{"id":5004,"date":"2018-10-19T23:53:17","date_gmt":"2018-10-20T06:53:17","guid":{"rendered":"https:\/\/worldcampaign.net\/?p=5004"},"modified":"2018-10-20T00:46:16","modified_gmt":"2018-10-20T07:46:16","slug":"post1-20","status":"publish","type":"post","link":"https:\/\/worldcampaign.net\/?p=5004","title":{"rendered":"&#8220;Catholic Bishops Promising to Fix Sex Abuse Problem Face Cover-Up Accusations&#8221;, The New York Times"},"content":{"rendered":"<p>By Laurie Goodstein, October 19, 2018<\/p>\n<div class=\"css-18sbwfn StoryBodyCompanionColumn\">\n<div class=\"css-4w7y5l\">\n<p class=\"css-1xl4flh e2kc3sl0\">As Catholic bishops try to reassure the flock that the church is finally confronting the scourge of sexual abuse by priests, it has fallen to Cardinal Daniel N. DiNardo, the president of the American bishops conference, to lead the effort.<\/p>\n<p class=\"css-1xl4flh e2kc3sl0\">\u201cI have no illusions about the degree to which trust in the bishops has been damaged by these past sins and failures,\u201d said Cardinal DiNardo, in one of the many statements he has issued on sexual abuse in recent weeks. \u201cIt will take work to rebuild that trust.\u201d<\/p>\n<p class=\"css-1xl4flh e2kc3sl0\">Yet Cardinal DiNardo himself has recently been criticized for <a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.nytimes.com\/2018\/09\/14\/us\/pope-francis-abuse-cardinal-dinardo.html?module=inline\">allowing a priest accused of abuse to serve in a parish<\/a> in his archdiocese of Galveston-Houston, disregarding the warnings by a young woman who said she told the cardinal in person seven years ago that this priest had molested her when she was 16.<\/p>\n<p class=\"css-1xl4flh e2kc3sl0\">The priest, who also served as the vicar for Hispanics for the archdiocese, was not removed from ministry until August, when a second victim stepped forward and the priest was arrested and charged with four counts of indecency with a child.<\/p>\n<p class=\"css-1xl4flh e2kc3sl0\">Cardinal DiNardo\u2019s <a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.khou.com\/article\/news\/investigations\/cardinal-dinardo-admits-mistake-in-handling-pedophile-priest\/285-602092363\" target=\"_blank\" rel=\"noopener noreferrer\">troubled record<\/a> illustrates why the sexual abuse problem has proved so intractable for the church. The bishops charged with rebuilding trust are still facing accusations that they neglected victims and protected abusive priests.<\/p>\n<\/div>\n<\/div>\n<div class=\"css-18sbwfn StoryBodyCompanionColumn\">\n<div class=\"css-4w7y5l\">\n<p class=\"css-1xl4flh e2kc3sl0\"><em class=\"css-2fg4z9 ehxkw330\">[<\/em><a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.nytimes.com\/2018\/10\/18\/us\/church-sex-abuse-investigation-pennsylvania.html?module=inline\"><em class=\"css-2fg4z9 ehxkw330\">Read more here about the federal investigation into the Pennsylvania dioceses.<\/em><\/a><em class=\"css-2fg4z9 ehxkw330\">]<\/em><\/p>\n<p class=\"css-1xl4flh e2kc3sl0\">The church\u2019s failure to police its own ranks, despite round after round in the abuse scandal, has led some Catholics to call for a total housecleaning. More than 6,100 Catholic theologians, educators and lay leaders have signed <a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/dailytheology.org\/2018\/08\/17\/statement-of-catholic-theologians-educators-parishioners-and-lay-leaders-on-clergy-sexual-abuse-in-the-united-states\/amp\/?__twitter_impression=true\" target=\"_blank\" rel=\"noopener noreferrer\">a petition<\/a> calling for all the American bishops to offer the pope their resignations, as the bishops of Chile recently did.<\/p>\n<p class=\"css-1xl4flh e2kc3sl0\">\u201cThis wasn\u2019t just a few bad apples, just a couple of unfortunate cases,\u201d said Susan Reynolds, the author of the petition and an assistant professor of Catholic studies at Emory University\u2019s Candler School of Theology. \u201cThis was systemic evil in the church.\u201d<\/p>\n<p class=\"css-1xl4flh e2kc3sl0\">When the American bishops gather in Baltimore in November to discuss how to respond to the crisis, Cardinal DiNardo will preside over the meeting. Also up on the dais will be the bishops\u2019 vice president, <a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/knx1070.radio.com\/blogs\/archdiocese-la-under-fire-past-abuse-allegations-priest\" target=\"_blank\" rel=\"noopener noreferrer\">Archbishop Jose Gomez of Los Angeles, who faced accusations in August<\/a> that he paid a settlement to an adult woman who accused her priest of molesting her as she was decorating her church for Easter. The bishop then moved the priest, the Rev. Nicholas Assi, to a parish in the city\u2019s Koreatown.<\/p>\n<p class=\"css-1xl4flh e2kc3sl0\">Church officials said in an interview that an investigator and review board at the archdiocese determined it was credible that Father Assi had inappropriately touched the woman, Catherine Bergin. But because Father Assi\u2019s hand did not touch her breasts, buttocks or genitals, they said it did not qualify as sexual assault or battery. The district attorney decided not to prosecute, and Archbishop Gomez returned Father Assi to ministry until he retired this year.<\/p>\n<\/div>\n<\/div>\n<div id=\"story-ad-2-wrapper\" class=\"ResponsiveAd-flexFrame--1PVri ResponsiveAd-storyBodyAd--35v2w\"><\/div>\n<div class=\"css-18sbwfn StoryBodyCompanionColumn\">\n<div class=\"css-4w7y5l\">\n<p class=\"css-1xl4flh e2kc3sl0\">On Thursday, Roman Catholic dioceses across Pennsylvania said they had received federal grand jury subpoenas from the United States attorney\u2019s office for the Eastern District of Pennsylvania requesting documents. The scope of the investigation remains unclear, but it comes as the bishops are under scrutiny as never before by civil authorities.<\/p>\n<p class=\"css-1xl4flh e2kc3sl0\">In August, the Pennsylvania attorney general\u2019s office released an explosive grand jury report charging that bishops and other church leaders had covered up the abuse of more than 1,000 people over a period of more than 70 years. Attorneys general in at least 10 other states have <a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.nytimes.com\/2018\/09\/06\/nyregion\/catholic-sex-abuse.html?module=inline\">opened their own inquiries<\/a> \u2014 some more aggressive than others<\/p>\n<\/div>\n<\/div>\n<div class=\"css-18sbwfn StoryBodyCompanionColumn\">\n<div class=\"css-4w7y5l\">\n<p class=\"css-1xl4flh e2kc3sl0\">Last week, <a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.nytimes.com\/2018\/10\/12\/world\/europe\/cardinal-wuerl-resigns.html?module=inline\">Cardinal Donald Wuerl resigned<\/a> as archbishop of Washington after the Pennsylvania report showed that as bishop of Pittsburgh he delayed in removing priests who victimized children.<\/p>\n<p class=\"css-1xl4flh e2kc3sl0\">But Cardinal Wuerl\u2019s record of handling accused priests was no different from that of many of other bishops of his era, according to experts on sexual abuse in the church.<\/p>\n<p class=\"css-1xl4flh e2kc3sl0\">Before the sexual abuse scandal flared up in Boston in 2002, forcing the bishops to institute reforms, bishops routinely sent abusive clerics to church-run treatment centers and then returned them to ministry.<\/p>\n<p class=\"css-1xl4flh e2kc3sl0\">As new cases are unearthed, Catholic parishioners are focusing their anger and anguish on the bishops \u2014 even more than on the perpetrator priests. And they are demanding that the church step in and hold negligent bishops to account.<\/p>\n<\/div>\n<aside class=\"css-14jsv4e\"><\/aside>\n<\/div>\n<div id=\"story-ad-3-wrapper\" class=\"ResponsiveAd-flexFrame--1PVri ResponsiveAd-storyBodyAd--35v2w\">\n<div id=\"story-ad-3-slug\" class=\"ResponsiveAd-adSlug--3H3QM\">\n<p>\u201cWaiting to see if they are caught in these civil investigations is not the answer,\u201d said Ms. Fox, who is president of Voice of the Faithful. \u201cThe church must take action to correct the situation now, and remove the bishops that have moved priests around.\u201d<\/p>\n<\/div>\n<\/div>\n<div class=\"css-18sbwfn StoryBodyCompanionColumn\">\n<div class=\"css-4w7y5l\">\n<p class=\"css-1xl4flh e2kc3sl0\">Bishops are now trying to get ahead of the new wave of scandal. In recent weeks, <a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.indystar.com\/story\/news\/2018\/10\/11\/catholic-church-sex-abuse-archdiocese-indianapolis-names-accused-priests\/1604207002\/\" target=\"_blank\" rel=\"noopener noreferrer\">many have announced<\/a> that <a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.wishtv.com\/news\/indiana-news\/fort-wayne-bishop-shares-list-of-priests-accused-of-sexual-abuse\/1457452632\" target=\"_blank\" rel=\"noopener noreferrer\">they are releasing the names of priests<\/a> in their dioceses who have been credibly accused of abuse. This is a step that abuse victims and advocates have requested for years. Some bishops have done so, <a class=\"css-1g7m0tk\" title=\"\" href=\"http:\/\/bishopaccountability.org\/az_tucson\/2002_06_21_Moreno_and_Kicanas_News_Release.htm\" target=\"_blank\" rel=\"noopener noreferrer\">beginning with the Tucson diocese in 2002<\/a>, but they have been only a minority. Now, bishops \u2014 <a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.dallasnews.com\/news\/dallas\/2018\/10\/09\/dallas-bishop-former-law-enforcement-officials-hired-investigate-active-priests-serving-diocese\" target=\"_blank\" rel=\"noopener noreferrer\">including all those in Texas<\/a> \u2014 are rushing to release or update their lists.<\/p>\n<p class=\"css-1xl4flh e2kc3sl0\">But that step does not always quench the scandal \u2014 and can even inflame it. In Buffalo, after Bishop Richard J. Malone released a list of 42 accused priests, <a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.wkbw.com\/longform\/7-i-team-church-record-show-more-than-100-accused-priests-not-42-as-stated-by-bishop-malone\" target=\"_blank\" rel=\"noopener noreferrer\">an investigation<\/a> by local television reporters found that he had withheld many names in his secret archives, and that the actual number was more like 106.<\/p>\n<p class=\"css-1xl4flh e2kc3sl0\">Some bishops are suggesting that the church needs new structures to keep their colleagues accountable. <a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.ncronline.org\/news\/accountability\/exclusive-cupich-says-bishops-must-cede-authority-allow-lay-oversight\" target=\"_blank\" rel=\"noopener noreferrer\">Cardinal Blase Cupich of Chicago recently told<\/a> the National Catholic Reporter that an independent panel of laypeople should investigate bishops accused of misconduct.<\/p>\n<p class=\"css-1xl4flh e2kc3sl0\">Early in his papacy, <a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.nytimes.com\/2015\/06\/11\/world\/europe\/pope-creates-tribunal-for-bishop-negligence-in-child-sexual-abuse-cases.html?module=inline\">Pope Francis approved<\/a> the creation of a Vatican tribunal to judge bishops accused of negligence, covering up for others or violating children themselves, which would have amounted to a radical step toward reform. But the tribunal was shelved a year later when Vatican bureaucrats objected, and the pope issued a letter saying that the church already had the necessary mechanisms to discipline bishops.<\/p>\n<p class=\"css-1xl4flh e2kc3sl0\">\u201cThat amounts to bishops trying bishops, or investigating bishops. We have no clarity and no transparency,\u201d said Marie Collins, an Irish abuse survivor. She served on the commission on child protection \u2014 appointed by Francis at the start of his papacy \u2014 that proposed the tribunal for bishops.<\/p>\n<p class=\"css-1xl4flh e2kc3sl0\">Ms. Collins, who <a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.nytimes.com\/2017\/03\/01\/world\/europe\/vatican-abuse-panel-marie-collins.html?module=inline\">resigned from the commission<\/a> in 2017, was among a group of abuse survivors and advocates who met with Francis during his visit to Ireland in August. She asked him why he had rejected the tribunal idea after approving it, and said that the pope told her that there are many cultures in the global Catholic church.<\/p>\n<\/div>\n<\/div>\n<div class=\"css-18sbwfn StoryBodyCompanionColumn\">\n<div class=\"css-4w7y5l\">\n<p class=\"css-1xl4flh e2kc3sl0\">\u201cHis feeling was, in different cultures there should be different rules for different bishops,\u201d she said.<\/p>\n<p class=\"css-1xl4flh e2kc3sl0\">She said she responded by saying that the church\u2019s canon law is universal, so why make an exception for child sexual abuse: \u201cSafety of children should be the same, whether it\u2019s in Africa, Asia or Latin America,\u201d she added.<\/p>\n<p class=\"css-1xl4flh e2kc3sl0\">The American bishops already have some of the most proactive policies to prevent child sexual abuse anywhere in the Catholic church. The bishops passed the policies in 2002 after the scandal, which first emerged in the United States in the 1980s, erupted again in Boston. The policies include a \u201czero tolerance\u201d provision saying that any priest credibly accused of child abuse should be removed from ministry.<\/p>\n<p class=\"css-1xl4flh e2kc3sl0\">But, as in the current case with Cardinal DiNardo in Texas, the bishops do not always follow their own charter.<\/p>\n<p class=\"css-1xl4flh e2kc3sl0\">The woman in that case, who chose not to make her name public, told the police, according to the arrest warrant, that the Rev. Manuel La Rosa-Lopez began kissing her and touching her breasts in 2000, during her weekly confession, when she was 16. The family reported the priest to the archdiocese in 2001, but then moved out of the country.<\/p>\n<p class=\"css-1xl4flh e2kc3sl0\">The archdiocese said in a <a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.archgh.org\/news-data\/latest-news\/statement-regarding-fr-manuel-la-rosa-lopez\/\" target=\"_blank\" rel=\"noopener noreferrer\">recent statement<\/a> that \u201cthe girl\u2019s family decided not to pursue the matter,\u201d and the church referred the case to Child Protective Services and the archdiocese\u2019s own internal review board. The priest was returned to ministry in a parish in 2004.<\/p>\n<\/div>\n<\/div>\n<div class=\"css-18sbwfn StoryBodyCompanionColumn\">\n<div class=\"css-4w7y5l\">\n<p class=\"css-1xl4flh e2kc3sl0\">The girl moved back to Texas in 2010 and learned that Cardinal DiNardo, who became archbishop in 2006, had appointed Father LaRosa-Lopez to be the vicar for Hispanics for the archdiocese. She told the police she met with the cardinal, other church officials and the priest. The archdiocese paid for her counseling, and she said that Cardinal DiNardo reassured her the priest would not work in a parish.<\/p>\n<p class=\"css-1xl4flh e2kc3sl0\">Father LaRosa-Lopez \u201cdenies any improper touching that would be considered a criminal act,\u201d said his lawyer, Wendell Odom, but \u201cthere may have been a boundary violation,\u201d for which the priest apologized to the woman.<\/p>\n<p class=\"css-1xl4flh e2kc3sl0\">In August, a second alleged victim \u2014 a man \u2014 met with Cardinal DiNardo, who finally pulled the priest from ministry. The man, and the archdiocese, informed the police, who issued the arrest warrant for Father LaRosa-Lopez, who turned himself in voluntarily in September. Law enforcement authorities <a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.pressreader.com\/usa\/houston-chronicle\/20180920\/281685435759233\" target=\"_blank\" rel=\"noopener noreferrer\">raided the treatment center<\/a> where the archdiocese sent priests suspected of abuse, including Father LaRosa-Lopez. A third alleged victim, a former altar boy, came forward earlier this month.<\/p>\n<p class=\"css-1xl4flh e2kc3sl0\">The three alleged victims, who may be called to testify, are not giving interviews. But Michael Norris, the Houston coordinator of the Survivors Network of those Abused by Priests, said the victims had told him that the cardinal had treated them dismissively.<\/p>\n<p class=\"css-1xl4flh e2kc3sl0\">\u201cNow he\u2019s acting like he\u2019s going to solve the problem,\u201d Mr. Norris said. \u201cIf he\u2019s going to solve the problem, we\u2019re in trouble.\u201d<\/p>\n<p class=\"css-1xl4flh e2kc3sl0\"><a href=\"https:\/\/www.nytimes.com\/2018\/10\/19\/us\/catholic-church-sex-abuse-scandal.html?action=click&amp;module=Top%20Stories&amp;pgtype=Homepage\">The New York Times<\/a><\/p>\n<\/div>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>By Laurie Goodstein, October 19, 2018 As Catholic bishops try to reassure the flock that the church is finally confronting the scourge of sexual abuse by priests, it has fallen to Cardinal Daniel N.
