becoming a major international figure of the far right for his brash attacks on the left, the media and Brazil\u2019s democratic institutions.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">More recently, <a class=\"css-yywogo\" title=\"\" href=\"https:\/\/www.nytimes.com\/interactive\/2022\/10\/25\/world\/americas\/brazil-bolsonaro-misinformation.html\">his efforts to undermine Brazil\u2019s election system<\/a>drew particular concern at home and abroad, as well as worldwide attention to Sunday\u2019s vote as an important test for one of the world\u2019s largest democracies.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Without evidence, the president has criticized <a class=\"css-yywogo\" title=\"\" href=\"https:\/\/www.nytimes.com\/interactive\/2022\/10\/25\/world\/americas\/brazil-bolsonaro-misinformation.html\">the nation\u2019s electronic voting machines<\/a> as rife with fraud and suggested he might not accept a loss, much like former President Donald J. Trump. Many of his supporters vowed to take to the streets at his command.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">The results on Sunday made clear that tens of millions of Brazilians had grown tired of his polarizing style and the frequent turmoil of his administration. It was the first time an incumbent president failed to win re-election in the 34 years of Brazil\u2019s modern democracy.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Still, Mr. da Silva won with the narrowest margin of victory over that same period, signaling the deep divide that he will confront as president.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">He won 50.90 percent of the votes, versus Mr. Bolsonaro\u2019s 49.10 percent with 99.98 percent of the vote counted Sunday night.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">\u201cI will govern for 215 million Brazilians, and not just for those who voted for me,\u201d Mr. da Silva said in his victory speech Sunday night, reading from pages held by his new wife, whom he married this year. \u201cThere are not two Brazils. We are one country, one people, one great nation.\u201d<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Mr. da Silva, 77, a former metalworker and union leader with a fifth-grade education, led Brazil during its boom in the first decade of the century, but he was later convicted on corruption charges after he left office and spent 580 days in prison.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Last year, the Supreme Court threw out those convictions, ruling that the judge in his cases was biased, and voters rallied behind the man known simply as \u201cLula.\u201d<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Mr. da Silva\u2019s election brings an end to a presidential race that was widely regarded as <a class=\"css-yywogo\" title=\"\" href=\"https:\/\/www.nytimes.com\/2022\/10\/29\/world\/americas\/brazil-bolsonaro-lula-presidential-election.html?\">one of the most important votes in Latin America<\/a> in decades, a match between perhaps Brazil\u2019s two biggest living political figures, with starkly different visions to reverse the country\u2019s fortunes.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">His victory also pushes Brazil back to the left, extending a string of leftist victories across Latin America, fueled by a wave of anti-incumbent backlash. Six of the region\u2019s seven largest countries have now elected leftist leaders since 2018.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Despite his victory, a sizable portion of Brazil\u2019s 217 million people still view Mr. da Silva as corrupt because of the vast government kickback scheme uncovered years after he left office. And while his corruption convictions were nullified, Mr. da Silva was never ruled innocent.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Yet, amid those flaws, the strong opposition to Mr. Bolsonaro and his far-right movement was enough to carry Mr. da Silva back to the presidency.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">\u201cHe\u2019s not the solution to every problem. Mr. da Silva\u2019s stump speech revolved around expanding services for the poor, including more social welfare payments, a higher minimum wage and programs to feed and house more people. To pay for it, he said he would raise taxes on the rich but also simply increase government spending.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">How much he will be able to implement is unclear. Prominent conservative pundits called Mr. da Silva an ex-convict and corrupt, but did not claim the election was rigged. And many of Mr. Bolsonaro\u2019s supporters on the streets of Rio de Janeiro, while shouting about fraud in general, cleared out of a gathering outside the president\u2019s condo in Rio de Janeiro to return to their homes dejected.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">As of 9 p.m. local time, Mr. Bolsonaro had yet to concede or publicly address the country.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">The close race, high stakes and deep polarization led to an ugly election campaign. Misinformation has soared in recent weeks, with supporters of Mr. da Silva accusing Mr. Bolsonaro of being a cannibal and a pedophile, while Mr. Bolsonaro\u2019s supporters have called Mr. da Silva a gang leader, a communist and a Satanist who wants to close the nation\u2019s churches.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Election officials tried to intervene, ordering posts and videos off the internet that they said were false. Those efforts slowed the deluge of misleading information, but they also became their own controversy, drawing a swell of complaints of unfair refereeing, particularly from Mr. Bolsonaro and his allies.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Last year, Mr. Bolsonaro told his supporters there were only three outcomes to the election: He wins, he is killed or he is arrested. He then added, \u201cTell the bastards I\u2019ll never be arrested.\u201d<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">That sort of rhetoric raised alarms that Mr. Bolsonaro would not accept the results. He was one of the last world leaders to recognize President Biden\u2019s victory in 2020, repeating former President Donald J. Trump\u2019s false claims that the election was stolen, including <a class=\"css-yywogo\" title=\"\" href=\"https:\/\/www.reuters.com\/world\/americas\/brazils-bolsonaro-casts-doubt-bidens-2020-election-win-ahead-meeting-him-2022-06-07\/\" target=\"_blank\" rel=\"noopener noreferrer\">just two days<\/a> before his first meeting with Mr. Biden earlier this year.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">There is no credible evidence of fraud in Brazil\u2019s electronic voting machines since they were introduced in 1996. The investigation, called Operation Carwash, revealed how companies paid hundreds of millions of dollars in bribes to government officials in exchange for public contracts.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Mr. da Silva says that political enemies framed him to eliminate the Workers\u2019 Party from Brazilian politics. Prosecutors focused on the crimes of the Workers\u2019 Party over other parties, and investigators leaked Mr. da Silva\u2019s taped conversations. Sergio Moro, the federal judge overseeing the case, was later <a class=\"css-yywogo\" title=\"\" href=\"https:\/\/theintercept.com\/2019\/06\/09\/chat-moro-deltan-telegram-lava-jato\/\" target=\"_blank\" rel=\"noopener noreferrer\">revealed to be<\/a> colluding with prosecutors, while also acting as the sole arbiter in many of the trials.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Mr. da Silva was convicted twice \u2014 in 2017 and 2019 \u2014 of accepting a condo and renovations from a construction company bidding on government contracts. class=\"live-blog-post-content css-h61jh5 evys1bk0\">In recent weeks, however, Mr. Bolsonaro worried about the prospect of prison himself, according to two senior officials who heard those concerns from the president and spoke anonymously to describe private conversations.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Despite his assertions, Mr. Bolsonaro and his inner circle have faced investigations on accusations including the embezzlement of public funds, theft of staff wages and mishandling of the Covid-19 pandemic. The inquiries had been staved off or blocked so far, given his political influence and presidential immunity.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">But that may change now that Mr. Bolsonaro lost Sunday\u2019s presidential election.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">\u201cAfter leaving office, there is no immunity, none, for crimes committed by a former president in Brazil,\u201d said Elo\u00edsa Machado, a law professor at Funda\u00e7\u00e3o Getulio Vargas, a university and research organization in S\u00e3o Paulo, Brazil.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Brazilian law leaves less room for interpretation on the issue than in the United States, where former President Donald J. Trump\u2019s assertions of presidential immunity have helped him maneuver around <a class=\"css-yywogo\" title=\"\" href=\"https:\/\/www.nytimes.com\/2022\/09\/22\/us\/politics\/trump-finances-lawsuits.html\">investigations<\/a> and lawsuits.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">In Brazil, only the attorney general can investigate an acting president, and only the Supreme Court can prosecute one, which \u201cdefinitely helps prevent investigations,\u201d according to Davi Tangerino, a law professor at the State University of Rio de Janeiro.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">In 2019, Mr. Bolsonaro appointed Augusto Aras as attorney general, ignoring a two-decade tradition of federal prosecutors\u2019 choosing their chief. Since then, the attorney general\u2019s office has shelved more than 100 inquiry requests, most related to Mr. Bolsonaro\u2019s <a class=\"css-yywogo\" title=\"\" href=\"https:\/\/www.nytimes.com\/2021\/03\/27\/world\/americas\/virus-brazil-bolsonaro.html?action=click&amp;module=RelatedLinks&amp;pgtype=Article\">chaotic and possibly corrupt response to the pandemic<\/a>and his <a class=\"css-yywogo\" title=\"\" href=\"https:\/\/www.nytimes.com\/2021\/09\/07\/world\/americas\/bolsonaro-brazil-protests.html\">attacks on<\/a> the Supreme Court.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">\u201cThe attorney general gave him a shield from any liability,\u201d Ms. Machado said.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">In addition, Mr. Bolsonaro and two of his sons have been implicated in allegations that they took portions of staff members\u2019 wages during their terms as congressmen. Last year, the attorney general\u2019s office opened inquiries into the president\u2019s cases, but there has been no movement on them.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">A couple of months ago, the family finances were thrown into the spotlight with reporting by the news site <a class=\"css-yywogo\" title=\"\" href=\"https:\/\/noticias.uol.com.br\/politica\/ultimas-noticias\/2022\/08\/30\/patrimonio-familia-jair-bolsonaro-dinheiro-vivo.htm\" target=\"_blank\" rel=\"noopener noreferrer\">UOL<\/a> indicating that half the family\u2019s 107 real estate purchases had been bought with cash. Prosecutors in Rio de Janeiro are examining whether 25 of those were purchased with money siphoned from staff wages.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">The president had also managed to keep a tight hold on Congress, which has deferred more than 130 impeachment requests. A couple of weeks ago, the federal police <a class=\"css-yywogo\" title=\"\" href=\"https:\/\/piaui.folha.uol.com.br\/pf-faz-as-primeiras-prisoes-do-orcamento-secreto\/\" target=\"_blank\" rel=\"noopener noreferrer\">arrested two people<\/a> linked to this alleged embezzlement scheme, dubbed \u201cthe secret budget.\u201d<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">To shield himself and his circle from scrutiny, Mr. Bolsonaro had also extended protections against dozens of requests for information, imposing 100-year secrecy classifications on data like the names of traffic stops, particularly of buses transporting voters to the polls, in an effort to suppress turnout in Sunday\u2019s presidential election.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">There were dozens of reports on social media on Sunday that federal highway agents were stopping vehicles and questioning people in several states across Brazil. Such stops appeared to violate orders from election officials on Saturday to halt any traffic stops on Election Day that could hinder people\u2019s efforts to vote.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Alexandre de Moraes, a Supreme Court justice who leads Brazil\u2019s election agency, issued an order to the head of Brazil\u2019s federal highway police, calling on the official to provide proof that his officers were not violating election rules to benefit President Jair Bolsonaro, the far-right incumbent.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">In the order, Mr. Moraes included a link to a <a class=\"css-yywogo\" title=\"\" href=\"https:\/\/twitter.com\/higorlins3\/status\/1586680479587213313?s=20&amp;t=aVzg3nTPFme-OJCdkoCdjQ\" target=\"_blank\" rel=\"noopener noreferrer\">tweet<\/a> from a person claiming that the highway police had set up a roadblock in the northeastern city of Cuit\u00e9 and were not letting people pass. \u201cIt\u2019s already driving away the population of the countryside!\u201d the tweet said. Brazil\u2019s northeast is a leftist stronghold.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">On Sunday afternoon, Mr. Moraes told reporters that election officials\u2019 initial investigation found that the stops delayed the buses, but they all still reached their intended polling stations. \u201cWe didn\u2019t have any voters who didn\u2019t vote because of the operations,\u201d he said.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Silvinei Vasques, the highway police chief, responded to Mr. Moraes\u2019s order to halt Election Day traffic stops, saying that the highway police would not target public buses. But, he added, the police would continue to conduct stops because, he said, Mr. Moraes\u2019s order did not apply to all federal highway operations.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">As of Sunday afternoon, the federal highway police had stopped more than 550 buses across the country, according to a federal highway officer with access to internal data who spoke on condition of anonymity. neighbors that many regional leaders were rooting for Mr. da Silva, known universally as Lula, according to two South American diplomats who spoke on the condition of anonymity to talk about the e34k3c21\">Jair Bolsonaro&#8217;s backers &#8211; encouraged by their candidate&#8217;s allegations that &#8220;the establishment&#8221; and the media were against him and therefore underplaying his support &#8211; had complete faith in his victory.<\/div>\n<div class=\"ssrcss-ab5fd8-StyledFigureContainer e34k3c21\"><\/div>\n<div class=\"ssrcss-ab5fd8-StyledFigureContainer e34k3c21\">The left-wing leader&#8217;s victory is likely to rankle with these Bolsonaro fans, who routinely label Lula &#8220;a thief&#8221; and argue that the annulment of his conviction does not mean he was innocent, just that the proper legal procedure was not followed.<\/div>\n<div>And while Jair Bolsonaro has lost, lawmakers close to him won a majority in Congress.<\/div>\n<div><\/div>\n<div>This means that Lula will face stiff opposition to his policies in the legislative body when he takes office on 1 January.<\/div>\n<div><\/div>\n<div>But Lula, who served two terms in office between January 2003 and December 2010, is no stranger to forging political alliances.<\/div>\n<div><\/div>\n<div>As his vice-presidential running mate he chose former rival Geraldo Alckmin, who ran against Lula in previous elections.<\/div>\n<div><\/div>\n<div>His strategy of creating a &#8220;unity&#8221; ticket seems to have paid off and drawn voters into the fold who may not have consider otherwise casting a ballot for his Workers&#8217; Party.<\/div>\n<figure class=\"ssrcss-wpgbih-StyledFigure e34k3c23\">\n<div class=\"ssrcss-ab5fd8-StyledFigureContainer e34k3c21\">\n<div conciliatory tone, saying he would govern for all Brazilians and not just those who voted for him.<\/div>\n<div class=\"ssrcss-ab5fd8-StyledFigureContainer e34k3c21\"><\/div>\n<div class=\"ssrcss-ab5fd8-StyledFigureContainer e34k3c21\">&#8220;This country needs peace and unity. This population doesn&#8217;t want to fight anymore,&#8221; he said.<\/div>\n<div class=\"ssrcss-ab5fd8-StyledFigureContainer e34k3c21\"><\/div>\n<div class=\"ssrcss-ab5fd8-StyledFigureContainer e34k3c21\">Jair Bolsonaro has yet to concede. The campaign had in part been so tense because the far-right president had cast doubts &#8211; without offering any evidence &#8211; on the reliability of Brazil&#8217;s electronic voting system.This fomented fears he might not accept the result if it went against him.<\/div>\n<div class=\"ssrcss-ab5fd8-StyledFigureContainer e34k3c21\">A day before the second round however, he stated that: &#8220;There is not the slightest doubt. Whoever has more votes, takes it [the election]. That&#8217;s what democracy is about.&#8221;<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"ssrcss-ab5fd8-StyledFigureContainer e34k3c21\"><\/div>\n<div class=\"ssrcss-ab5fd8-StyledFigureContainer e34k3c21\">On election day itself, buses carrying voters to the polls were stopped by police in what Lula&#8217;s campaign said was an attempt to prevent them from voting.<\/div>\n<div class=\"ssrcss-ab5fd8-StyledFigureContainer e34k3c21\"><\/div>\n<div class=\"ssrcss-ab5fd8-StyledFigureContainer e34k3c21\">The head of the electoral court, Alexandre de Moraes, ordered the highway police to lift all roadblocks and checks.<\/div>\n<div class=\"ssrcss-ab5fd8-StyledFigureContainer e34k3c21\"><\/div>\n<div class=\"ssrcss-ab5fd8-StyledFigureContainer e34k3c21\">He said that while some voters had been delayed, none had been prevented from voting. But the incidents raised tensions considerably.<\/div>\n<div class=\"ssrcss-ab5fd8-StyledFigureContainer e34k3c21\"><\/div>\n<div class=\"ssrcss-ab5fd8-StyledFigureContainer e34k3c21\">Now there is much expectation as to when and what Mr Bolsonaro will say now that it is official that fewer votes were cast for him than for Lula.<\/div>\n<div class=\"ssrcss-ab5fd8-StyledFigureContainer e34k3c21\"><\/div>\n<div class=\"ssrcss-ab5fd8-StyledFigureContainer e34k3c21\">The election has not just been closely watched in Brazil, but also abroad, with environmental activists in particular worried that another four years of a Bolsonaro government would have led to further deforestation in the Amazon rainforest.<\/div>\n<div class=\"ssrcss-ab5fd8-StyledFigureContainer e34k3c21\"><\/div>\n<div class=\"ssrcss-ab5fd8-StyledFigureContainer e34k3c21\">Lula referred to these fears in his victory speech saying that he was &#8220;open to international co-operation to protect the Amazon&#8221;.<\/div>\n<div class=\"ssrcss-ab5fd8-StyledFigureContainer e34k3c21\"><\/div>\n<div class=\"ssrcss-ab5fd8-StyledFigureContainer e34k3c21\">&#8220;Today we tell the world that Brazil is back. It is too big to be banished to this sad role of global pariah,&#8221; he added in a dig at his rival.<\/div>\n<div class=\"ssrcss-ab5fd8-StyledFigureContainer e34k3c21\"><\/div>\n<div class=\"ssrcss-ab5fd8-StyledFigureContainer e34k3c21\">But at the heart of his speech was a promise to tackle hunger, which has been on the rise in Brazil and which is affecting more than 33 million.<\/div>\n<div class=\"ssrcss-ab5fd8-StyledFigureContainer e34k3c21\"><\/div>\n<div class=\"ssrcss-ab5fd8-StyledFigureContainer e34k3c21\">Key to Lula&#8217;s popularity during his first two terms in office was lifting millions of Brazilians out of poverty.<\/div>\n<div class=\"ssrcss-ab5fd8-StyledFigureContainer e34k3c21\"><\/div>\n<div class=\"ssrcss-ab5fd8-StyledFigureContainer e34k3c21\">But in a post-pandemic economy, finding the finances to recreate that feat will not be an easy task, especially if he is hampered by a hostile
