protests in Iran<\/a>, now in their third month, are a historic battle pitting two powerful and irreconcilable forces: a predominantly young and modern population, proud of its 2,500-year-old civilization and desperate for change, versus an aging and isolated theocratic regime, committed to preserving its power and steeped in 43 years of brutality.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Iran\u2019s supreme leader, <a class=\"css-yywogo\" title=\"\" href=\"https:\/\/www.nytimes.com\/2022\/09\/16\/world\/middleeast\/irans-supreme-leader-ayatollah-ali-khamenei-ill.html\">Ayatollah Ali Khamenei<\/a>, the only ruler many protesters have known, seems to be facing a version of the dictator\u2019s dilemma: If he doesn\u2019t offer his people the prospect of change, the protests will continue, but if he does, he risks appearing weak and emboldening protesters.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The protests were set off by the Sept. 16 death of a 22-year-old Kurdish Iranian woman, <a class=\"css-yywogo\" title=\"\" href=\"https:\/\/www.nytimes.com\/2022\/09\/16\/world\/middleeast\/iran-death-woman-protests.html\">Mahsa Amini<\/a>, after she was detained by the morality police for allegedly wearing improper hijab. Although Iranian opposition to the regime is unarmed, unorganized and leaderless, the protests continue despite a violent crackdown by the regime. <a class=\"css-yywogo\" title=\"\" href=\"https:\/\/twitter.com\/HRANA_English\/status\/1600627247110668289?s=20&amp;t=oln7Pp-HhoKFylJ_DoM7Yw\" target=\"_blank\" rel=\"noopener noreferrer\">More than<\/a> 18,000 protesters have been arrested, more than 475 have been killed, and <a class=\"css-yywogo\" title=\"\" href=\"https:\/\/www.bbc.com\/news\/world-middle-east-63900099\" target=\"_blank\" rel=\"noopener noreferrer\">11<\/a> people have been sentenced to death so far. On Thursday, a 23-year-old man, Mohsen Shekari, who was arrested during the protests, was <a class=\"css-yywogo\" title=\"\" href=\"https:\/\/www.nytimes.com\/2022\/12\/08\/world\/middleeast\/iran-protests-execution.html\">hanged<\/a>.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">However the protests are resolved, they seem to have already changed the relationship between Iranian state and society. Defying the hijab law is still a criminal offense, but women throughout Iran, especially in Tehran, increasingly refuse to cover their hair. Videos of young Iranians <a class=\"css-yywogo\" title=\"\" href=\"https:\/\/twitter.com\/ksadjadpour\/status\/1596843083488165890?s=20&amp;t=d7fxOC7xtmGVxcpwrP1kOw\" target=\"_blank\" rel=\"noopener noreferrer\">flipping<\/a> turbans off the heads of unsuspecting Shiite clerics are popular on social media.<\/p>\n<\/div>\n<\/div>\n<div class=\"css-s99gbd StoryBodyCompanionColumn\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Symbols of the government are routinely <a class=\"css-yywogo\" title=\"\" href=\"https:\/\/twitter.com\/ksadjadpour\/status\/1572903458197630976?s=20&amp;t=d7fxOC7xtmGVxcpwrP1kOw\" target=\"_blank\" rel=\"noopener noreferrer\">defaced<\/a> and set on fire, including, <a class=\"css-yywogo\" title=\"\" href=\"https:\/\/www.voanews.com\/a\/iranian-protesters-burn-ayatollah-khomeini-s-ancestral-home\/6840375.html\" target=\"_blank\" rel=\"noopener noreferrer\">according to social media reports<\/a>, the ancestral home of the revolution\u2019s father, Ayatollah Ruhollah Khomeini. <a class=\"css-yywogo\" title=\"\" href=\"https:\/\/twitter.com\/HRANA_English\/status\/1592914611367337984?s=20&amp;t=d7fxOC7xtmGVxcpwrP1kOw\" target=\"_blank\" rel=\"noopener noreferrer\">Laborers<\/a>, <a class=\"css-yywogo\" title=\"\" href=\"https:\/\/twitter.com\/ksadjadpour\/status\/1599774306929893379?s=20&amp;t=d7fxOC7xtmGVxcpwrP1kOw\" target=\"_blank\" rel=\"noopener noreferrer\">bazaar merchants<\/a> and <a class=\"css-yywogo\" title=\"\" href=\"https:\/\/twitter.com\/ksadjadpour\/status\/1579421429585838083?s=20&amp;t=d7fxOC7xtmGVxcpwrP1kOw\" target=\"_blank\" rel=\"noopener noreferrer\">petrochemical<\/a> workers have gone on intermittent strikes, reminiscent of the tactics that helped topple Iran\u2019s monarchy in 1979.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The ideological principles of Ayatollah Khamenei and his followers are \u201cDeath to America,\u201d \u201cDeath to Israel\u201d and insistence on hijab. Mr. Khamenei\u2019s ruling <a class=\"css-yywogo\" title=\"\" href=\"https:\/\/carnegieendowment.org\/files\/sadjadpour_iran_final2.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">philosophy<\/a> has been shaped and reinforced by three notable authoritarian collapses: The 1979 fall of Iran\u2019s monarchy, the 1991 <a class=\"css-yywogo\" title=\"\" href=\"https:\/\/carnegieendowment.org\/files\/sadjadpour_iran_final2.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">dissolution of the Soviet Union<\/a> and the Arab uprisings of 2011. His takeaway from each of these events has been to never compromise under pressure and never compromise on principles. Whenever Mr. Khamenei has faced a fork in the road between reform and repression, he has always doubled down on repression.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The rigidity of Iran\u2019s hard-liners is driven not only by ideological conviction but also by a keen understanding of the interplay between the rulers and the ruled. As Alexis de Tocqueville put it, \u201cThe most perilous moment for a bad government is one when it seeks to mend its ways.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Khamenei understands that rescinding compulsory hijab will be a gateway to freedom and will be interpreted by many Iranians as an act of vulnerability, not magnanimity. That Iranians will not be placated merely with the freedom of dress but will be emboldened to demand all the freedoms denied to them in a theocracy \u2014 including the freedom to drink, eat, read, love, watch, listen and, above all, say what they want.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">There are signs of disarray within the ruling elite. While some officials have suggested the notorious morality police will be <a class=\"css-yywogo\" title=\"\" href=\"https:\/\/www.nytimes.com\/2022\/12\/05\/world\/middleeast\/iran-morality-police.html\">abolished<\/a>, others have suggested this is merely a temporary tactic to restore order. \u201cThe collapse of the hijab is the collapse of the flag of the Islamic Republic,\u201d said <a class=\"css-yywogo\" title=\"\" href=\"https:\/\/twitter.com\/Omid_M\/status\/1599777191000436737?s=20&amp;t=uYd15MyfGc9Hz0OQ45B22Q\" target=\"_blank\" rel=\"noopener noreferrer\">Hossein Jalali<\/a>, a clerical ally of Mr. Khamenei and a member of the Cultural Commission of the Iranian Parliament. \u201cHead scarves will <a class=\"css-yywogo\" title=\"\" href=\"https:\/\/www.radiofarda.com\/a\/32163747.html\" target=\"_blank\" rel=\"noopener noreferrer\">return<\/a> to women\u2019s heads in two weeks,\u201d he declared, and women who refuse to comply could have their bank accounts frozen.<\/p>\n<\/div>\n<\/div>\n<div class=\"css-s99gbd StoryBodyCompanionColumn\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The Iranian regime\u2019s repressive capacity \u2014 at least on paper \u2014 remains formidable. Ayatollah Khamenei is commander in chief of 190,000 armed members of the Islamic Revolutionary Guard Corps, who oversee tens of thousands of Basij militants tasked with instilling public fear and morality. Iran\u2019s nonideological conscription army, whose active forces are an estimated 350,000, is unlikely to take part in mass repression, but hopes from protesters that they will join the opposition have so far been in vain.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Until now, the political and financial interests of Ayatollah Khamenei and the Revolutionary Guards have been intertwined. But persistent protests and <a class=\"css-yywogo\" title=\"\" href=\"https:\/\/twitter.com\/ksadjadpour\/status\/1601185097343913984?s=20&amp;t=oln7Pp-HhoKFylJ_DoM7Yw\" target=\"_blank\" rel=\"noopener noreferrer\">chants<\/a> of \u201cDeath to Khamenei\u201d might change that. Would the Iranian security forces want to continue killing Iranians to preserve the rule of an unpopular, ailing octogenarian cleric who is reportedly hoping to bequeath power to <a class=\"css-yywogo\" title=\"\" href=\"https:\/\/www.atlanticcouncil.org\/blogs\/iransource\/rumors-of-mojtaba-khamenei-being-crowned-with-the-supreme-leaders-turban-have-been-circulating-for-years-now-it-may-happen\/\" target=\"_blank\" rel=\"noopener noreferrer\">Mojtaba Khamenei<\/a>, his equally unpopular son?<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The internal deliberations of Iran\u2019s security services remain a black box. But it is likely that, like the Tunisian and Egyptian militaries in 2011, some of them have begun to contemplate whether cutting loose the dictator might preserve their own interests.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The sociologist Charles Kurzman wrote in his seminal book, \u201cThe Unthinkable Revolution in Iran,\u201d that the paradox of revolutionary movements is that they are not viable until they attract a critical mass of supporters but that to attract a critical mass of supporters, they must be perceived as viable.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The protest movement has not yet reached that tipping point, but there are ample signs that a critical mass of Iranian society has doubts about the regime\u2019s continued viability. \u201cWhat the people want is regime change and no return to the past,\u201d <a class=\"css-yywogo\" title=\"\" href=\"https:\/\/time.com\/6218181\/iran-protests-nasrin-sotoudeh-human-rights\/\" target=\"_blank\" rel=\"noopener noreferrer\">said<\/a> Nasrin Sotoudeh, a renowned human rights attorney and political prisoner who had long called for reform instead of revolution. \u201cAnd what we can see from the current protests and strikes that are now being initiated is a very real possibility of regime change.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Like many autocratic regimes, the Islamic Republic has long ruled through fear, but there are growing signs that fear is dissipating. Female <a class=\"css-yywogo\" title=\"\" href=\"https:\/\/twitter.com\/SMohyeddin\/status\/1581717570645676034?s=20&amp;t=WU9NDlW2ocno9kefVoEsWQ\" target=\"_blank\" rel=\"noopener noreferrer\">athletes<\/a> and <a class=\"css-yywogo\" title=\"\" href=\"https:\/\/twitter.com\/ksadjadpour\/status\/1596945620937297920?s=20&amp;t=2U4vDIHNL_iMEEbnc5s7wA\" target=\"_blank\" rel=\"noopener noreferrer\">actors<\/a> have begun to compete and perform without the hijab \u2014 a criminal <a class=\"css-yywogo\" title=\"\" href=\"https:\/\/www.amnesty.org.uk\/actions\/iran-women-jailed-viral-video-forced-veiling-hijab-law\" target=\"_blank\" rel=\"noopener noreferrer\">offense<\/a> that has earned other women double-digit prison sentences \u2014 <a class=\"css-yywogo\" title=\"\" href=\"https:\/\/twitter.com\/ksadjadpour\/status\/1599121125266452480?s=20&amp;t=2U4vDIHNL_iMEEbnc5s7wA\" target=\"_blank\" rel=\"noopener noreferrer\">inspiring<\/a> others to do the <a class=\"css-yywogo\" title=\"\" href=\"https:\/\/twitter.com\/ksadjadpour\/status\/1594088540421427200?s=20&amp;t=WU9NDlW2ocno9kefVoEsWQ\" target=\"_blank\" rel=\"noopener noreferrer\">same<\/a>. Political prisoners like <a class=\"css-yywogo\" title=\"\" href=\"https:\/\/twitter.com\/hosseinronaghi\/status\/1600608676993466370?s=21\" target=\"_blank\" rel=\"noopener noreferrer\">Hossein Ronaghi<\/a> have remained defiant despite imprisonment and torture. Rather than deter protesters, their killings often lead to mourning <a class=\"css-yywogo\" title=\"\" href=\"https:\/\/twitter.com\/ksadjadpour\/status\/1588692837784506368?s=20&amp;t=WU9NDlW2ocno9kefVoEsWQ\" target=\"_blank\" rel=\"noopener noreferrer\">ceremonies<\/a>\u00ad\u00ad\u00ad\u00ad\u00ad that perpetuate the protests.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">If the organizing principle that united Iran\u2019s disparate opposition forces in 1979 was anti-imperialism, the organizing principles of today\u2019s socioeconomically and ethnically diverse movement are pluralism and patriotism. The faces of this movement are not ideologues or intellectuals but athletes, musicians and ordinary people, especially women and ethnic minorities, who have shown uncommon courage. Their <a class=\"css-yywogo\" title=\"\" href=\"https:\/\/twitter.com\/ksadjadpour\/status\/1586406849309556736?s=20&amp;t=2U4vDIHNL_iMEEbnc5s7wA\" target=\"_blank\" rel=\"noopener noreferrer\">slogans<\/a> are patriotic and progressive \u2014 \u201cWe will not leave Iran, we will reclaim Iran,\u201d and \u201cWomen, life, freedom.\u201d<\/p>\n<\/div>\n<\/div>\n<div class=\"css-s99gbd StoryBodyCompanionColumn\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The demands of the current movement are brilliantly distilled in Shervin Hajipour\u2019s song \u201c<a class=\"css-yywogo\" title=\"\" href=\"https:\/\/www.youtube.com\/watch?v=TPyHuCZzsVA\" target=\"_blank\" rel=\"noopener noreferrer\">Baraye<\/a>,\u201d or \u201cFor,\u201d which has become the anthem of the protests and articulates a \u201cyearning for a normal life\u201d rather than the \u201cforced paradise\u201d of a religious police state.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Senior <a class=\"css-yywogo\" title=\"\" href=\"https:\/\/twitter.com\/ksadjadpour\/status\/1586406849309556736?s=20&amp;t=2U4vDIHNL_iMEEbnc5s7wA\" target=\"_blank\" rel=\"noopener noreferrer\">American<\/a> and <a class=\"css-yywogo\" title=\"\" href=\"https:\/\/t.co\/J79mwOyhZ7\" target=\"_blank\" rel=\"noopener noreferrer\">Israeli<\/a> intelligence officials recently stated they don\u2019t believe Iran\u2019s protests constitute a serious threat to the regime. But history has repeatedly illustrated that no intelligence service, political science theory or algorithm can accurately predict the timing and outcome of popular uprisings: The C.I.A. assessed in August 1978, less than six months before the toppling of Iran\u2019s monarchy, that Iran wasn\u2019t even in a \u201cprerevolutionary situation.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">This is because not even the protagonists themselves \u2014 in this case the Iranian people and regime \u2014 can anticipate how they will behave as this drama unfolds.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Abbas Amanat, a <a class=\"css-yywogo\" title=\"\" href=\"https:\/\/history.yale.edu\/people\/abbas-amanat\" target=\"_blank\" rel=\"noopener noreferrer\">historian<\/a> of Iran, observed that one of the keys to Iran\u2019s civilizational longevity, which dates to the Persian Empire of 2,500 years ago, is the power of its culture to co-opt its military invaders. \u201cFor nearly two millenniums, Persian political culture and, in a broader sense, a repository of Persian civilizational tools successfully managed to convert Turkic, Arab and Mongolian conquerors,\u201d he told me. \u201cPersian language, myth, historical memories and timekeeping endured. Iranians persuaded invaders to appreciate a Persian high culture of poetry, food, painting, wine, music, festivals and etiquette.\u201d<\/p>\n<p class=\"css-at9mc1 evys1bk0\">When Ayatollah Khomeini acquired power in 1979, he led a cultural revolution that sought to <a class=\"css-yywogo\" title=\"\" href=\"https:\/\/twitter.com\/zmajales2\/status\/1597956286448275456?s=20&amp;t=p8wBCg036nZzK8v-6SoTDg\" target=\"_blank\" rel=\"noopener noreferrer\">replace Iranian patriotism<\/a> with a purely Islamic identity. Ayatollah Khamenei continues that tradition, but he is one of the few remaining true believers. While the Islamic Republic sought to subdue Iranian culture, it is Iranian culture and patriotism that are threatening to undo the Islamic Republic.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Four decades of the Islamic Republic\u2019s hard power will ultimately be defeated by two millenniums of Iranian cultural soft power. The question is no longer about whether this will happen but when.
