{"id":5251,"date":"2018-11-14T23:04:32","date_gmt":"2018-11-15T07:04:32","guid":{"rendered":"https:\/\/worldcampaign.net\/?p=5251"},"modified":"2018-11-15T04:55:17","modified_gmt":"2018-11-15T12:55:17","slug":"post1-25","status":"publish","type":"post","link":"https:\/\/worldcampaign.net\/?p=5251","title":{"rendered":"&#8220;Deadly California fire could worsen state&#8217;s homeless crisis&#8221;, NBC News"},"content":{"rendered":"<p>By Dennis Romero, Nov.14, 2018<\/p>\n<p><em>&#8220;Everybody&#8217;s homeless,&#8221; said Karman Beller, a Camp Fire evacuee who&#8217;s six-months pregnant.<\/em><\/p>\n<p class=\"\">Jeff Hill lost his home and all he owned in the <a class=\" vilynx_listened\" href=\"https:\/\/www.nbcnews.com\/news\/us-news\/death-toll-rises-56-northern-california-s-camp-fire-n936466\" target=\"_blank\">Camp Fire<\/a>, which officials believe destroyed up to 90 percent of the housing stock in the town of Paradise, California.<\/p>\n<p class=\"\">His employer, the Paradise Irrigation District, told him and his coworkers that they would be out of work for the foreseeable future because it would take weeks, even months, to get the utility up and running again after most of the town&#8217;s infrastructure was destroyed.<\/p>\n<div class=\"pkg-other ad tc tl-m ad-container\">Hill and thousands of other evacuees without a paycheck or a permanent place to stay are facing the possibility that the 138,000-acre Camp Fire has left them homeless.<\/div>\n<p class=\"\">&#8220;At this point, I\u2019m taking it day-to-day,&#8221; said Hill, 29, who has been staying with relatives in nearby Chico. &#8220;There are no stores left, no restaurants, nothing. If people did want to live there, there is nowhere to eat, no water or power. It\u2019s not even habitable. It\u2019s like we went back a hundred years. It\u2019s just crazy.&#8221;<\/p>\n<figure class=\"medium___16lj6\"><picture class=\"theimg___1sY8s\"><source srcset=\"https:\/\/media4.s-nbcnews.com\/j\/newscms\/2018_46\/2646906\/181114-chico-temporary-shelter-camp-fire-aftermath-ac-745p_7eb2737dc46484aed9da94b8cfd45bc0.fit-560w.jpg\" media=\"(min-width: 1000px)\" \/><img decoding=\"async\" src=\"https:\/\/media4.s-nbcnews.com\/j\/newscms\/2018_46\/2646906\/181114-chico-temporary-shelter-camp-fire-aftermath-ac-745p_7eb2737dc46484aed9da94b8cfd45bc0.fit-760w.jpg\" alt=\"Image: Chico Temporary Shelter\" \/><\/picture><figcaption class=\"caption___fMPAB f3 lh-copy grey-100 publico-txt caption___1mNth mt4\"><span class=\"mr3\">Eric Bass, left, and Troy Bledsoe, evacuees of the Camp Fire, spend time at a makeshift shelter outside a Walmart store in Chico, Calif., on Nov. 14, 2018.<\/span><span class=\"f2 ls-tight gray-80 ws-tight founders-mono dib\">Noah Berger \/ AP<\/span><\/figcaption><\/figure>\n<p class=\"\">Brock Long, administrator of the Federal Emergency Management Agency, told reporters Wednesday that losses in Paradise, population 26,682, were &#8220;total.&#8221;<\/p>\n<p class=\"\">The disaster in Butte County, which has killed at least 56 people, comes as California is experiencing a monumental housing crisis and where nearly <a href=\"https:\/\/www.hudexchange.info\/resources\/documents\/2017-AHAR-Part-1.pdf\" target=\"_blank\">half of the nation&#8217;s unsheltered<\/a> live in cars, parks and on the streets.<\/p>\n<div class=\"pkg-other ad tc tl-m ad-container\">Even if destitute survivors receive federal and state aid to help pay for rent, there\u2019s no guarantee they\u2019ll be able to find a place in the Golden State.<\/div>\n<p class=\"\">&#8220;The housing crisis hit us hard like everywhere else,&#8221; said Sarah Thomas, program manager of the nonprofit Chico Housing Action Team. &#8220;The vacancy rate in Chico is around 1 percent. Now that we\u2019ve lost all these homes in Paradise, there are going to be more people struggling to find a place to live.&#8221;<\/p>\n<p class=\"\">Despite the reality that about one in five Californians live in poverty, the median home value in the state is $544,900, and the median two-bedroom rent is $2,750, according to real estate listings site Zillow.<\/p>\n<p class=\"\">Before the fire started Nov. 8, thousands of lower-income workers and retirees took refuge in Paradise, where the median home price is $200,900, according to the U.S. Census Bureau data.<\/p>\n<div class=\"pkg-other ad tc tl-m ad-container\">\u201cParadise is not the richest of towns,\u201d said evacuee Danie Schwartz, whose home was spared. \u201cI am from Southern California, which is also ablaze, but it\u2019s like people who are worried about their beach homes burning, the circumstances are a bit different for those people compared to the ones in Paradise.<\/div>\n<p class=\"\">&#8220;People in Paradise don\u2019t have the means to get out of town,&#8221; she continued. &#8220;People are stuck at evacuation shelters.\u201d<\/p>\n<p class=\"\">Evacuees have been setting up tents in parking lots, including at a Chico Walmart, while others are sleeping in cars or staying with family. Hill said as many as 20 of his family members have been staying in one house because they also lost their homes in Paradise.<\/p>\n<section class=\"related related--relatedContent related___2RfEH single___1bpFv\">\n<div class=\"inner___He6NE\">\n<div id=\"related\" class=\"related__items related__items--relatedContent items___3G8l3\">\n<div class=\"relatedItem relatedItem___bedt5 single___eMUer\">\n<div class=\"relatedItem__title infoWrapper___1l_Lr\">\n<h3 class=\"title___142QR\"><a class=\"link___3qfFk\" href=\"https:\/\/www.nbcnews.com\/news\/us-news\/paradise-fire-survivors-say-warnings-were-too-little-too-late-n935846?icid=related\">Paradise Fire survivors say warnings were too little, too late<\/a><\/h3>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/section>\n<p class=\"\">&#8220;What\u2019s stunning is to hear family after family say, &#8216;We have multiple members who lost homes,'&#8221; said Laura Cootsona, executive director of the Jesus Center, a homeless services nonprofit in Chico.<\/p>\n<div class=\"pkg-other ad tc tl-m ad-container\">Karman Beller, 33, who is six months pregnant, and her husband Ryan Beller, 30, lost their home and didn\u2019t have renters insurance. They plan to stay with a brother-in-law who has taken in four other relatives displaced by the fire.<\/div>\n<p class=\"\">&#8220;I\u2019m due in three-and-a-half months,&#8221; Beller said. &#8220;Trying to find a home with [no] funding is really impossible. Everybody\u2019s homeless.&#8221;<\/p>\n<section class=\"related related--recommendedContent related___2RfEH\">\n<div class=\"inner___He6NE\"><\/div>\n<\/section>\n<p class=\"\">Chico is the largest city in Butte County, but its shelters are usually full, even without 10,321 structures destroyed in Paradise.<\/p>\n<p class=\"\">Richard A. Narad, operations manager of Chico\u2019s Safe Space Winter Shelter Program, which adds 60 beds to the city\u2019s shelter inventory for 12 weeks starting in mid-December, said that last year the program was &#8220;turning people away every night.&#8221;<\/p>\n<div class=\"pkg-other ad tc tl-m ad-container\">&#8220;We already had a housing shortage in the county,&#8221; he said. &#8220;We expect some people will end up on the street. It\u2019s going to be a big problem until they figure it out. I\u2019m guessing RV trailers will be necessary. I don\u2019t think there\u2019s enough hotel rooms.&#8221;<\/div>\n<p class=\"\">Joy Amaro, executive director of the Torres Community Shelter, said there are usually fewer than 250 beds in Chico, although the American Red Cross opened four temporary shelters in response to the Camp Fire.<\/p>\n<p class=\"\">Two of those were at capacity immediately, a Red Cross spokesman said. Tracy Grant went there to hand out hamburgers she made for them. She met Lee Brundige, a 93-year-old World War II veteran and widower who had lived alone in Paradise.<\/p>\n<p class=\"\">\u201cI had an instant connection with him, being a grandpa\u2019s girl myself,\u201d she said.<\/p>\n<div class=\"pkg-other ad tc tl-m ad-container\">So she and her husband took him in. &#8220;He\u2019s all by himself with just his clothing,&#8221; Grant said.<\/div>\n<p class=\"\">She\u2019s not sure how Brundige will carry on without becoming homeless. She thinks he needs to be in an assisted living facility, but she\u2019s not sure he has the resources.<\/p>\n<p class=\"\">The veteran fled with his cane and his vehicle on Nov. 8, driving in a conga line of cars to the parking lot in Oroville.
