{"id":9465,"date":"2020-03-20T23:13:34","date_gmt":"2020-03-21T06:13:34","guid":{"rendered":"https:\/\/worldcampaign.net\/?p=9465"},"modified":"2020-03-21T02:27:51","modified_gmt":"2020-03-21T09:27:51","slug":"post7-3","status":"publish","type":"post","link":"https:\/\/worldcampaign.net\/?p=9465","title":{"rendered":"&#8220;Respecting rights during coronavirus: Taiwan and Hong Kong show Beijing the benefit of open societies&#8221;, Hong Kong Free Press"},"content":{"rendered":"<p>By Maya Wang, Human Rights Watch, 20 March 2020<\/p>\n<p>As the coronavirus sweeps the world, some commentators are\u00a0<a href=\"https:\/\/www.politico.com\/news\/magazine\/2020\/03\/07\/coronavirus-epidemic-prediction-policy-advice-121172\" target=\"_blank\" rel=\"noopener noreferrer\">praising the Chinese government\u2019s<\/a>\u00a0heavy-handed approach to the crisis and contrasting that with democratic countries\u2019\u00a0<a href=\"https:\/\/www.wsj.com\/articles\/democracy-dictatorship-disease-the-west-takes-its-turn-with-coronavirus-11583701472?tesla=y\" target=\"_blank\" rel=\"noopener noreferrer\">\u201cfailure\u201d to take strong measures<\/a>.<\/p>\n<p>But we should not be fooled by\u00a0<a href=\"https:\/\/www.scmp.com\/economy\/china-economy\/article\/3074495\/coronavirus-china-trumpets-message-stability-amid-world\" target=\"_blank\" rel=\"noopener noreferrer\">Chinese authorities\u2019 trumpeting their achievement<\/a>\u00a0\u2013 their version of events rests at least in part on censorship and a cover-up of the outbreak. Beijing has swept under the rug the\u00a0<a href=\"https:\/\/www.nytimes.com\/2020\/03\/09\/business\/china-coronavirus-disabilities-wealth-gap.html\" target=\"_blank\" rel=\"noopener noreferrer\">suffering of people<\/a>\u00a0who\u00a0<a href=\"https:\/\/www.reuters.com\/article\/us-china-health-cancer-patient\/please-take-my-daughter-mother-of-girl-with-cancer-pleads-at-virus-blockade-idUSKBN1ZW01X\" target=\"_blank\" rel=\"noopener noreferrer\">lacked access to medical care<\/a>\u00a0or other necessities as a result of strict quarantines by\u00a0<a href=\"http:\/\/chinamediaproject.org\/2020\/03\/11\/whistling-against-deception\/\" target=\"_blank\" rel=\"noopener noreferrer\">censoring and detaining<\/a>\u00a0those\u00a0<a href=\"https:\/\/www.theguardian.com\/world\/2020\/feb\/17\/chinese-activist-arrested-xi-jinping-clueless-coronavirus-xu-zhiyong\" target=\"_blank\" rel=\"noopener noreferrer\">who decry<\/a>\u00a0the\u00a0<a href=\"https:\/\/www.theguardian.com\/world\/2020\/mar\/06\/fake-fake-senior-chinese-leader-heckled-by-residents-on-visit-to-coronavirus-epicentre\" target=\"_blank\" rel=\"noopener noreferrer\">government\u2019s failures and deception<\/a>. And authorities are now\u00a0<a href=\"https:\/\/www.axios.com\/newsletters\/axios-china-88ab61a5-ff4a-498d-a179-8d6b399b2b9d.html?utm_source=newsletter&amp;utm_medium=email&amp;utm_campaign=newsletter_axioschina&amp;stream=china\" target=\"_blank\" rel=\"noopener noreferrer\">rewriting the narrative<\/a>\u00a0about their role in the pandemic, and even falsely suggesting the virus did not originate in China. In Taiwan, a country of 24 million people, the government responded rapidly, and so far, only 49 people have been reported infected. The government is monitoring individuals with Covid-19 and those exposed to them, giving people accurate information, and has set up hotlines for people to report suspected cases. Its digital minister responded to community initiatives and\u00a0<a href=\"https:\/\/international.thenewslens.com\/article\/132023\" target=\"_blank\" rel=\"noopener noreferrer\">set up a facemask app<\/a>\u00a0to ensure people\u2019s equal access to the product. The government sends\u00a0<a href=\"https:\/\/twitter.com\/WasiqSilan\/status\/1237453743173652482?s=20\" target=\"_blank\" rel=\"noopener noreferrer\">\u201ccare packages\u201d to people under quarantine<\/a>, including food, masks (labelled \u201cdon\u2019t panic, we\u2019ve got you covered\u201d) and support booklets.<\/p>\n<p>Hong Kong, where fundamental rights have been under attack, is still a relatively open society, such that community action groups have sprung into action where policies fall short, including going so far as building a new mask factory. People have also been diligently practicing social distancing and handwashing. The densely packed city of 7 million has 134 reported cases. But we should resist the urge to seek authoritarian solutions.
