{"id":1839,"date":"2017-07-26T05:36:43","date_gmt":"2017-07-26T12:36:43","guid":{"rendered":"https:\/\/worldcampaign.net\/?p=1839"},"modified":"2017-07-26T05:36:43","modified_gmt":"2017-07-26T12:36:43","slug":"irelands-staggering-hypocrisy-on-climate-change-the-guardian","status":"publish","type":"post","link":"https:\/\/worldcampaign.net\/?p=1839","title":{"rendered":"&#8220;Ireland&#8217;s staggering hypocrisy on climate change&#8221;, The Guardian"},"content":{"rendered":"<p>John Gibbons, London, 26 July 2017<\/p>\n<p>The national climate policy is a greenwash \u2013 the country is certain to miss its 2020 emissions target and still handing out drilling licences<\/p>\n<p><span class=\"drop-cap\"><span class=\"drop-cap__inner\">O<\/span><\/span>n the face of it, Ireland appears to be acting on climate change. Last year it appointed its first ever \u201cclimate action minister\u201d, and in June it <a class=\"u-underline\" href=\"https:\/\/www.irishtimes.com\/news\/politics\/oireachtas\/ireland-joins-france-germany-and-bulgaria-in-banning-fracking-1.3137095\" data-link-name=\"in body link\">outlawed onshore fracking<\/a>. What\u2019s more, the telegenic new taoiseach Leo Varadkar dedicated much of the first day of his <a class=\"u-underline\" href=\"https:\/\/www.irishtimes.com\/news\/politics\/ministers-discuss-creation-of-new-city-to-stop-choking-of-dublin-1.3160483\" data-link-name=\"in body link\">Cabinet retreat<\/a> to discussing climate change.<\/p>\n<p>Last week Varadkar introduced Ireland\u2019s first <a class=\"u-underline\" href=\"http:\/\/www.dccae.gov.ie\/en-ie\/climate-action\/topics\/mitigation-reducing-ireland's-greenhouse-gas-emissions\/national-mitigation-plan\/Pages\/default.aspx\" data-link-name=\"in body link\">national mitigation plan<\/a> (NMP) in more than a decade, and said that addressing climate change would \u201crequire fundamental societal transformation and, more immediately, allocation of resources and sustained policy change.\u201d If success could be measured simply by repetition \u2013 the word \u201csustainable\u201d appears no fewer than 110 times in the NMP \u2013 Ireland would undoubtedly be among the world\u2019s leading countries.<\/p>\n<p>But looks can be deceiving. The promised \u201cfundamental societal transformation\u201d turns out to be a soothing combination of words entirely lacking in substance.<\/p>\n<p>The climate action minister, Denis Naughten, glossed over the gaping holes and staggering lack of ambition in the NMP by declaring it a \u201cliving document\u201d, with the vague understanding that it will, zombie-like, spring to life at some point closer to 2050.<\/p>\n<p><a class=\"u-underline\" href=\"https:\/\/www.rte.ie\/news\/2017\/0719\/891351-politics-climate\/\" data-link-name=\"in body link\">Naughten\u2019s discomfort in media interviews<\/a> was obvious. Ireland was, he stressed, \u201cplaying catch-up\u201d and perhaps shouldn\u2019t be judged too harshly. Naughten is adamant that the government doesn\u2019t want to be prescriptive on how to hit our targets. But in practice, this translates into ducking the tough but necessary near-term decisions.<\/p>\n<p>Naughten recently pleaded in Brussels that the 2020 targets (of a 20% emissions cut compared with 2005) that Ireland chose to sign up to are too onerous, and <a class=\"u-underline\" href=\"https:\/\/www.thetimes.co.uk\/article\/naughten-vows-to-push-ahead-with-eu-climate-law-complaint-frwq73tr0\" data-link-name=\"in body link\">threatening to delay EU-wide implementation<\/a> of the Paris accord. By 2020 Ireland will only have achieved a <a class=\"u-underline\" href=\"https:\/\/www.irishtimes.com\/news\/politics\/government-publishes-vague-climate-plan-admits-eu-targets-will-be-missed-1.3012109\" data-link-name=\"in body link\">paltry 5-6% reduction in emissions<\/a>, with greenhouse gases from transport and agriculture actually rising. The spectre of serious EU fines looms ever closer.<\/p>\n<p>Per capita, Ireland\u2019s emissions are the <a class=\"u-underline\" href=\"http:\/\/www.irishexaminer.com\/ireland\/irelands-co2-emissions-third-highest-in-eu-431895.html\" data-link-name=\"in body link\">third highest in the EU<\/a>, and it is <a class=\"u-underline\" href=\"http:\/\/www.euractiv.com\/section\/climate-environment\/news\/eu-will-beat-2020-emissions-target-but-won-t-raise-it-without-backing-at-cop21\/\" data-link-name=\"in body link\">one of only four EU states (alongside Belgium, Luxembourg and Austria)<\/a> expected to miss its 2020 targets. Things may be about to get a lot worse. With no public announcement, on 11 July Naughten\u2019s department issued a licence permitting oil drilling on the Porcupine Bank off Ireland\u2019s west coast.<\/p>\n<p>Some <a class=\"u-underline\" href=\"http:\/\/www.proactiveinvestors.co.uk\/companies\/news\/180745\/providence-resources-kicks-off-druid-drombeg-exploration-well-180745.html\" data-link-name=\"in body link\">5bn barrels of offshore oil<\/a> may be recoverable, which, when burned, would release 1.5bn tonnes of CO2 \u2013 the equivalent of more than a quarter of a century of Ireland\u2019s current total emissions from all sectors.<\/p>\n<p>Irrespective of whose balance sheet this oil ends up on, issuing such a licence is \u201ccomplete doublespeak\u201d and shows \u201cinconsistency and incompetence\u201d, according to <a class=\"u-underline\" href=\"https:\/\/www.irishtimes.com\/news\/politics\/oireachtas\/forty-foot-next-in-line-for-oil-exploration-claims-senator-1.3160544\" data-link-name=\"in body link\">Green party senator, Grace O\u2019Sullivan<\/a>.<\/p>\n<p>While the Porcupine Bank oilfield presents a prickly political problem for a government claiming to take its climate obligations seriously, its real challenges are closer to home; first, in the transport sector where a lack of strategic planning means emissions are set to spiral by 14-16% by 2020.<\/p>\n<p>Second, government agriculture strategy is set out in <a class=\"u-underline\" href=\"https:\/\/www.agriculture.gov.ie\/media\/migration\/foodindustrydevelopmenttrademarkets\/agri-foodandtheeconomy\/foodwise2025\/report\/FoodWise2025.pdf\" data-link-name=\"in body link\">Food Wise 2025<\/a>, a policy document unashamedly drafted not by civil servants but <a class=\"u-underline\" href=\"https:\/\/www.agriculture.gov.ie\/foodwise2025\/\" data-link-name=\"in body link\">by the food industry<\/a>. By 2020, agriculture will account for <a class=\"u-underline\" draggable=\"true\" href=\"http:\/\/www.epa.ie\/newsandevents\/news\/pressreleases2017\/name,62088,en.html\" data-link-name=\"in body link\">45% of Ireland\u2019s total emissions<\/a> outside the emissions trading scheme. The government continues to argue that Ireland\u2019s largely grass-based beef and dairy sector is uniquely climate-friendly and so should not be discouraged.<\/p>\n<p>However, a study commissioned by the European parliament earlier this year severely dented this narrative, as it found <a class=\"u-underline\" draggable=\"true\" href=\"http:\/\/www.irishtimes.com\/business\/agribusiness-and-food\/irish-agriculture-the-least-climate-efficient-in-europe-study-finds-1.3032584\" data-link-name=\"in body link\">Ireland had the highest level of greenhouse gas emissions per euro of agricultural output<\/a> in the entire EU.<\/p>\n<p>Ireland\u2019s claim to be a \u201cfood island\u201d was further undermined by <a class=\"u-underline\" href=\"http:\/\/www.agriland.ie\/farming-news\/ireland-has-been-net-importer-of-food-since-2000-un-data-reveals\/\" data-link-name=\"in body link\">UN data for 2011<\/a>, which found it to be a net importer of food calories since 2000. Rather than feeding the world, <a class=\"u-underline\" href=\"http:\/\/www.irishtimes.com\/life-and-style\/food-and-drink\/meat-is-madness-why-it-leads-to-global-warming-and-obesity-1.2602027\" data-link-name=\"in body link\">Ireland isn\u2019t even feeding itself<\/a>. In fact, <a class=\"u-underline\" href=\"http:\/\/www.irishtimes.com\/business\/agribusiness-and-food\/ireland-would-profit-from-opting-out-of-beef-says-expert-1.2239316\" data-link-name=\"in body link\">most Irish beef farmers are losing money<\/a>, and only remain afloat due to EU subsidies.<\/p>\n<p>Awkward questions posed by domestic NGOs about the impossibility of Ireland meeting its EU-mandated emissions targets as long as the agriculture sector enjoys an emissions \u201cfree pass\u201d are met with an increasingly tetchy official response. The agriculture minister, <a class=\"u-underline\" href=\"https:\/\/www.irishtimes.com\/news\/politics\/ireland-is-world-s-most-carbon-efficient-milk-producer-minister-1.3141141\" data-link-name=\"in body link\">Michael Creed, recently argued<\/a> that critics of farming emissions were doing a \u201chuge disservice\u201d to the country.<\/p>\n<p>Other parts of the industry have taken it a step further, and teamed up to actively promote a new Irish <a class=\"u-underline\" href=\"https:\/\/www.desmog.uk\/2017\/05\/05\/new-climate-science-denial-group-launches-ireland\" data-link-name=\"in body link\">climate denial group<\/a>. It flew in guest speakers including Richard Lindzen and William Happer this summer to spread doubt on climate science. This denier messaging was then <a class=\"u-underline\" draggable=\"true\" href=\"http:\/\/www.thinkorswim.ie\/irish-farmers-journal-fearlessly-on-the-side-of-fake-news\/\" data-link-name=\"in body link\">uncritically reported<\/a> by the farming press.<\/p>\n<p>When it comes to a coherent climate policy, Ireland\u2019s turns out to be more greenwash than green.<\/p>\n<p><a href=\"https:\/\/www.theguardian.com\/environment\/2017\/jul\/26\/irelands-staggering-hypocrisy-on-climate-change\">The Guardian<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>John Gibbons, London, 26 July 2017 The national climate policy is a greenwash \u2013 the country is certain to miss its 2020 emissions target and still handing out drilling licences On the face of it, Ireland appears to be acting on climate change.
