Bush<\/a>&nbsp;in the wake of the catastrophic&nbsp;<a href=\"https:\/\/www.usatoday.com\/web-stories\/images-9-11-attacks-world-trade-center-defined-era\/\" target=\"_blank\" rel=\"noreferrer noopener\">9\/11 attacks<\/a>&nbsp;on New York and Washington was the new Russian president,&nbsp;<a href=\"https:\/\/www.usatoday.com\/news\/world\/vladimir-putin\/\" target=\"_blank\" rel=\"noreferrer noopener\">Vladimir Putin<\/a>, offering condolences and help. The NATO alliance invoked Article 5 for the first time, calling it an attack on them all.<\/p>\n\n\n\n<p>Nearly every country in the world, from Argentina to the former Yugoslavia, declared that it stood with America.<a href=\"https:\/\/www.usatoday.com\/picture-gallery\/news\/nation\/2021\/09\/08\/twin-towers-live-these-9-11-memorials-around-us\/5777751001\/\"><\/a><a href=\"https:\/\/www.usatoday.com\/picture-gallery\/news\/nation\/2021\/09\/08\/twin-towers-live-these-9-11-memorials-around-us\/5777751001\/\"><\/a><\/p>\n\n\n\n<p>Since then, the alliances forged in tragedy have been fractured by the&nbsp;<a href=\"https:\/\/www.usatoday.com\/story\/news\/politics\/2023\/03\/19\/iraq-invasion-war-20th-anniversary-photos\/11429689002\/\" target=\"_blank\" rel=\"noreferrer noopener\">long war in Iraq<\/a>&nbsp;and upheaval in the Middle East, the&nbsp;<a href=\"https:\/\/www.usatoday.com\/in-depth\/news\/2021\/07\/08\/trump-aligned-america-first-groups-try-bring-nativism-mainstream\/5036833001\/\" target=\"_blank\" rel=\"noreferrer noopener\">revival of &#8220;America First&#8221; populism<\/a>&nbsp;and the steepest&nbsp;<a href=\"https:\/\/www.usatoday.com\/news\/politics\/tariffs\/\" target=\"_blank\" rel=\"noreferrer noopener\">U.S. tariffs<\/a>&nbsp;in nearly a century, a transactional president and the passage of time.<\/p>\n\n\n\n<p>That&#8217;s not a surprise. Over a quarter-century, national interests shift and foreign alliances change.<\/p>\n\n\n\n<p>But the anniversary of the deadliest terror attack in modern history is a reminder of how much a global campaign against terrorism has been succeeded by the rise of&nbsp;<a href=\"https:\/\/www.usatoday.com\/story\/money\/2025\/05\/14\/china-tariffs-imports-taxes-household-goods\/83600318007\/\" target=\"_blank\" rel=\"noreferrer noopener\">China<\/a>&nbsp;as a&nbsp;<a href=\"https:\/\/www.usatoday.com\/story\/news\/world\/2025\/04\/02\/china-war-games-conclude-around-taiwan\/82773303007\/\" target=\"_blank\" rel=\"noreferrer noopener\">competing world power<\/a>&nbsp;and the decline of faith in U.S. steadfastness among nations that had been its closest partners.More:&nbsp;<a href=\"https:\/\/www.usatoday.com\/story\/news\/politics\/elections\/2024\/12\/09\/trump-foreign-policy-syria-ukraine\/76857889007\/\" rel=\"noreferrer noopener\" target=\"_blank\">The world won&#8217;t wait: Trump&#8217;s foreign policy takeover begins, from Syria to Ukraine<\/a><\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/www.usatoday.com\/gcdn\/authoring\/authoring-images\/2025\/09\/07\/USAT\/86029640007-9675.jpg?width=300&amp;height=434&amp;fit=crop&amp;format=pjpg&amp;auto=webp\" alt=\"Three NYC firemen, George Johnson and Dan McWilliams and Bill Eisengrein, raise an American flag near the rubble of the World Trade Center. Things have gotten so bitter that&nbsp;<a href=\"https:\/\/www.usatoday.com\/story\/news\/politics\/2025\/08\/01\/trump-tariff-canada-bourbon\/84054854007\/\">bars in Canada<\/a>&nbsp;have even removed Kentucky bourbon from their shelves.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">&#8216;Looks like we&#8217;ve lost India and Russia&#8217;<\/h2>\n\n\n\n<p>In another sign of how times are changing, a week before the 9\/11 anniversary, Chinese leader Xi Jinping greeted not only Putin but also Indian Prime Minister Narendra Modi \u2212 who used to tout his closeness with Trump \u2212 to a chummy&nbsp;<a href=\"https:\/\/www.usatoday.com\/story\/news\/world\/2025\/09\/02\/jinping-putin-kim-meeting-beijing\/85934710007\/\">meeting in Shanghai<\/a>. It was Modi&#8217;s first visit to China in seven years.<\/p>\n\n\n\n<p>In a sarcastic&nbsp;<a href=\"https:\/\/truthsocial.com\/@realDonaldTrump\/posts\/115137717177283585\">Truth Social post<\/a>&nbsp;beforehand, Trump asked Xi to &#8220;give my warmest regards to&nbsp;<a target=\"_blank\" href=\"https:\/\/www.usatoday.com\/news\/world\/vladimir-putin\/\" rel=\"noreferrer noopener\">Vladimir Putin<\/a>, and Kim Jong Un, as you conspire against the United States of America.&#8221;<\/p>\n\n\n\n<p>Afterward,&nbsp;<a href=\"https:\/\/truthsocial.com\/@realDonaldTrump\/posts\/115151159839778614\">he posted again.<\/a>&nbsp;&#8220;Looks like we&#8217;ve lost India and Russia to deepest, darkest, China,&#8221; he wrote. &#8220;May they have a long and prosperous future together!&#8221;<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/www.usatoday.com\/gcdn\/authoring\/authoring-images\/2024\/09\/11\/USAT\/75174209007-20240911-t-125107-z-169150620-rc-2-cy-9-a-0-v-052-rtrmadp-3-usasept-11-newyork.JPG?width=660&amp;height=441&amp;fit=crop&amp;format=pjpg&amp;auto=webp\" alt=\"Republican presidential nominee and former U.S. President Donald Trump, Republican U.S. vice presidential nominee Senator JD Vance, U.S. President Joe Biden and former Mayor of New York City Michael Bloomberg, and Democratic presidential nominee and Vice President Kamala Harris gesture during a ceremony marking the 23rd anniversary of the September 11, 2001 attacks on the World Trade Center at the 9\/11 Memorial and Museum in the Manhattan borough of New York City, U.S., September 11, 2024.\"\/><\/figure>\n\n\n\n<p>The president\u2019s tone was mocking, but he was acknowledging the gravitational pull to China by India, the world\u2019s largest democracy and a nation that Washington has long tried to cultivate. The\u00a0<a href=\"https:\/\/www.usatoday.com\/story\/news\/politics\/2025\/08\/06\/trump-executive-order-india-russia-tariffs\/85541094007\/\" target=\"_blank\" rel=\"noreferrer noopener\">50% tariff<\/a>\u00a0the United States has slapped on India has strained those efforts, though Trump on Sept. 9 announced upcoming trade talks with &#8220;my very good friend, Prime Minister Modi.&#8221;<\/p>\n\n\n\n<p>Less surprisingly, the leaders of North Korea and Iran also attended the Shanghai Cooperation Organization meeting. So did those from U.S. allies Egypt, Turkey and Vietnam.<\/p>\n\n\n\n<p>Trump isn&#8217;t responsible for such long-term trends as Beijing&#8217;s determination to rival the United States in global influence, or Putin&#8217;s evolution to an entrenched authoritarian with expansionist ambitions.<\/p>\n\n\n\n<p>But he has accelerated those trends and reversed others with his brand of transactional diplomacy, which eschews pro-democracy declarations in favor of the cold, hard cash of&nbsp;<a href=\"https:\/\/www.usatoday.com\/story\/news\/politics\/2025\/09\/04\/trump-supreme-court-tariffs-appeal\/85945615007\/\">tariffs<\/a>. With two nonconsecutive terms, his impact has spanned the longest period of time of any president since Franklin D. Roosevelt.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/www.usatoday.com\/gcdn\/authoring\/authoring-images\/2025\/08\/25\/USAT\/85824698007-2229503762.jpg?width=660&amp;height=440&amp;fit=crop&amp;format=pjpg&amp;auto=webp\" alt=\"President Donald Trump and Russian President Vladimir Putin arrive to hold a joint news conference in Anchorage, Alaska, on Aug. 15, 2025.\"\/><\/figure>\n\n\n\n<p>During the first eight months of his second term, Trump has driven a rethinking of the&nbsp;<a href=\"https:\/\/www.usatoday.com\/videos\/news\/politics\/2025\/06\/06\/will-us-pull-out-from-nato\/84075962007\/\">NATO alliance<\/a>. European nations have moved to increase their defense spending and take more leadership to back Ukraine in its defense against Russia on the assumption that the United States&#8217; role is no longer a reliable one.<\/p>\n\n\n\n<p>Trump has alienated&nbsp;<a href=\"https:\/\/www.usatoday.com\/videos\/news\/2025\/08\/05\/brazil-judge-places-ex-president-jair-bolsonaro-under-house-arrest\/85524276007\/\">Brazil<\/a>&nbsp;by defending its former president, charged with trying to overturn a legitimate election, and&nbsp;<a href=\"https:\/\/www.usatoday.com\/story\/news\/world\/2025\/07\/26\/south-africa-minorities-us\/85386914007\/\">South Africa<\/a>, accusing it of mistreating its White citizens. He has ordered military strikes against&nbsp;<a href=\"https:\/\/www.usatoday.com\/story\/news\/politics\/2025\/06\/22\/trump-gamble-iran-war-nuclear-threat\/84305983007\/\">nuclear facilities in Iran<\/a>&nbsp;and a&nbsp;<a href=\"https:\/\/www.usatoday.com\/story\/news\/politics\/2025\/09\/02\/us-military-caribbean-sea-strike-drug-boat\/85945169007\/\">boat of alleged drug-runners<\/a>&nbsp;that originated from Venezuela.<\/p>\n\n\n\n<p>Putin, now 25 years in power, has&nbsp;<a href=\"https:\/\/www.usatoday.com\/story\/news\/world\/2025\/07\/12\/trump-putin-ukraine-war\/84545680007\/\">frustrated Trump<\/a>&nbsp;by intensifying the war in Ukraine, not negotiating the&nbsp;<a href=\"https:\/\/www.usatoday.com\/story\/news\/politics\/2025\/08\/19\/trump-putin-ukraine-russia-war-zelensky\/85699886007\/\">peace Trump promised<\/a>&nbsp;during last year&#8217;s campaign. In August, the two leaders&#8217;&nbsp;<a href=\"https:\/\/www.usatoday.com\/story\/news\/politics\/2025\/08\/16\/putin-trump-summit-alaska-deal\/85654847007\/\">summit in Alaska<\/a>&nbsp;was cut short, and the bilateral-then-trilateral talks Trump heralded then are nowhere on the horizon.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/www.usatoday.com\/gcdn\/authoring\/authoring-images\/2025\/09\/11\/USAT\/86094768007-usat-jg-flag-pentagon.jpg?crop=1919,1079,x0,y0&amp;width=660&amp;height=371&amp;format=pjpg&amp;auto=webp\" alt=\"\"\/><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">Giuliani is disbarred, and the Taliban is back<\/h2>\n\n\n\n<p>This year, on the morning of Sept. 11, the president is slated to participate in an observance of the somber anniversary at the Pentagon, one of the sites where hijacked commercial airplanes crashed. A total of nearly 3,000 people were killed at the Pentagon, in rural Pennsylvania, and, most of all, at the Twin Towers of the World Trade Center in New York.<\/p>\n\n\n\n<p>In a&nbsp;<a href=\"https:\/\/www.usatoday.com\/story\/news\/nation\/2021\/09\/02\/9-11-terrorist-attacks-american-lives-changed-suffolk-poll\/5641993001\/\">USA TODAY\/Suffolk University Poll<\/a>&nbsp;on the 20th anniversary, most Americans said the attacks had permanently changed life in the United States.<\/p>\n\n\n\n<p>Trump will travel to New York for an evening game by the Yankees that will include a commemoration.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/www.usatoday.com\/gcdn\/authoring\/authoring-images\/2025\/09\/09\/USAT\/86058730007-bush-yankee-stadium.jpg?width=660&amp;height=659&amp;fit=crop&amp;format=pjpg&amp;auto=webp\" alt=\"US President George W. It was at Yankee Stadium that Bush threw out the first pitch in a World Series game just weeks after 9\/11, a declaration of normalcy.<\/p>\n\n\n\n<p><a href=\"https:\/\/www.usatoday.com\/picture-gallery\/news\/politics\/2018\/05\/03\/rudy-giuliani-former-new-york-city-mayor\/34519765\/\">Rudy Giuliani,<\/a>&nbsp;then exalted as &#8220;America&#8217;s mayor&#8221; for his leadership after 9\/11, has now&nbsp;<a href=\"https:\/\/www.usatoday.com\/story\/news\/politics\/elections\/2024\/09\/26\/rudy-giuliani-disbarred-dc-election-fraud-claims\/75390797007\/\" target=\"_blank\" rel=\"noreferrer noopener\">been barred from practicing law<\/a>&nbsp;in New York and Washington after spreading misinformation to try to overturn Trump&#8217;s defeat in the 2020 election. In recent days, after Giuliani was injured in a car crash in New Hampshire,&nbsp;<a href=\"https:\/\/truthsocial.com\/@realDonaldTrump\/posts\/115130857021044948\">Trump announced<\/a>&nbsp;he planned to award him the Presidential&nbsp;<a href=\"https:\/\/www.usatoday.com\/story\/news\/politics\/2025\/09\/01\/trump-rudy-giuliani-presidential-medal-of-freedom\/85930936007\/\">Medal of Freedom.<\/a><\/p>\n\n\n\n<p>The Taliban is back in control of&nbsp;<a href=\"https:\/\/www.usatoday.com\/story\/news\/world\/2025\/09\/05\/aftershocks-pummel-afghanistan-after-earthquakes\/85986958007\/\">Afghanistan<\/a>, even after America&#8217;s longest war.<\/p>\n\n\n\n<p>And terrorism?
