{"id":4746,"date":"2018-09-25T23:58:50","date_gmt":"2018-09-26T06:58:50","guid":{"rendered":"https:\/\/worldcampaign.net\/?p=4746"},"modified":"2018-09-26T05:41:01","modified_gmt":"2018-09-26T12:41:01","slug":"post6-4","status":"publish","type":"post","link":"https:\/\/worldcampaign.net\/?p=4746","title":{"rendered":"&#8220;That Thing That India and Pakistan Do&#8221;, The New York Times"},"content":{"rendered":"<p>By Mohammed Hanif, contributing opinion writer, Sept. 26, 2018<\/p>\n<div class=\"css-18sbwfn StoryBodyCompanionColumn\">\n<div class=\"css-4w7y5l\">\n<p class=\"css-xhhu0i e2kc3sl0\">KARACHI, Pakistan \u2014 Four years ago when India elected the right-wing Bharatiya Janata Party (B.J.P.) to power, Pakistan\u2019s iconic feminist poet and peace activist <a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.thefridaytimes.com\/tft\/the-ninth-surmi\/\" target=\"_blank\" rel=\"noopener noreferrer\">Fahmida Riaz<\/a> recited a poem of despair, comparing new India to old Pakistan:<\/p>\n<blockquote class=\"css-pad8tu e12ei6va0\">\n<p class=\"css-wdg22x e2kc3sl0\"><em class=\"css-2fg4z9 ehxkw330\">Turns out you were just like us,<\/em><\/p>\n<\/blockquote>\n<blockquote class=\"css-pad8tu e12ei6va0\">\n<p class=\"css-wdg22x e2kc3sl0\"><em class=\"css-2fg4z9 ehxkw330\">Where were you hiding all this time, brother?<\/em><\/p>\n<\/blockquote>\n<p class=\"css-xhhu0i e2kc3sl0\">In Pakistan, Ms. Riaz is not only considered a hopeless peacenik but also a bit of an India lover. She has reason to be. In the 1980s, like many writers and activists, Ms. Riaz was made to leave Pakistan by the then military regime. While others took refuge in Western countries, Ms. Riaz chose to go into exile in India, where she then lived for more than six years. She is a much-loved poet who is not afraid of speaking truth to power at home and abroad. She is also not afraid of hoping.<\/p>\n<p class=\"css-xhhu0i e2kc3sl0\">Last Thursday other peaceniks in Pakistan and India were hoping, too, as the two countries <a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.ft.com\/content\/da7acba2-bcc2-11e8-8274-55b72926558f\" target=\"_blank\" rel=\"noopener noreferrer\">agreed to resume talks<\/a>. The wave of optimism lasted a day.<\/p>\n<p class=\"css-xhhu0i e2kc3sl0\">Pakistan\u2019s new prime minister, Imran Khan, had written a letter to the Indian government suggesting that the Pakistani and Indian foreign ministers meet during the United Nations General Assembly\u2019s annual session when it opened this week. India had accepted, but made it clear that the meeting would be not a resumption of talks, only a meeting.<\/p>\n<p class=\"css-xhhu0i e2kc3sl0\">Given that the last meeting of the foreign secretaries, three years ago, was called off at the last moment, this was seen as a good enough development. There had also been reports earlier that <a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.nytimes.com\/2018\/09\/04\/world\/asia\/pakistan-india-talks.html\">Pakistan\u2019s army chief had approached his Indian counterpart<\/a> in an attempt to restart some sort of peace process.<\/p>\n<\/div>\n<\/div>\n<div id=\"story-ad-1-wrapper\" class=\"ResponsiveAd-storyBodyAd--35v2w\"><\/div>\n<div class=\"css-18sbwfn StoryBodyCompanionColumn\">\n<div class=\"css-4w7y5l\">\n<p class=\"css-xhhu0i e2kc3sl0\">And then India and Pakistan did what India and Pakistan do. On Friday, the Indian government, <a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.theguardian.com\/world\/2018\/sep\/21\/india-and-pakistan-meeting-at-un-to-end-three-year-freeze\" target=\"_blank\" rel=\"noopener noreferrer\">in a harshly worded statement<\/a>, suddenly declared that it had just seen \u201cthe true face\u201d of Mr. Khan and there would be no meeting. It claimed that Pakistan had issued a series of postage stamps about what Pakistan calls \u201coccupied Kashmir\u201d and celebrating a slain anti-India Kashmiri militant. India also accused Pakistan of killing three Indian policemen along the Line of Control.<\/p>\n<p class=\"css-xhhu0i e2kc3sl0\">Only, the stamps were issued before Mr. Khan became prime minister. And killings along both sides of the border, of soldiers and civilians, has been a horrific routine for many years.<\/p>\n<p class=\"css-xhhu0i e2kc3sl0\">From there, the media in both countries went into an almost-default war-hysteria mode. <a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/twitter.com\/ImranKhanPTI\/status\/1043432600046632960?ref_src=twsrc%5Etfw%7Ctwcamp%5Etweetembed%7Ctwterm%5E1043432600046632960&amp;ref_url=https%3A%2F%2Fwww.pakistantoday.com.pk%2F2018%2F09%2F22%2Fpms-small-men-occupying-big-offices-remark-apt-o\" target=\"_blank\" rel=\"noopener noreferrer\">Mr. Khan tweeted<\/a>, in clear reference to Prime Minister Narendra Modi of India, \u201call my life I have come across small men occupying big offices.\u201d The Indian Army chief <a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.indiatimes.com\/news\/india\/army-chief-says-that-india-must-avenge-pakistan-barbarism-they-must-also-feel-the-same-pain-353548.html\" target=\"_blank\" rel=\"noopener noreferrer\">said that Pakistan should be punished for its barbarism<\/a> and made to feel pain. The spokesman of the Pakistani Army declared that it was <a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.dawn.com\/news\/1434329\" target=\"_blank\" rel=\"noopener noreferrer\">ready for war but was choosing peace<\/a>. Pakistan\u2019s seasonal jihadists chimed in to say that the army should put them on the border as a first line of defense.<\/p>\n<p class=\"css-xhhu0i e2kc3sl0\">Within a matter of 72 hours the situation went from \u201cLet\u2019s sit down to talk about talks\u201d to \u201cI\u2019ll smack you in the face.\u201d Schoolyard brawls have a more nuanced buildup.\\In contrast to the Pakistani Army, the Indian Army is seen as subservient to the civilian authorities. <a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.thequint.com\/explainers\/why-the-pakistan-army-enjoys-so-much-power-in-a-democracy-nawaz-sharif-jawaharlal-nehru-raheel-shareef-narendra-modi\" target=\"_blank\" rel=\"noopener noreferrer\">Pakistani democrats like to remind us<\/a> that the Indian Army stays away from politics and that\u2019s why democracy has flourished in India. But after the Indian Army chief\u2019s promise of pain, the Pakistani government\u2019s spokesman declared that he <a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.geo.tv\/latest\/212076-indian-army-chief-shouldnt-behave-as-bjp-secretary-general-says-fawad-chaudhrywe\" target=\"_blank\" rel=\"noopener noreferrer\">was acting like a B.J.P. functionary<\/a>.<\/p>\n<\/div>\n<\/div>\n<div class=\"css-18sbwfn StoryBodyCompanionColumn\">\n<div class=\"css-4w7y5l\">\n<p class=\"css-xhhu0i e2kc3sl0\">Here is the Pakistani army, which has ruled this country directly for more than half its life, accusing the Indian Army of interfering in political affairs. Irony said a final <em class=\"css-2fg4z9 ehxkw330\">namaste<\/em> and jumped into the Ganges.<\/p>\n<p class=\"css-xhhu0i e2kc3sl0\">Pundits say Friday\u2019s turnabout is all about elections in India. Mr. Modi faces a tough election next year, and his government is rankled by a scandal involving more than $9 billion given to an Indian tycoon for manufacturing French jet fighters. The tycoon has never built anything remotely looking like a plane before. Mr. Modi is being <a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/indianexpress.com\/article\/india\/rahul-gandhi-narendra-modi-reliance-france-rafale-aircraft-deal-corruption-bjp-5369710\/\" target=\"_blank\" rel=\"noopener noreferrer\">called corrupt by his political opponents<\/a>. His answer? Look behind you! Pakistan is planning to kill us all.<\/p>\n<p class=\"css-xhhu0i e2kc3sl0\">A few months ago when Mr. Khan was campaigning, his mantra was that the incumbent Nawaz Sharif was soft on India. His supporters declared Mr. Sharif \u201cModi ka yaar\u201d (Modi\u2019s bestie) because Mr. Sharif had attended Mr. Modi\u2019s inauguration as prime minister in 2014 and the Indian premier had paid a surprise private visit to Mr. Sharif\u2019s estate outside Lahore in 2015. Now the B.J.P.\u2019s ruling party head honcho, Amit Shah, says: Look, Pakistan wants Mr. Modi gone, as <a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/twitter.com\/AmitShah\/status\/1043525197008121856\" target=\"_blank\" rel=\"noopener noreferrer\">does the Indian opposition leader Rahul Gandhi<\/a>. If there is trouble at home, you throw your trash at your neighbor and call your fellow countrymen traitors.<\/p>\n<p class=\"css-xhhu0i e2kc3sl0\">On Sep. 28\u201330, India is scheduled to hold <a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/economictimes.indiatimes.com\/news\/defence\/government-to-carry-out-a-mega-celebration-on-second-anniversary-of-surgical-strikes\/articleshow\/65889613.cms\" target=\"_blank\" rel=\"noopener noreferrer\">a mega celebration to mark the so-called surgical strikes<\/a>, or the lightning attack, it waged on Pakistan two years ago, in which Indian soldiers crossed the Line of Control and taught Pakistani forces a lesson. Pakistan denies that any such strikes took place. Then again, it routinely <a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.theguardian.com\/world\/2015\/sep\/20\/india-pakistan-commemorate-war\" target=\"_blank\" rel=\"noopener noreferrer\">celebrates wars<\/a> with India which it never won. Now India is going to celebrate a battle that Pakistan says never happened.<\/p>\n<p class=\"css-xhhu0i e2kc3sl0\">This warmongering helps cover up some basic issues on both sides. In a recent TV interview, the son of a slain Indian soldier was asked whether <a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/twitter.com\/zoo_bear\/status\/1043215562594246658\" target=\"_blank\" rel=\"noopener noreferrer\">he wanted revenge for his dad\u2019s death<\/a>. The boy seemed confused, looked around as if he didn\u2019t know why he was being asked the question. My dad can\u2019t come back, he said, but can you guys get my younger brother a job? \u201cHow many times do I have to ask for a job for my younger brother?\u201d<\/p>\n<p class=\"css-xhhu0i e2kc3sl0\">Do people want revenge or do people want jobs? While on both sides millions struggle to feed their families, for many people, beating the war drums is a lucrative job. A perma-war means a perma-job.<\/p>\n<p class=\"css-xhhu0i e2kc3sl0\">India and Pakistan have many things in common besides food and music. India has <a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.nytimes.com\/2016\/08\/29\/world\/asia\/pellet-guns-used-in-kashmir-protests-cause-dead-eyes-epidemic.html\">blinded more civilians in Kashmir<\/a> with pellet guns than any other regime in the recorded history of the world. <a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.reuters.com\/article\/us-pakistan-rights-idUSKBN1AC32G\" target=\"_blank\" rel=\"noopener noreferrer\">Pakistan has abducted many of its own citizens<\/a> and disappeared them for years. Both acted in the name of national security.<\/p>\n<\/div>\n<\/div>\n<div class=\"css-18sbwfn StoryBodyCompanionColumn\">\n<div class=\"css-4w7y5l\">\n<p class=\"css-xhhu0i e2kc3sl0\">An Indian journalist recently mentioned to me Ms. Riaz\u2019s poem in a phone conversation. She said: You Pakistanis must be feeling pretty smug about what\u2019s going on in India, quoting Ms. Riaz to one another.<\/p>\n<p class=\"css-xhhu0i e2kc3sl0\">She was talking as if India becoming Pakistan\u2019s murderous other was a consolation for our failings. No, I said, most Pakistanis don\u2019t go around quoting that poem.<\/p>\n<p class=\"css-xhhu0i e2kc3sl0\">I reread it recently, and it\u2019s not a bugger-off, you-are-just-like-us poem.
