Put us at the table&#8221;, USA Today"},"content":{"rendered":"<p class=\"gnt_ar_b_p\">Mary Akrami, Sahar Halaimzai and Rahela Sidiqi, Opinion contributors, March 1, 2020<\/p>\n<p class=\"gnt_ar_b_p\"><em>Preserving the rights of women and all Afghan citizens is nonnegotiable in the next phase of talks, as more than 40 civil society groups said Sunday.<\/em><\/p>\n<p class=\"gnt_ar_b_p\">Afghan women have been working to build peace for decades. We have spent years fighting for basic rights and, over\u00a0the past year, for\u00a0a seat at the table in\u00a0talks\u00a0between the United States and the Taliban. We are not reassured by the <a class=\"gnt_ar_b_a\" href=\"https:\/\/www.usatoday.com\/story\/news\/politics\/2020\/02\/29\/u-s-taliban-sign-deal-peace-talks-begin-u-s-troops-withdraw\/4738736002\/\" target=\"_blank\" rel=\"noopener\" data-t-l=\"|inline|intext|n\/a\">agreement signed Saturday <\/a>by U.S. envoy Zalmay Khalilzad and the Taliban\u2019s Mullah Abdul Ghani Baradar, or by the process that led up to it.<\/p>\n<p class=\"gnt_ar_b_p\">This is a critical moment for our country. The window of opportunity to ensure that all Afghans are protected in the next phase of the peace talks is narrow.\u00a0Despite the significant progress made in women\u2019s <a class=\"gnt_ar_b_a\" href=\"https:\/\/www.academia.edu\/9523635\/Womens_Political_Participation_in_Afghanistan\" target=\"_blank\" rel=\"noopener\" data-t-l=\"|inline|intext|n\/a\">political participation<\/a>\u00a0in Afghanistan, Afghan women still face huge obstacles in representation.<\/p>\n<p class=\"gnt_ar_b_p\">For a start,\u00a0Afghan women and\u00a0representatives from civil society and other minority groups\u00a0should have been at the table\u00a0for the U.S.-Taliban talks that led to this agreement, but we were not.\u00a0History has shown us that women and minorities stand to lose the most from any deal\u00a0made behind closed doors and by a room full of men.<\/p>\n<aside class=\"gnt_m gnt_x gnt_x__lbl gnt_x__al\">\n<div id=\"ad-slot-7103-usatoday-native-article_link-opinion-2\" class=\"gnt_x_sl gnt_x_al\" data-g-r=\"\" data-gl-method=\"lazyLoadX\" data-google-query-id=\"CPrx3_HY--cCFdJ_YgodPY8Apw\"><\/div>\n<\/aside>\n<h2 class=\"gnt_ar_b_h2\">Doublespeak puts our rights at risk<\/h2>\n<p class=\"gnt_ar_b_p\">Saturday&#8217;s\u00a0agreement lays the groundwork for talks between the Taliban and the Afghan government. We\u00a0were not surprised to read recently that while\u00a0Taliban leader Sirajuddin\u00a0Haqqani is tired of bloodshed and war, he <a class=\"gnt_ar_b_a\" href=\"https:\/\/www.reuters.com\/article\/us-usa-afghanistan-talks\/afghan-peace-deal-hinges-on-ceasefire-by-taliban-u-s-peace-envoy-idUSKCN1S40HD\" target=\"_blank\" rel=\"noopener\" data-t-l=\"|inline|intext|n\/a\">opposes<\/a> preconditions to these talks. Instead of guaranteeing to protect\u00a0the provisions in the Afghan Constitution that grant women equality, he\u00a0suggested\u00a0in a<a class=\"gnt_ar_b_a\" href=\"https:\/\/www.nytimes.com\/2020\/02\/20\/opinion\/taliban-afghanistan-war-haqqani.html\" target=\"_blank\" rel=\"noopener\" data-t-l=\"|inline|intext|n\/a\">\u00a0New York Times\u00a0op-ed<\/a>\u00a0that this issue can be resolved through &#8220;consensus among Afghans.&#8221;<\/p>\n<aside class=\"gnt_m gnt_x gnt_x__lbl gnt_x__al\">\n<div id=\"ad-slot-7103-usatoday-native-article_link-opinion-3\" class=\"gnt_x_sl gnt_x_al\" data-g-r=\"\" data-gl-method=\"lazyLoadX\" data-google-query-id=\"CPvx3_HY--cCFdJ_YgodPY8Apw\"><\/div>\n<\/aside>\n<p class=\"gnt_ar_b_p\">This is doublespeak for reopening negotiations on the hard-won<a class=\"gnt_ar_b_a\" href=\"https:\/\/www.csmonitor.com\/World\/Progress-Watch\/2015\/0106\/Afghanistan-Women-s-rights-make-big-gains\" target=\"_blank\" rel=\"noopener\" data-t-l=\"|inline|intext|n\/a\">legal rights<\/a> that Afghan women have secured through years of blood, sweat and tears. We have faced unimaginable odds and made enormous sacrifices in our battle for <a class=\"gnt_ar_b_a\" href=\"https:\/\/www.theguardian.com\/world\/2019\/feb\/09\/the-taliban-took-years-of-my-life-the-afghan-women-living-in-the-shadow-of-war\" target=\"_blank\" rel=\"noopener\" data-t-l=\"|inline|intext|n\/a\">basic rights and freedoms<\/a>.<\/p>\n<p class=\"gnt_ar_b_p\">Over <a class=\"gnt_ar_b_a\" href=\"https:\/\/unama.unmissions.org\/sites\/default\/files\/afghanistan_protection_of_civilians_annual_report_2019_-_22_february.pdf\" target=\"_blank\" rel=\"noopener\" data-t-l=\"|inline|intext|n\/a\">100,000 Afghans<\/a> have been injured or killed in the past 10 years since the United Nations began systematic documentation of civilian casualties, and there is not a single Afghan citizen whose life has not been affected by this war.<\/p>\n<figure class=\"gnt_em gnt_em_img\"><img decoding=\"async\" class=\"gnt_em_img_i\" src=\"https:\/\/www.gannett-cdn.com\/presto\/2020\/02\/29\/USAT\/119a57b6-6361-4409-8735-3ec9c0778a6f-burqa.JPG?width=660&amp;height=518&amp;fit=crop&amp;format=pjpg&amp;auto=webp\" srcset=\"https:\/\/www.gannett-cdn.com\/presto\/2020\/02\/29\/USAT\/119a57b6-6361-4409-8735-3ec9c0778a6f-burqa.JPG?width=1320&amp;height=1036&amp;fit=crop&amp;format=pjpg&amp;auto=webp 2x\" alt=\"Three Afghan women in burqas in 1996 after the Taliban religious army took over Kabul.\" data-g-r=\"\" \/><\/p>\n<div class=\"gnt_em_img_ccw gnt_em_img_ccw__cap gnt_em_img_ccw__crd\" data-c-caption=\"Three Afghan women in burqas in 1996 after the Taliban religious army took over Kabul.\" data-c-credit=\"Santiago Lyon\/AP\"><\/div>\n<\/figure>\n<p class=\"gnt_ar_b_p\">Afghan women are desperate for an end to the violence and a durable peace, but we fear that negotiators will trade away our rights for a deal. Just last week, in order to preserve its own negotiations with the Taliban,\u00a0the United States\u00a0signaled\u00a0President Ashraf\u00a0Ghani to delay his second-term inauguration, and <a class=\"gnt_ar_b_a\" href=\"https:\/\/www.reuters.com\/article\/us-usa-afghanistan\/afghan-government-agrees-to-postpone-ghani-inauguration-u-s-idUSKBN20J1ZH\" target=\"_blank\" rel=\"noopener\" data-t-l=\"|inline|intext|n\/a\">he did<\/a>.<\/p>\n<p class=\"gnt_ar_b_p\">How can we expect the Taliban and the warlords to treat us as equals when the lead negotiators have refused to give us a seat at the table? We know from previous experience that\u00a0without a seated, elected, inclusive government based on the results of the elections, this peace deal will be little more than a division of power and resources among\u00a0the Taliban, the warlords\u00a0and the political strongmen.<\/p>\n<p class=\"gnt_ar_b_p\"><strong class=\"gnt_ar_b_al\">A good opportunity:<\/strong><a class=\"gnt_ar_b_a\" href=\"https:\/\/www.usatoday.com\/story\/opinion\/2020\/02\/28\/afghanistan-peace-talks-taliban-negotiations-haqqani-column\/4902816002\/\" target=\"_blank\" rel=\"noopener\" data-t-l=\"|inline|intext|n\/a\">Don\u2019t assume the Taliban aren\u2019t serious about an Afghanistan peace plan. Test them.<\/a><\/p>\n<aside id=\"gnt_atomsnc\" class=\"gnt_em gnt_em_anc\" data-g-r=\"\" data-gl-method=\"loadAnc\">\n<div class=\"container\">\n<div class=\"message\">\n<div class=\"container\">\n<p class=\"gnt_ar_b_p\">Women and girls make up about<a class=\"gnt_ar_b_a\" href=\"https:\/\/data.worldbank.org\/indicator\/SP.POP.TOTL.FE.ZS?locations=AF\" target=\"_blank\" rel=\"noopener\" data-t-l=\"|inline|intext|n\/a\"> half of the Afghan population<\/a>, and\u00a0<a class=\"gnt_ar_b_a\" href=\"https:\/\/population.un.org\/wpp\/Publications\/Files\/WPP2019_DataBooklet.pdf\" target=\"_blank\" rel=\"noopener\" data-t-l=\"|inline|intext|n\/a\">64%<\/a> of the population is under the age of 25. A sustainable peace simply cannot be built without us.<\/p>\n<p class=\"gnt_ar_b_p\">On Sunday,\u00a0more than 40 Afghan civil society organizations from across the country released an\u00a0<a class=\"gnt_ar_b_a\" href=\"https:\/\/afghansforpeace.com\/\" target=\"_blank\" rel=\"noopener\" data-t-l=\"|inline|intext|n\/a\">open letter<\/a><a class=\"gnt_ar_b_a\" href=\"https:\/\/afghansforpeace.godaddysites.com\/\" target=\"_blank\" rel=\"noopener\" data-t-l=\"|inline|intext|n\/a\">\u00a0<\/a>calling for &#8220;an Afghan-owned, Afghan-led\u00a0and Afghan-maintained peace.&#8221;<\/p>\n<h2 class=\"gnt_ar_b_h2\">Preserving all rights is nonnegotiable<\/h2>\n<p class=\"gnt_ar_b_p\">They have advanced proposals to address the real issues that continue to drive the conflict, like inclusive governance, restorative justice, local grievances\u00a0and refugees stranded across Europe. Their demands are clear: Elected representatives must lead the negotiations, the constitution must be preserved\u00a0and efforts must be made to reduce violence across the entire country.<\/p>\n<p class=\"gnt_ar_b_p\">The new U.S.- Taliban agreement and the ensuing intra-Afghan negotiations must address our rights in specific terms, not broad generalizations. Preserving the constitutional rights of women and all Afghan citizens must be a nonnegotiable demand on the agenda of every political party and group.<\/p>\n<p class=\"gnt_ar_b_p\"><strong>Editorial Board<\/strong><strong class=\"gnt_ar_b_al\">:<\/strong><a class=\"gnt_ar_b_a\" href=\"https:\/\/www.usatoday.com\/story\/opinion\/todaysdebate\/2020\/02\/25\/donald-trump-afghanistan-peace-agreement-key-questions-remain-editorials-debates\/4818383002\/\" target=\"_blank\" rel=\"noopener\" data-t-l=\"|inline|intext|n\/a\">Donald Trump and peace envoy deserve credit for Afghanistan deal, but key questions remain<\/a><\/p>\n<p class=\"gnt_ar_b_p\">Any peace deal, if it is to succeed, will have to include the protection of our human and civil rights, including freedom of speech and religion, the right to assembly, protection for our human rights defenders, and a mechanism of restorative justice for the hundreds of thousands of victims of this long war.<\/p>\n<p class=\"gnt_ar_b_p\">Afghan women are not asking anyone to grant us our rights. Our rights are clearly enshrined in our country\u2019s constitution, our national laws, international law\u00a0and sharia law.
