It began when Trump scrapped the nuclear deal&#8221;, USA Today"},"content":{"rendered":"<p>Aaron David Miller, Opinion contributor, June 17, 2019<\/p>\n<p><em>At minimum, Iran and America badly need a hotline to deconflict their military forces and avert a serious escalation. But that has been rejected before.<\/em><\/p>\n<p class=\"speakable-p-1 p-text\">Tensions in the volatile U.S.-Iran relationship are increasing, and the two sides are ever closer to the possibility of a direct military confrontation since President Donald Trump condemned\u00a0what was almost certainly <a href=\"https:\/\/www.usatoday.com\/story\/news\/politics\/2019\/06\/14\/oil-tanker-attacks-donald-trump-blames-iran-what-we-know\/1455657001\/\" target=\"_blank\" data-track-label=\"inline|intext|n\/a\">an Iranian mine attack<\/a> disabling two oil tankers in the Gulf of Oman last week.\u00a0A serious and sustained conflict isn\u2019t inevitable, but <a href=\"https:\/\/www.usatoday.com\/story\/news\/world\/2019\/06\/13\/oil-tankers-attacked-gulf-oman-off-iran-us-navy-responding\/1441787001\/\" target=\"_blank\" data-track-label=\"inline|intext|n\/a\">the odds have increased<\/a>.<\/p>\n<p class=\"speakable-p-2 p-text\">How did we get here and, more troubling, exactly where are we going? Amidst all the hype, spin and storytelling from both sides, here are some harsh\u00a0truths about the Trump\u00a0administration and its Iranian adversaries.<\/p>\n<p class=\"p-text\">The Iranian regime is authoritarian, ideological and <a href=\"https:\/\/www.usatoday.com\/story\/money\/2019\/06\/14\/countries-where-being-gay-is-legally-punishable-by-death\/39574685\/\" target=\"_blank\" data-track-label=\"inline|intext|n\/a\">repressive<\/a>,\u00a0a serial <a href=\"https:\/\/www.hrw.org\/world-report\/2019\/country-chapters\/iran\" target=\"_blank\" data-track-label=\"inline|intext|n\/a\">human rights abuser<\/a> and regional troublemaker. But we now find ourselves in a dangerous situation largely\u00a0as a result of a great unraveling begun by the Trump administration&#8217;s unilateral decision last year to <a href=\"https:\/\/www.nytimes.com\/2018\/05\/08\/world\/middleeast\/trump-iran-nuclear-deal.html\" target=\"_blank\" data-track-label=\"inline|intext|n\/a\">withdraw from the 2015 Iran nuclear agreement<\/a>.<\/p>\n<p class=\"p-text\">The accord\u00a0\u2014 known as the <a href=\"https:\/\/www.treasury.gov\/resource-center\/sanctions\/Programs\/Pages\/jpoa_archive.aspx\" target=\"_blank\" data-track-label=\"inline|intext|n\/a\">Joint Comprehensive Plan of Action<\/a> (JCPOA) \u2014 was flawed, to be sure, and didn\u2019t address Iran\u2019s aggressive regional behavior or its ballistic missile programs. Even so,\u00a0it was still a highly functional arms control agreement that imposed significant\u00a0constraints on\u00a0Iran&#8217;s nuclear program for at\u00a0least for a decade or more.<\/p>\n<p class=\"p-text\"><strong>&#8216;Maximum pressure&#8217; and no Plan B\u00a0<\/strong><\/p>\n<div id=\"ad-position-73\" class=\"partner-placement partner-spike partner-placement-visible\" data-ad-placement=\"native-article_link\" data-ad-sizes=\"[&quot;fluid&quot;,[3,3], [2,6]]\" data-monetization-id=\"native-article_link\" data-monetization-sizes=\"fluid,3,3,2,6\">\n<p class=\"p-text\">Campaigning hard against the agreement, candidate Trump vowed to renegotiate or leave what<a href=\"https:\/\/www.nytimes.com\/2017\/10\/13\/us\/politics\/trump-iran-nuclear-deal.html\" target=\"_blank\" data-track-label=\"inline|intext|n\/a\"> he deemed<\/a> the worst agreement ever negotiated. Then as president, he pulled out of the agreement and launched his\u00a0&#8220;<a href=\"https:\/\/www.usatoday.com\/story\/news\/world\/2019\/05\/11\/trump-foreign-policy-foiled-amid-new-crises-iran-north-korea-venezuela\/1158106001\/\" target=\"_blank\" data-track-label=\"inline|intext|n\/a\">maximum pressure<\/a>&#8221; campaign. The administration\u00a0reimposed\u00a0sanctions on banking and\u00a0petrochemicals and, in the past several months, has\u00a0made a major effort to reduce Iran&#8217;s\u00a0lifeblood \u2014 its oil exports \u2014\u00a0to zero. As intended, all\u00a0of this has <a href=\"https:\/\/slate.com\/news-and-politics\/2019\/06\/gulf-of-oman-oil-tanker-explosions-trump-iran-maximum-pressure.html\" target=\"_blank\" data-track-label=\"inline|intext|n\/a\">wreaked havoc on the Iranian economy<\/a>.<\/p>\n<p class=\"p-text\"><span class=\"exclude-from-newsgate\"><strong>Look to Reagan: <\/strong><a href=\"https:\/\/www.usatoday.com\/story\/opinion\/2019\/06\/14\/iran-tanker-attack-gulf-oman-trump-pompeo-limpet-mine-column\/1454722001\/\" target=\"_blank\" data-track-label=\"inline|intext|n\/a\">On Iran tanker attack,\u00a0Donald Trump and\u00a0Mike Pompeo should follow his lead<\/a><\/span><\/p>\n<p class=\"p-text\">Not surprisingly, the regime, which the Iranian foreign minister quipped had <a href=\"https:\/\/www.nbcnews.com\/news\/world\/trump-pressure-will-fail-because-iran-has-ph-d-sanctions-n998711\" target=\"_blank\" data-track-label=\"inline|intext|n\/a\">a Ph.D.\u00a0in sanctions busting<\/a>,\u00a0signaled through mine attacks on <a href=\"https:\/\/www.apnews.com\/ceb6e7a86bf14a9a8d8ecf81c9dcc7ef\" target=\"_blank\" data-track-label=\"inline|intext|n\/a\">six oil tankers<\/a> in the past month that it had options, too. Within hours of Thursday&#8217;s attacks, <a href=\"https:\/\/www.usatoday.com\/story\/money\/2019\/06\/14\/attack-iran-strait-hormuz-risk-oil-says-think-tank\/1453661001\/\" target=\"_blank\" data-track-label=\"inline|intext|n\/a\">oil prices spiked<\/a>. No matter how egregious the regime\u2019s behavior in other areas, pulling out of the JCPOA without a Plan B other than &#8220;maximum pressure&#8221; has more than any other factor brought us where we are today.<\/p>\n<p class=\"p-text\"><strong>Tensions rising but caution on both sides<\/strong><\/p>\n<div class=\"container transparent\">\n<div class=\"message\">\n<div class=\"container\">\n<p class=\"p-text\">With no\u00a0anchor stabilizing relations between Washington and\u00a0Tehran, and mistrust at an all-time high,\u00a0the dynamic\u00a0has become one of drift and deterioration. Given <a href=\"https:\/\/www.economist.com\/leaders\/2019\/05\/09\/the-brewing-conflict-between-america-and-iran\" target=\"_blank\" data-track-label=\"inline|intext|n\/a\">the bellicose\u00a0rhetoric\u00a0on both sides<\/a> since the start of the Trump presidency, it\u2019s stunning that there hasn&#8217;t been a clash already in Syria, Iraq or the Persian Gulf. But that impulsiveness in words has not been reflected in deeds, revealing\u00a0the caution with which both Trump and Iranian\u00a0Supreme Leader Ali Khamenei exercise in order to avoid a major escalation \u2014 at least so far.<\/p>\n<p class=\"p-text\">Trump has <a href=\"https:\/\/www.theguardian.com\/us-news\/2018\/jul\/31\/trump-offer-to-meet-iran-president-rouhani-dismissed-by-both-sides\" target=\"_blank\" data-track-label=\"inline|intext|n\/a\">repeatedly expressed<\/a> his desire to meet with Iran&#8217;s leadership\u00a0and, given his campaign promises, wants\u00a0to avoid another costly war in the Middle East \u2014 despite his<a href=\"https:\/\/www.newyorker.com\/magazine\/2019\/05\/06\/john-bolton-on-the-warpath\" target=\"_blank\" data-track-label=\"inline|intext|n\/a\">\u00a0hard-line national security adviser John Bolton, <\/a>who would\u00a0like\u00a0the <a href=\"https:\/\/www.nytimes.com\/2015\/03\/26\/opinion\/to-stop-irans-bomb-bomb-iran.html\" target=\"_blank\" data-track-label=\"inline|intext|n\/a\">regime bombed<\/a> if not overthrown.<\/p>\n<p class=\"p-text\">Khamenei\u00a0is determined to put regime survival ahead\u00a0of\u00a0all else, particularly given his <a href=\"https:\/\/www.cnn.com\/2012\/12\/30\/world\/meast\/ayatollah-seyyed-ali-khamenei---fast-facts\/index.html\" target=\"_blank\" data-track-label=\"inline|intext|n\/a\">advanced age,\u00a0health\u00a0concerns<\/a>\u00a0and an <a href=\"https:\/\/www.washingtonpost.com\/world\/clues-to-the-identity-of-irans-next-supreme-leader-in-the-back-alleys-of-a-holy-city\/2019\/03\/20\/a96f857e-2a2d-11e9-906e-9d55b6451eb4_story.html?utm_term=.2339cbd93fe5\" target=\"_blank\" data-track-label=\"inline|intext|n\/a\">unresolved succession<\/a>. He is wary of the unpredictability and uncertainty that would accompany a major war with America. He\u00a0must also\u00a0contend with an Iranian Revolutionary Guards Corps\u00a0itching for a fight.<\/p>\n<p class=\"p-text\">And so Khamenei and Trump\u00a0test each other \u2014\u00a0Trump piling on sanctions and deploying naval and air assets to the region; Khamenei signaling through Revolutionary Guards attacks against oil tankers (sparing U.S. targets so far) that Iran has a vote, too. There has been no\u00a0casus\u00a0belli serious enough to\u00a0trigger a direct attack by either side.<\/p>\n<p class=\"p-text\"><strong>Does Trump have an Iran endgame?\u00a0<\/strong><\/p>\n<p class=\"p-text\">A major escalation can&#8217;t be counted out, however, largely because there is little to stabilize the situation. The <a href=\"https:\/\/foreignpolicy.com\/2019\/02\/13\/irans-economy-is-crumbling-but-collapse-is-a-long-way-off-jcpoa-waivers-sanctions\/\" target=\"_blank\" data-track-label=\"inline|intext|n\/a\">Iranian economy is hurting badly <\/a>with little sign of serious relief from well-intentioned Europeans who would like to provide it but are worried about violating and getting slapped with\u00a0U.S. sanctions.Oil revenue has been <a href=\"https:\/\/www.reuters.com\/article\/us-oil-iran-exports\/irans-oil-exports-to-slide-in-may-but-not-to-zero-sources-idUSKCN1S911W\" target=\"_blank\" data-track-label=\"inline|intext|n\/a\">severely cut<\/a>, and Iran\u2019s inclination to wait Trump out is not really a strategy or a means to relieve the pressure.\u00a0Iran has abided by the nuclear accord\u2019s major provisions but also has\u00a0<a href=\"https:\/\/time.com\/5585462\/iran-nuclear-enrichment-sanctions\/\" target=\"_blank\" data-track-label=\"inline|intext|n\/a\">threatened to begin higher-level enrichment<\/a> of uranium unless it gets some economic relief.<\/p>\n<p class=\"p-text\">As for the Trump administration, its endgame strategy is unclear, as is whether there even is one.\u00a0Secretary of State Mike Pompeo says\u00a0<a href=\"https:\/\/www.washingtonexaminer.com\/news\/pompeo-said-no-military-exercises-in-iran-to-spur-regime-change-report\" target=\"_blank\" data-track-label=\"inline|intext|n\/a\">regime change by military means isn\u2019t the goal<\/a>. But Bolton seems to be angling for regime change through political and economic pressure \u2014 a seemingly fantastical goal.\u00a0Trump would clearly like a negotiation, but even he admitted in light of recent tensions that<a href=\"https:\/\/www.politico.com\/story\/2019\/06\/13\/donald-trump-iran-tensions-japan-1364558\" target=\"_blank\" data-track-label=\"inline|intext|n\/a\">\u00a0the time is not right<\/a> for a deal. The administration publicly asserts that its goal is to get Iran back to the negotiating table to fashion some new agreement, but is it prepared to make the\u00a0serious concessions Iran would demand? Is\u00a0Tehran even interested?<\/p>\n<p class=\"p-text\"><span class=\"exclude-from-newsgate\"><strong>No Trump plan:\u00a0<\/strong><a href=\"https:\/\/www.usatoday.com\/story\/opinion\/2019\/05\/08\/iran-regime-change-madness-maduro-tenacity-venezuela-column\/1129964001\/\" target=\"_blank\" data-track-label=\"inline|intext|n\/a\">A year after ditching Iran nuclear deal, what is Trump&#8217;s Iran policy? Saber rattling?<\/a><\/span><\/p>\n<p class=\"p-text\">At a minimum, the two sides are badly in need of a hotline or channel to deconflict their military forces in the region in order to preempt a serious escalation. During the Obama administration, the Iranian negotiators\u00a0<a href=\"https:\/\/www.wsj.com\/articles\/SB10001424052970203791904576609093178338996\" target=\"_blank\" data-track-label=\"inline|intext|n\/a\">reportedly rejected<\/a> such a proposal.\u00a0And they may not agree now, seeing it as <a href=\"https:\/\/www.reuters.com\/article\/us-usa-iran-communication-insight\/why-u-s-iran-tensions-could-quickly-escalate-into-a-crisis-idUSKCN1SU11V\" target=\"_blank\" data-track-label=\"inline|intext|n\/a\">a sign of weakness<\/a> when they want to keep the pressure on.<\/p>\n<p class=\"p-text\">The cruel reality is that it may well require more tension, perhaps even a U.S.-Iranian clash, to convince\u00a0each side that the situation has become too dangerous to continue. But once direct conflict begins, it might\u00a0be impossible to stop. Sadly, the headlines of the U.S.-Iranian crisis look\u00a0bad, but the trend lines look even worse.
