Epstein was first accused of sexually abusing minors, one of Mr. Trump\u2019s Cabinet officials has been accused of letting him off easy.<\/em><\/p>\n<section class=\"meteredContent css-1i2y565\">\n<div class=\"css-1fanzo5 StoryBodyCompanionColumn\">\n<div class=\"css-53u6y8\">\n<p class=\"css-exrw3m evys1bk0\">By the time Jeffrey Epstein, the billionaire financier and felon, was <a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.nytimes.com\/2019\/07\/06\/nyregion\/jeffrey-epstein-arrested-sex-trafficking.html?em_pos=large&amp;ref=img&amp;te=1&amp;nl=new-york-today&amp;emc=edit_ur_20190707%3Fcampaign_id%3D71&amp;instance_id=10733&amp;segment_id=14987&amp;user_id=0ffba81b0687f4c5c5f044c84f27f75a&amp;regi_id=80860832edit_ur_20190707&amp;module=inline\">arrested on Saturday and charged with sex trafficking<\/a>, he had been repeatedly accused of pedophilia and sexual abuse for more than a decade.<\/p>\n<p class=\"css-exrw3m evys1bk0\">But Mr. Epstein \u2014 whose acquaintances include two presidents and multiple celebrities \u2014\u00a0had until then avoided federal prosecution.<\/p>\n<p class=\"css-exrw3m evys1bk0\">Now, Mr. Epstein is expected to appear in Federal District Court in Manhattan on Monday to face charges that include sex trafficking of minors, involving multiple underage girls, between 2002 and 2005, according to two law enforcement sources.<\/p>\n<p class=\"css-exrw3m evys1bk0\">The charges include a claim that he routinely brought underage girls to his home on the Upper East Side of Manhattan, where he paid them hundreds of dollars in cash for massages and sexual acts, one of the sources said.<\/p>\n<p class=\"css-exrw3m evys1bk0\">The case could shed new light not only on the allegations, which span years and countries, but also on the extent to which officials who have been linked to Mr. Epstein \u2014 including, most notably, President Trump and his labor secretary, Alexander Acosta \u2014 knew about or downplayed them.<\/p>\n<\/div>\n<\/div>\n<div class=\"css-1fanzo5 StoryBodyCompanionColumn\">\n<div class=\"css-53u6y8\">\n<p class=\"css-exrw3m evys1bk0\">Here is a history of the allegations against Mr. Epstein.<\/p>\n<p class=\"css-exrw3m evys1bk0\"><strong>Who is Jeffrey Epstein?<\/strong><\/p>\n<p class=\"css-exrw3m evys1bk0\">Mr. Epstein, 66, worked at the investment bank Bear Stearns for six years before opening his own firm, in 1982, to manage money for very wealthy clients.<\/p>\n<p class=\"css-exrw3m evys1bk0\">His circle of friends and acquaintances <a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.miamiherald.com\/news\/local\/article221897990.html\" target=\"_blank\" rel=\"noopener noreferrer\">included many high-profile figures<\/a>, including Mr. Trump, former President Bill Clinton, Prince Andrew of Britain and Leslie Wexner, a business mogul who owns Victoria\u2019s Secret and other retail brands.<\/p>\n<p class=\"css-exrw3m evys1bk0\">Mr. Clinton <a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.foxnews.com\/us\/flight-logs-show-bill-clinton-flew-on-sex-offenders-jet-much-more-than-previously-known\" target=\"_blank\" rel=\"noopener noreferrer\">flew on Mr. Epstein\u2019s private plane dozens of times<\/a>, according to flight records, and Prince Andrew has <a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.theguardian.com\/world\/2015\/jan\/10\/jeffrey-epstein-decade-scandal-prince-andrew\" target=\"_blank\" rel=\"noopener noreferrer\">attended parties with Mr. Epstein<\/a>.<\/p>\n<p class=\"css-exrw3m evys1bk0\">Mr. Trump <a class=\"css-1g7m0tk\" title=\"\" href=\"http:\/\/nymag.com\/nymetro\/news\/people\/n_7912\/\" target=\"_blank\" rel=\"noopener noreferrer\">told New York magazine in 2002<\/a> that Mr. Epstein was a \u201cterrific guy\u201d whom he had known for 15 years.<\/p>\n<\/div>\n<\/div>\n<div class=\"css-1fanzo5 StoryBodyCompanionColumn\">\n<div class=\"css-53u6y8\">\n<p class=\"css-exrw3m evys1bk0\">\u201cHe\u2019s a lot of fun to be with,\u201d the president said at the time. \u201cIt is even said that he likes beautiful women as much as I do, and many of them are on the younger side.\u201d<\/p>\n<p class=\"css-exrw3m evys1bk0\"><strong>What is he accused of?<\/strong><\/p>\n<p class=\"css-exrw3m evys1bk0\">The charges against Mr. Epstein predate Saturday\u2019s arrest by more than a decade, and involve a sordid history that has infuriated victims and raised questions of preferential treatment by law enforcement.<\/p>\n<p class=\"css-exrw3m evys1bk0\">In 2005, the parents of a 14-year-old girl told the police in Palm Beach, Fla., that Mr. Epstein had molested their daughter at his home there. Before the police referred the case to the F.B.I. in 2006, they identified three dozen potential victims, who said that Mr. Epstein had <a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.miamiherald.com\/news\/local\/article220097825.html\" target=\"_blank\" rel=\"noopener noreferrer\">paid them, while they were underage, for massages, oral sex and intercourse<\/a>, according to a police report obtained by The Miami Herald.<\/p>\n<p class=\"css-exrw3m evys1bk0\">The abuse dated back to 2001, according to The Herald. Most of the victims were between 13 and 16. Many came from low-income backgrounds and were told they could earn $200 or $300 for giving Mr. Epstein a massage, the Herald reported.<\/p>\n<p class=\"css-exrw3m evys1bk0\">\u201cWe just wanted money for school clothes, for shoes,\u201d one woman told The Herald.<\/p>\n<p class=\"css-exrw3m evys1bk0\">Federal prosecutors in Miami initially drafted a 53-page indictment against Mr. Epstein. But in 2008, those prosecutors \u2014 led by Mr. Acosta, then the region\u2019s United States attorney, and now Mr. Trump\u2019s labor secretary \u2014 struck a deal with Mr. Epstein\u2019s lawyers that allowed him to avoid federal charges. Instead, Mr. Epstein pleaded guilty to state charges of soliciting a minor for prostitution.<\/p>\n<p class=\"css-exrw3m evys1bk0\">Under the federal charges, Mr. Epstein could have faced life in prison. After the deal, he served 13 months in jail. He had work-release privileges for six days a week, 12 hours each day, during which a private driver picked him up and took him to a nearby office.<\/p>\n<\/div>\n<\/div>\n<div id=\"story-ad-3-wrapper\" class=\"css-1r07izm\"><\/div>\n<div class=\"css-1fanzo5 StoryBodyCompanionColumn\">\n<div class=\"css-53u6y8\">\n<p class=\"css-exrw3m evys1bk0\">In subsequent years, <a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.nytimes.com\/2018\/11\/29\/us\/jeffrey-epstein-acosta-florida-sex-abuse.html?module=inline\">during civil court proceedings<\/a>, witnesses have testified that hundreds of girls from around the world were brought to Mr. Epstein at different times.<\/p>\n<p class=\"css-exrw3m evys1bk0\"><a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.nytimes.com\/2019\/02\/21\/us\/jeffrey-epstein-judge-prosecution-agreement.html?module=inline\">Prosecutors did not tell the victims<\/a> about the deal they made with Mr. Epstein until after a judge approved it \u2014 even though federal law requires victims to be informed of major developments involving their complaints.<\/p>\n<p class=\"css-exrw3m evys1bk0\">The new charges involve sex trafficking and were brought by federal prosecutors in Manhattan, with help from the New York Police Department and the F.B.I. Mr. Epstein\u2019s arrest on Saturday was <a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.thedailybeast.com\/jeffrey-epstein-arrested-for-sex-trafficking-of-minors-source\" target=\"_blank\" rel=\"noopener noreferrer\">first reported by The Daily Beast.<\/a><\/p>\n<p class=\"css-exrw3m evys1bk0\"><strong>What is the connection to the Trump administration?<\/strong><\/p>\n<p class=\"css-exrw3m evys1bk0\">Mr. Acosta, <a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.nytimes.com\/2017\/02\/16\/us\/politics\/alexander-acosta-labor-secretary-trump.html?module=inline\">whom Mr. Trump nominated as labor secretary in 2017<\/a>, has faced intense scrutiny for his role in Mr. Epstein\u2019s deal to avoid prosecution, which has been widely criticized as shockingly lenient.<\/p>\n<p class=\"css-exrw3m evys1bk0\"><a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.miamiherald.com\/news\/local\/article220097825.html\" target=\"_blank\" rel=\"noopener noreferrer\">A series of investigative stories by The Herald<\/a> last year revealed that Mr. Acosta was personally involved in the negotiations. He met privately with one of Mr. Epstein\u2019s lawyers, who was also one of Mr. Acosta\u2019s former colleagues.<\/p>\n<p class=\"css-exrw3m evys1bk0\">In subsequent weeks, prosecutors from Mr. Acosta\u2019s office gave Mr. Epstein\u2019s lawyers an unusual amount of control over the terms of the plea deal, The Herald reported.<\/p>\n<p class=\"css-exrw3m evys1bk0\">\u201cThank you for the commitment you made to me,\u2019\u2019 Mr. Epstein\u2019s lawyer wrote in a letter to Mr. Acosta after their meeting, noting that Mr. Acosta had assured him that he would not contact \u201cany of the identified individuals, potential witnesses or potential civil claimants,\u201d The Herald reported.<\/p>\n<p class=\"css-exrw3m evys1bk0\">Mr. Acosta\u2019s office also agreed to help shield the deal from public scrutiny, according to The Herald. The case\u2019s lead prosecutor, A. Marie Villafa\u00f1a, wrote to Mr. Epstein\u2019s lawyer at one point: \u201cI can file the charge in district court in Miami which will hopefully cut the press coverage significantly. Do you want to check that out?\u201d<\/p>\n<\/div>\n<\/div>\n<div class=\"css-1fanzo5 StoryBodyCompanionColumn\">\n<div class=\"css-53u6y8\">\n<p class=\"css-exrw3m evys1bk0\">During <a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.nytimes.com\/2017\/03\/22\/us\/politics\/labor-secretary-alexander-acosta-confirmation.html?module=inline\">Mr. Acosta\u2019s Senate confirmation hearing<\/a>, he defended the deal by noting that Mr. Epstein had been required to register as a sex offender. He <a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.thedailybeast.com\/jeffrey-epstein-how-the-hedge-fund-mogul-pedophile-got-off-easy\" target=\"_blank\" rel=\"noopener noreferrer\">also said in 2011<\/a> that the plea deal\u2019s results were \u201cbetter\u201d than risking a trial, which he said had \u201ca reduced likelihood of success.\u201d<\/p>\n<p class=\"css-exrw3m evys1bk0\">The former White House press secretary, Sarah Huckabee Sanders, said months ago that the administration was looking into the information about Mr. Acosta detailed by The Herald, although he has remained in his job.<\/p>\n<p class=\"css-exrw3m evys1bk0\">The president\u2019s relationship with Mr. Epstein is less clear.<\/p>\n<p class=\"css-exrw3m evys1bk0\">A lawyer for Mr. Trump has denied that the president and Mr. Epstein had a social relationship, despite Mr. Trump\u2019s comments in 2002 to New York magazine.<\/p>\n<p class=\"css-exrw3m evys1bk0\">One of Mr. Epstein\u2019s accusers, Virginia Giuffre, <a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.politico.com\/story\/2017\/05\/04\/jeffrey-epstein-trump-lawsuit-sex-trafficking-237983\" target=\"_blank\" rel=\"noopener noreferrer\">said in court documents<\/a> that she was recruited to give Mr. Epstein massages while she was working at Mar-a-Lago, Mr. Trump\u2019s Florida resort. Mr. Epstein has been photographed with Mr. Trump at Mar-a-Lago.<\/p>\n<p class=\"css-exrw3m evys1bk0\"><strong>What happens next?<\/strong><\/p>\n<p class=\"css-exrw3m evys1bk0\">Mr. Epstein is expected to appear before a federal magistrate judge in New York on Monday. There is no federal statute of limitations on child sex trafficking.<\/p>\n<p class=\"css-exrw3m evys1bk0\">Separately, a federal judge ruled in February that the government <a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.nytimes.com\/2019\/02\/21\/us\/jeffrey-epstein-judge-prosecution-agreement.html?module=inline\">had violated the rights of Mr. Epstein\u2019s alleged victims<\/a>, after two of them had sued the government for not telling them about the non-prosecution deal until it had been finalized.<\/p>\n<p class=\"css-exrw3m evys1bk0\">That ruling opened the possibility of nullifying the agreement and allowing Mr. Epstein to be prosecuted on the original federal charges. But <a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.miamiherald.com\/news\/state\/florida\/article231916968.html\" target=\"_blank\" rel=\"noopener noreferrer\">federal prosecutors have argued<\/a> that the violation should not void the agreement, even as they acknowledged they had treated Mr. Epstein\u2019s victims unfairly. The judge, Kenneth A.
