The mass shooting \u2014 the worst in modern U.S. history \u2014 brought attention to the bump stocks the shooter used to effectively convert his rifles into automatic weapons, enabling him to spray <a title=\"www.washingtonpost.com\" href=\"https:\/\/www.washingtonpost.com\/nation\/2018\/10\/01\/it-seemed-last-forever-one-year-later-mystery-las-vegas-massacre-remains\/?utm_term=.a4a02dabcee5\">more than 1,000 rounds<\/a> in 11 terrible minutes. There was widespread agreement \u2014 including from congressional leaders \u2014 about the need to ban these devices.<\/p>\n<p data-elm-loc=\"2\">Yet here it is a year later, and bump stocks are still legal and available for sale in most of the country.<\/p>\n<p data-elm-loc=\"3\">President Trump said that is about to change, as his administration is supposedly close to finalizing regulations that would ban bump stocks. \u201cWe\u2019re knocking out bump stocks,\u201d <a title=\"www.reuters.com\" href=\"https:\/\/www.reuters.com\/article\/us-usa-guns-bumpstocks\/trump-says-close-to-finalizing-effective-ban-on-gun-bump-stocks-idUSKCN1MB3C3\">he said Monday<\/a> at a White House news conference. \u201cWe\u2019re in the final two or three weeks, and I\u2019ll be able to write out bump stocks.\u201d<\/p>\n<p data-elm-loc=\"4\">Let\u2019s hope he is right, but there was a quicker and likely far more effective means of getting rid of bump stocks that the administration could have pursued. It could have, but did not, back bipartisan <a title=\"www.washingtonpost.com\" href=\"https:\/\/www.washingtonpost.com\/graphics\/2017\/politics\/bump-stock-ban-whip-count\/?utm_term=.0344d6db9a14\">legislation<\/a> introduced in Congress that would bar bump stocks. Congressional action would make the ban immediate and permanent and not subject to future regulation changes. It also would insulate the ban from the civil lawsuits that are almost sure to be brought by bump-stock owners and manufacturers against administrative action.<\/p>\n<p data-elm-loc=\"5\">The refusal of the Republican-controlled Congress to take up a ban after <a title=\"thehill.com\" href=\"https:\/\/thehill.com\/regulation\/355183-nra-comes-out-against-legislation-banning-bump-stocks\">the National Rifle Association made clear<\/a> it was opposed has caused some states to take matters into their own hands. Eleven <a title=\"everytownresearch.org\" href=\"https:\/\/everytownresearch.org\/one-year-since-las-vegas-shooting\/#foot_note_4\">have passed laws<\/a> to restrict bump stocks, including four with Republican governors (Massachusetts, <a title=\"www.tampabay.com\" href=\"https:\/\/www.tampabay.com\/florida-politics\/buzz\/2018\/03\/21\/gun-owners-sue-florida-for-banning-bump-stocks\/\">Florida<\/a>, Maryland and <a title=\"www.burlingtonfreepress.com\" href=\"https:\/\/www.burlingtonfreepress.com\/story\/news\/politics\/government\/2018\/09\/20\/vermont-new-bump-stock-ban-gun-control\/1304286002\/\">Vermont<\/a>). Similar bans are being debated in other states.<\/p>\n<p data-elm-loc=\"6\">It is heartening that states are increasingly acting on gun-control issues. Eight states have passed \u201cred flag\u201d laws, 10 have passed laws addressing gun ownership and domestic violence, and a bipartisan group of 20 state attorneys general went to court to block the Trump administration\u2019s decision to allow <a title=\"www.washingtonpost.com\" href=\"https:\/\/www.washingtonpost.com\/opinions\/3-d-printed-guns-put-carnage-a-click-away\/2018\/07\/28\/3b254a18-91cb-11e8-b769-e3fff17f0689_story.html?utm_term=.a86dd5a995ee\">online distribution<\/a> of computer code that can be used to produce a gun on a 3-D printer. But state action also serves to highlight the total abdication of Congress, even after so many legislators promised a year ago to take at least some action. That failure and cowardice are something voters should keep in mind when they go to the polls next month.<\/p>\n<p data-elm-loc=\"6\"><a href=\"https:\/\/www.washingtonpost.com\/opinions\/a-year-after-the-las-vegas-shooting-congress-still-hasnt-banned-bump-stocks\/2018\/10\/02\/88e72380-c5b9-11e8-b2b5-79270f9cce17_story.html?utm_term=.c43840cfd055\">The Washington Post<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>By Editorial Board, October 2, 2018 IT HAS been a year since a gunman in a hotel room on the Las Vegas Strip killed 58 people and wounded hundreds more.
