{"id":1821,"date":"2017-07-25T20:09:14","date_gmt":"2017-07-26T03:09:14","guid":{"rendered":"https:\/\/worldcampaign.net\/?p=1821"},"modified":"2017-07-25T20:09:14","modified_gmt":"2017-07-26T03:09:14","slug":"culture-of-silence-abetted-abuse-of-at-least-547-german-choir-boys-inquiry-finds-the-new-york-times","status":"publish","type":"post","link":"https:\/\/worldcampaign.net\/?p=1821","title":{"rendered":"&#8220;\u2018Culture of Silence\u2019 Abetted Abuse of at Least 547 German Choir Boys, Inquiry Finds&#8221;, The New York Times"},"content":{"rendered":"<p>By Melissa Eddy, July 19, 2017<\/p>\n<div class=\"story-body-supplemental\">\n<div class=\"story-body story-body-1\">\n<p class=\"story-body-text story-content\" data-para-count=\"308\" data-total-count=\"308\">BERLIN \u2014 For decades, a \u201cculture of silence\u201d pervaded a Catholic music school where the brother of a future pope directed a renowned boys\u2019 choir, contributing to an environment in which at least 547 children were abused, a lawyer who carried out an <a href=\"http:\/\/uw-recht.org\/fileadmin\/user_upload\/Abschlussbericht_Domspatzen.pdf\">investigation<\/a> of the mistreatment said on Tuesday.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"122\" data-total-count=\"430\">The estimate of the number of children abused was far greater than a previous figure, 231, that the lawyer gave last year.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"358\" data-total-count=\"788\">The choir \u2014 the <a href=\"http:\/\/www.domspatzen.de\/de\/start.html\">Regensburg Domspatzen<\/a>, literally the Cathedral Sparrows \u2014 dates to the 10th century and continues to perform at Sunday Mass in Regensburg\u2019s 16th-century Gothic cathedral. The choir\u2019s music director from 1964 to 1994 was the Rev. Georg Ratzinger, whose younger brother, Joseph Ratzinger, reigned as <a href=\"http:\/\/topics.nytimes.com\/top\/reference\/timestopics\/people\/b\/benedict_xvi\/index.html?inline=nyt-per\">Pope Benedict XVI<\/a> from 2005 to 2013.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"276\" data-total-count=\"1064\">Father Ratzinger, now 93, has <a href=\"http:\/\/www.nytimes.com\/2010\/03\/23\/world\/europe\/23germany.html\">apologized for slapping boys<\/a> during his tenure, and said he stopped administering corporal punishment when the church banned it in 1980. He has denied awareness of sexual abuse taking place, and the new investigation does not implicate him in it.<\/p>\n<p id=\"story-continues-1\" class=\"story-body-text story-content\" data-para-count=\"175\" data-total-count=\"1239\">The abuse came to light in 2010, but only after intense pressure from the victims did the diocese call upon an outside lawyer, Ulrich Weber, to conduct an independent inquiry.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"175\" data-total-count=\"1239\">Over the past two years, Mr. Weber and a team of colleagues conducted interviews with <a href=\"https:\/\/www.nytimes.com\/2016\/02\/07\/world\/europe\/church-confronts-abuse-scandal-at-a-famed-german-choir.html\">victims<\/a> and other former pupils and scanned archives from 1945 to 1992.<\/p>\n<\/div>\n<\/div>\n<div class=\"story-body-supplemental\">\n<div class=\"story-body story-body-2\">\n<p class=\"story-body-text story-content\" data-para-count=\"197\" data-total-count=\"1593\">Over all, Mr. Weber evaluated 616 reports of abuse; he deemed fewer than a dozen not at all plausible. Others Mr. Weber determined to be questionable, meaning that the abuse could not be ruled out.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"304\" data-total-count=\"1897\">In the remaining cases, 547 in total, the reports of abuse were deemed plausible, based on interviews or other corroborating evidence. Of those cases, 67 are believed to have involved sexual abuse. The others involved various forms of corporal punishment, including ear-twisting and beatings with a cane.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"260\" data-total-count=\"2157\">As in other institutions in which longstanding patterns of abuse have come to light, a combination of shame, secrecy and impunity contributed to the abuses at the music school in Regensburg, which is about 70 miles northeast of Munich, in southeastern <a class=\"meta-loc\" title=\"More news and information about Germany.\" href=\"http:\/\/topics.nytimes.com\/top\/news\/international\/countriesandterritories\/germany\/index.html?inline=nyt-geo\">Germany<\/a>.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"111\" data-total-count=\"2268\">The abuse remained taboo, discussed only among some of the victims, who felt ostracized by their fellow alumni.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"130\" data-total-count=\"2398\">The most severe abuse took place among primary-school students in the 1960s and \u201970s, mostly boys 9 to 11 living away from home.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"142\" data-total-count=\"2540\">\u201cIn the three areas of school, choir, musical education and boarding school, many people actively took part in the abuse,\u201d Mr. Weber said.<\/p>\n<p id=\"story-continues-4\" class=\"story-body-text story-content\" data-para-count=\"161\" data-total-count=\"2701\">The inquiry found the abuse was perpetrated by 49 people, most of them priests, who served as teachers and administrators and performed other jobs in the school.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"145\" data-total-count=\"2846\">In the report, dozens of former students described their primary-school years as a \u201cprison,\u201d \u201chell\u201d or \u201cconcentration camp,\u201d he said.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"130\" data-total-count=\"2976\">\u201cMany described this time as the darkest period of their lives, dominated by violence, fear and helplessness,\u201d Mr. Weber said.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"136\" data-total-count=\"3112\">Survivors expressed relief at the release of the report, but one of them, Udo Kaiser, said it could not restore their stolen childhoods.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"251\" data-total-count=\"3363\">\u201cIt has been documented,\u201d Mr. Kaiser said in a telephone interview from his home in Munich. \u201cEverything I have been saying for the past 30 years, when no one believed me, everything I have been fighting for the past seven years is now public.\u201d<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"212\" data-total-count=\"3575\">The 440-page report did not focus on Father Ratzinger or the question of whether the priest might have turned a blind eye to the abuse, though it does contain a section focused on victims\u2019 recollections of him.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"230\" data-total-count=\"3805\">For some, Father Ratzinger embodied a musical perfectionist who sought success above all else, while others recalled him as being quick with a slap, and having no compunction against throwing a chair or music stand into the choir.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"153\" data-total-count=\"3958\">Many recalled him picking favorites, which meant the best singers had no problems with him, while others were beaten or slapped for singing a wrong note.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"268\" data-total-count=\"4226\">When Mr. Weber started his investigation, Father Ratzinger was critical, calling it \u201cinsanity\u201d to try to investigate how many slaps had been \u201cdoled out\u201d in the institution associated with the choir.
